PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-21-R-1300

WON 1606003, FY20 MCAF PROJECT

PAF180200 APR JET FUEL STORAGE TANKS,

ROYAL AUSTRALIAN AIR FORCE (RAAF) BASE TINDAL,

AUSTRALIA

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

30. Can you please issue the 12d model for the bulk earthworks and civil works.

This will greatly assist in calculating the quantities of cut and fill material required for the project.

ANSWER: Response deferred.

31. Does the delivery of the project require access to the site through the front base gate (Carson

Drive) or can the contractor access the site via the Stuart Highway?

32. Can NAVAFC please advise if the spoil created as a result of the civil activities needs to be removed from the site or is there a location on-site that the spoil can be located?

If the material can be disposed on-site, are there any requirements that need to be met, compaction etc?

33. Drawings C-001, C-101 & C-102

What is the timing of the adjacent RAAF Fuel Storage Works.

a. Is new Fence line and Bike path expected to be completed prior to works commencing and entire scope will therefore be within the RAAF Tindal Facility?

b. Will access to Site be provided via newly constructed Tarakan Road Alignment, including entry via the new West Entry Gate?

c. Will Drainage Swales be completed along the new Tarakan Road Alignment.

34. Will construction water be available on site at Tindal airbase for construction?

35. Is the water suitable for earthworks/ pavements/ other construction activities?

36. Are there any environmental/ regulatory conditions that will restrict access to the water source?

37. What is the maximum allowable quantity of water able to be taken each day, week, month, year, total project?

38. Is the water source available 24/7 and every calendar day?

39. What is the average flow discharge rate from the water source?

40. Are other contractors/ base personnel using the water source at the same time?

41. Please confirm the Access Route and Pavement Section integrity and capacity for contractors use to enter and leave the site with heavy loads.

42. In reference to Drawing C-201, shall Contractors assume that Tarakan Road, Access Road 2

Entry, and the Drainage Ditch along Tarakan road (being constructed by others in WE07) will be complete and ready for our use and continuation at the beginning of construction of this contract?

43. Drawing C-101 indicates over 620 meters of fence line demolition. Please confirm that this work is to be performed under this contract (not part of WE07) and if the Site Surveillance

System is to be included in this demolition, or if it will be removed by others prior to commencement of this contract.

44. Please confirm that Fencing being performed as part of WE07 (Note 4 on Drawing C-101) will ensure a secured site for the duration of this contract, and that no temporary fencing is required to maintain site security while construction is taking place.

45. Drawing C-101 shows what appears to be an unimproved road following along the fence shown for removal. Please confirm if the removal of the road will be performed as part of WE07 or this contract.

46. Please confirm that the area identified as “Contractor Laydown Area” shown on Drawing C-

102 is the only laydown area for office facilities, employee parking, plant/equipment, construction materials, vegetation, rock, trench spoils, and imported fill materials.

47. Please confirm the intent related to handling/disposal of all PFAS-affected material. Shall both spoil and vegetation remain onsite, or shall any PFAS material be removed from the site?

48. Please confirm the intent related to handling/disposal of the light timber found onsite. Shall it be mulched and left on site or collected and disposed off-site?

49. No instruction has been provided related to acquiring construction water onsite. What resources are available for contractor use as construction and hydro-testing water? Are there any capacity or seasonal constraints on this water source?

50. If no water is available for construction use onsite, can a local source be provided for contractors to solicit for estimating the construction water needed to build the project.

51. Please confirm material at the dedicated Borrow Pit will qualify as suitable material for select/general fill to be placed on this contract.

52. Please confirm enough material will be available at the dedicated Borrow Pit to satisfy the needs of this project, or provide an estimated volume contractors should base their assumptions on.

53. During the site visit various monitoring wells were observed on site. Can data from these wells be provided to contractors for reference?

54. During the site visit small diameter trees were observed on site. Please confirm if the intent is to remove trees. Can a count be provided to contractors to bid equally?

55. During the site visit we noticed that a substantial area of the project has rock material on the existing surfaces. As there is no topsoil on these areas, will we be required to remove this material to the required depth of 150 mm for topsoil and then another 300 mm per Specification Section 31 23 00.00 20, Paragraph 3.5, surface preparation for the scarification and compaction requirement? Or can we just clean and place the select or general fills on top of the existing rock area?

