PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-21-R-1300
WON 1606003, FY20 MCAF PROJECT
PAF180200 APR JET FUEL STORAGE TANKS,
ROYAL AUSTRALIAN AIR FORCE (RAAF) BASE TINDAL,
AUSTRALIA
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
102. Section 33 56 21.17, SINGLE WALL ABOVEGROUND FIXED ROOF STEEL POL
STORAGE TANK, Paragraph 3.5.2 requires inspection of butt welds with complete penetration and complete fusion by the radiographic method. Alternatively, using Time-of- Flight Diffraction (TOFD) or Phased Array Ultrasonic Testing (PAUT) instead of radiograph method will reduce the project schedule. Please advise if TOFD or PAUT is acceptable in place of the radiograph method.
ANSWER: Response deferred.
103. Section 33 56 21.17, SINGLE WALL ABOVEGROUND FIXED ROOF STEEL POL
STORAGE TANK, Paragraph 1.8.6.2 requires that the testing agency, testing laboratory, technical consultant, or contractor's approved quality assurance organization must meet the requirements of ASTM E329. In Australia, The National Association of Testing Authorities (NATA) is Australia’s national accreditation body for the accreditation of laboratories, inspection bodies, calibration services, producers of certified reference materials, and proficiency testing scheme providers throughout Australia. Is it acceptable as an alternative for the Government to confirm testing agency, testing laboratory, technical consultant, or contractor's approved quality assurance organization to allow the credentials of NATA in lieu of ASTM E329?
104. Regarding Section 28 31 63.00 20, an Australian electrical subcontractor has advised that local surge protectors are different than specified, but expected to work with their equipment and intent of the contract. However, they do not align with the specification. We exceed the current requirements but do not meet the voltage Vp specified. We understand this is a minor change and can wait to submit a variance post award. For bidding purposes are the recommended surge arrestors acceptable?
Specification requirement:
10/1000uS they want Vp1500V Ipk 60A and 8/20uS they want Vp 1000V Ipk 500A.
AUS Recommended Surge Protectors At 8/20uS :
UTB30SP can do Vp 40V Ipk 20KA; UTB110SP can do Vp 220V Ipk 20KA; DSD120-15- 24 can do Vp 30V Ipk 20KA
105. Section 28 31 63.00 20, ANALOG/ADDRESSABLE INTERIOR FIRE ALARM
SYSTEM, Paragraph 2.1.3.a states that the cables "shall have surge protection circuits installed at each end." This is not typical, which would double the number of surge protectors. Please confirm whether surge arrestors are required at each end of each circuit.
106. Section 28 31 63.00 20, ANALOG/ADDRESSABLE INTERIOR FIRE ALARM, Paragraph 2.1.3.b requests "Additional triple electrode gas surge protectors...". An Australian electrical subcontractor has advised they cannot source this product. Will a recommended manufacturer be provided for the contractors to contact? Or, is an alternate specification available that can be considered as an equal to this requirement? If an alternate is acceptable, please provide the revised requirement for the contractors to use as a basis of bid.
107. Detail B5 on Drawing A-511 shows the use of Precast 150mm Panels. These panels are located at both the Filter Building and the Pump Vault structures. On a previous project we used blockwork in these locations. The preliminary pricing we are receiving has the cost for the precast panels substantially higher (approximately four times the cost) than conventional blockwork. Please consider the allowance to use blockwork at these locations.
108. For Bid Option Item 1 (PCCP paving in lieu of AC paving in the Heavy-Duty sections of the surface improvements) we are getting extremely high pricing for both the PCCP paving and the CTB aggregates below the PCCP paving for this option item. This is due to the small quantities and remote location. As an alternate, please consider using conventional structural concrete as specified in Section 03 30 00 and allow hand placement and finishing with clary screed type equipment versus a Paving Machine. For the CTB aggregates, please consider using a thicker section of aggregate base course in lieu of the CTB. All construction and contraction joints will remain as detailed on the plans.
ANSWER: Comply with RFP requirement.
109. Please confirm the thickness of the layer to be placed for the sized rock finishing surface as shown on Drawing C103 and Detail C2/C602.
ANSWER: Thickness is 300mm thick as indicated on Sheet C-602 Detail C2.
110. Please confirm the thickness of the layer to be placed for the Geocell slope protection as shown on Drawing C103 and Detail A2/C602.
ANSWER: Section 31 23 00.00 20 Paragraph 2.8 indicates the geocell has a minimum thickness of 100mm.
111. Please confirm that the rigid pavement as shown in Detail A4 on Drawing C-608 at the gantry building is specified in Section 03 30 00 and not in Section 32 13 14.13.
ANSWER: Confirmed.
112. Please provide the specification section for the lean concrete required below tank 400.
ANSWER: See revised specification 03 30 00 issued under Amendment No. 0006.
113. Please provide the specification section for the HDPE liner as shown in Detail A4 on
Drawing C-608.
ANSWER: Liner is specified in Section 03 30 00 Paragraph 2.4.6.
114. A water source and access to it is going to have a big impact on this project. Will we be able to set up a storage facility at the Water Treatment Plant site for timely access to the water?
ANSWER: See response to Question 86.
115. Will 30,000-liter trucks be allowed access into the Water Treatment Plant site?
ANSWER: Equipment selection is the responsibility of the contractor. However, see Section
01 50 00 Paragraph 3.4.2 which states “Investigate the adequacy of existing roads and their load limit. Contractor is responsible for the repair of any damage to roads caused by construction operations.”
116. In your response to RFI question #86 you stated that we will not be able to access the Water Treatment Plant 24/7. For our project planning purposes, we need to know what hours we will be able to access the Water Treatment Plant. Please define these hours that we may know when we will have access to the Water Treatment Plant site.
ANSWER: As indicated in Section 01 14 00 Paragraph 1.3.2 regular working hours are 0600 to
1900, Monday through Friday, excluding Northern Territory holidays.
117. We request extra work space, approximately 100 meters by 75 meters, outside the designated contractor laydown area to establish tank farms to cater for construction water requirements, including additional access and egress for road train water tankers and turn around.
ANSWER: As stated in Section 01 50 00 Paragraph 3.5.4 upon request and pending availability, the Contracting Officer will designate another or supplemental area for the use and storage of trailers, equipment, and materials.
118. Can we utilize artesian water sourced off-site for construction water, dust control, and hydrotest water, if this water is treated through a reverse osmosis treatment plant prior to use?
ANSWER: The Government does not control water sources outside of RAAF Tindal property.
However, compliance with all applicable local, State, and Australian laws and regulations is required. The water quality must meet all contract requirements for the intended use.
119. When can the contractor assume that the new roadway under contract WE07 will be completed and allowed to be utilized as access for this project?
ANSWER: See response to Question 41.
