About this file
This document provides questions and answers related to solicitation number N6274221R1300 for construction of jet fuel storage tanks and support infrastructure at Royal Australian Air Force Base Tindal in Australia. The solicitation seeks design and construction of two 25,000-barrel cut-and-cover bulk fuel tanks, along with associated pump houses, fuel truck fill stand, filter building, utilities, tank gauging systems, site improvements and pavements. The document addresses questions on tank construction details, hold-down slab specifications, water and electricity access, locations of existing electrical infrastructure, lighting fixture types, and piping and tank testing requirements. Clarification is provided that only the hydrant loop requires pigging, and fuel piping must be tested using jet fuel rather than water.

PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-21-R-1300
WON 1606003, FY20 MCAF PROJECT
PAF180200 APR JET FUEL STORAGE TANKS,
ROYAL AUSTRALIAN AIR FORCE (RAAF) BASE TINDAL,
AUSTRALIA
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
RESPONSES DEFERRED FROM NOTICE NO. 2 DATED 18 DECEMBER 2020:
10. Will there be a fee for water usage? If so, please provide the rate schedule. Will there be a fee for electricity usage? If so, please provide the rate schedule and nearest location for connection.
ANSWER: Reasonable amounts of potable water for drinking water purposes will be made available at no cost. Non-potable fresh water for construction use and hydrotesting of the fuel tanks will be made available. Reasonable amounts of electricity will be made available at no cost. See revised Section 01 50 00 issued with Amendment No. 0002 and Section 33 56 21.17 issued with Amendment No. 0001.
RESPONSES FOR NOTICE NO. 5:
68. Details A1 and A3 on Drawing C-608 indicates application of AMC00 Prime plus 100 C320 single seals to the bottom and top surface of the Gravel CBR 30%, top of Gravel Base CBR 80% and sides of the both Gravel CBR 30% and Gravel Base CBR 80% (Bold Dark Lines).
Please confirm that AMC00 Prime plus 100 C320 single Seals has to be applied to only to the top surface of Gravel Base CBR 80% and not to the surface of the Gravel CBR 30% nor to the vertical sides.
ANSWER: Confirmed.
69. Detail 5 of Drawing C-603 shows the hold-down slab located below the underground tanks— drop tank, waste tank, and product recovery tank. please provide hold-down slabs details as we are unable to locate the necessary information that is referenced on mechanical Drawings M-510 (Drop Tank with 10 each straps), M-511 (Product Recovery Tank with 4 each straps) and M-512 (Waste Tank with 4 each straps). Also, advise whether the three (3) Tank Pit Observation Wells on C-209 are to be set a certain distance off the end of the UST “anchor beam” (hold-down) slab?
ANSWER: See specification Section 33 56 10 Paragraph 2.4 Sentence 12 and Sentence 13 near the end of the paragraph that state “Concrete anchor pads or concrete deadmen must be sized and provided by the tank manufacturer. Tank manufacturer must provide buoyancy calculations for review to verify the number and size of deadmen provided are sufficient to prevent empty tank flotation.”
There is no set distance from the end of the tank or anchor beam for Test Pit
Observation Well (TPOW) 27 and TPOW 28. However, as shown on Drawing C- 209 and Drawing C-603 Detail A5 the TPOWs must be located within the excavation for the underground tanks.
70. We have a question concerning Page 27 of the Project Site Photos issued on December 15, particularly as it relates to the existing fire hydrants. Are these fire hydrants available to the successful Contractor as a water source for construction water and hydrotesting water? If so, please confirm the flow rates of these hydrants, as that will assist us in determining adequate water supply for the activities mentioned above. Also, will the contractor be required to pay a fee for the water usage. If so, is there a lump sum cost for the project or a cost based on volume. Please provide the fee rate and unit of measure.
ANSWER: See responses to Question 34 and Question 37.
71. According to electrical drawing E-601, we are required to disconnect, redirect and supply new HV cables between the pad mount transformer and existing MH-X2, Substation 38 and 11kV RMU.
No information is available regarding the locations of the existing items. Can you please advise location of existing items so that we can calculate lengths / time required for new / redirected cables.
ANSWER: No work is required going to substations 38 and 39. The RAAF project is providing the 11kV cables from Substation 38, to their 11kV RMU (RAAF Substation), and Substation 39. These cables go through pit MH-X2 which can be found on E-101 (grid A1). The RAAF Substation can be found on E-102. The existing cable between the RAAF Substation and Substation 38 must be disconnected at the RAAF Substation and rerouted to the USAF Substation provided by this project.
Then a new cable must be provided between the USAF Substation and the RAAF Substation as shown to complete the ring.
72. Electrical Drawing E-101
Drawing indicates which type of pole (S1, S2 or S3) is to be used for the lighting. However not all poles are marked with type requirement. There is a considerable price if the wrong pole is selected. Please advise pole types for unmarked poles.
ANSWER: There is a pole/fixture at the right side of the drawing labeled “S1 (TYP, UON)”.
All poles are type S1 unless otherwise noted.
73. Electrical Drawing E-413
Drawing indicates light type E. Light type E is not shown on lighting schedule (drawing E- 609).
ANSWER: The fixtures indicated as Type E on Drawing E-413 are fixture type D. See Amendment No. 0002.
74. RFI regarding testing and pigging of pipework.
The API Tanks are to be tested both on water and then fuel as per the following clauses;
33 56 21 .17, 3.5.4.3 Hydrostatic Test and Settlement, Perform hydrostatic test with fresh water only conforming to the following, prior to concrete encasement of walls and roof.
Then under section 3.4 – “Initial fuel receipt” 33 08 53 3.4.7 Storage Tank Hydrostatic Tests Hydrostatically test the storage tanks per Specification Section 33 56 21.17 SINGLE WALL ABOVE GROUND FIXED ROOF STEEL POL STORAGE TANK. Upon completion of hydrostatic testing, perform "Soak Testing" of the tanks per API RP 1595. Duration of the test must be 14 days.
Can you please confirm that all product/process lines and that would normally contain jet fuel must be hydrostatically tested on jet fuel only as per the below section and not firstly with water as with the API tanks?
Section 33 52 14 .13, 3.8 TESTING, Piping must be tested by pneumatic and hydrostatic pressure. Testing must comply with applicable requirements of ASME B31.3, NFPA 30 and the requirements specified herein. Hydrostatic testing must be performed using fuel as the liquid. Water must not be introduced into the system for testing. Pneumatic and hydrostatic testing must be performed only after welding inspection has been completed.
ANSWER: Correct, do not hydrostatically test the fuel piping with water. All product/process piping that would normally contain jet fuel must be hydrostatically tested using jet fuel only.
75. 33 52 43 .13, Section 3.9 – “Pipe line pigging verification” only refers to pigging of the hydrant loop, please confirm no other piping systems require pigging.
ANSWER: Correct, only the hydrant loop requires pigging.