56. Document 00202, Paragraph 2.2, Factor 1 Experience and Qualifications. The Experience and Qualifications section is divided into two parts: (1) Experience and (2) Qualifications. It seems clear that (2) Qualifications is asking for a subcontractor’s qualifications for Tank Erector (12 projects) and Aviation Fuel System Supplier (5 projects in the last 5 years currently in service). However, we are confused about (1) Experience. Are the projects to be listed in (1) Experience simply projects where the offeror was Prime Contractor that included at least one of these elements? If the Offeror provides a project under (1) Experience that includes all three features, but the Offeror self-performed only Features 2 & 3, will the project count as relevant experience to qualify for Feature 1 (bulk fuel storage tanks)?

ANSWER: Please see Document 00202, page 4 of 9, Item 6 of Notes on Factor 1(a)(1) Experience, which requires that “If the Offeror is utilizing experience and past performance information of any entity other than (1) the Offeror; (2) if the Offeror is a joint venture, its joint venture partners, jointly and severally liable for the contract; … the Offeror shall provide in its proposal a fully-executed teaming agreement or other contractual agreement.” Also note that projects submitted for

Experience will only be considered if the work was performed by the specific entity proposed in Block 1 of Attachment (A) for each individual feature.

57. If the Offeror’s (1) Experience forms (Attachment A) include experience in Tank Erection and Fuel System Supply & Installation (PLC) as the Prime Contractor, but these elements were not performed by the subcontractor the Offeror is utilizing for this contract, does the government also require Factor 1(a)1 Experience Forms for the Tank Erector (subcontractor) and the System Supplier (subcontractor)? Or, even if they were performed by the proposed subcontractor, would you require separate Attachment A forms for the Tank Erector and System Supplier?

ANSWER: Yes. Yes. Please see Document 00202, page 4 of 9, Item 6 of Notes on Factor 1(a)(1) Experience, which requires that “If the Offeror is utilizing experience and past performance information of any entity other than (1) the Offeror; (2) if the Offeror is a joint venture, its joint venture partners, jointly and severally liable for the contract; … the Offeror shall provide in its proposal a fully-executed teaming agreement or other contractual agreement.” Also note that projects submitted for Experience will only be considered if the work was performed by the specific entity proposed in Block 1 of Attachment (A) for each individual feature.

58. Factor 1(a)(1), Experience has a requirement for: “3. Programmable Logical Controllers

(PLC). New manufacturing, installation, and completion or substantial completion of at least one (1) Programmable Logical Controller (PLC) based pump control system for automatic cycling of pumps based upon varying dispensing demands utilizing multiple pumps for dispensing or receiving aviation fuel to and from storage tanks. Projects submitted to demonstrate Programmable Logical Controllers will only be considered if the work was performed by a specific entity proposed for the Programmable Logical Controllers, as identified in Block 1 of Attachment (A).” Manufacturing is typically performed by the System Supplier and then installation is performed by the contractor. Please confirm that your intent is for CONTRACTOR experience in the installation of these systems for Factor 1(a)(1) Experience.

ANSWER: The intent is for the Offeror to demonstrate experience for PLC pump control systems as specified in Factor 1(a)(1) whether performed by the Offeror and/or subcontractor(s). As applicable, in accordance with Document 00202, page 4 of 9, Item 6 of Notes on Factor 1(a)(1) Experience, “If the Offeror is utilizing experience and past performance information of any entity other than (1) the Offeror; (2) if the Offeror is a joint venture, its joint venture partners, jointly and severally liable for the contract; … the Offeror shall provide in its proposal a fully-executed teaming agreement or other contractual agreement.”

59. Factor 1(a)(2), Qualifications has the requirement for: “(2) Aviation Fuel System Supplier/Installer: Demonstrate the proposed Aviation Fuel System Supplier/Installer has provided, installed, and successfully completed a minimum of five PLC-based systems for automatic cycling of pumps based upon varying dispensing demands ranging from 0 to 182 L/s utilizing multiple pumps of which at least two of the five was for dispensing jet fuel into pressurized, flow demand aircraft hydrant system. Further, demonstrate that five (5) control systems have been successfully operated over the last five (5) years and are currently in service. If not currently in service due to reasons beyond installer’s control, provide explanations.” Please confirm that your intent is for the System Supplier to meet this qualification based on experience in providing the PLC-based system and overseeing the final installation and start-up of the fuel system.

ANSWER: Yes, that is the intent.
