PRE-PROPOSAL QUESTIONS & ANSWERS

WON 1606003, FY20 MCAF PROJECT

PAF180200 APR JET FUEL STORAGE TANKS,

ROYAL AUSTRALIAN AIR FORCE (RAAF) BASE TINDAL,

AUSTRALIA

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

1. Request the 3D model of the earthworks for Tindal Jet Fuel Storage Tanks project.

This is to ensure accuracy of pricing / methodology / programme for the tender.

Details as per Civil Drawing Set Drawing Numbers C-001 to C616

ANSWER: Drawings are adequate for estimating earthwork. 3D model will not be provided.

2. Proprietary products. Please identify which items are required from a proprietary manufacturer or specific model on this project. If there are any, please provide the Justification and Approval documentation for this and identify three viable manufacturers for each of the identified proprietary items for the contractors to contact to receive competitive quotations.

ANSWER: Response deferred.

3. Please confirm that there is no “Controlled Unclassified Information” (CUI) within the plans and specifications for this solicitation.

ANSWER: Confirmed. There are no Controlled Unclassified Information (CUI) within the plans and specifications for this solicitation.

4. On Drawing S101 Detail A1 you show we are to place select fill below tank T0300.

However, you have not defined the thickness of this layer of select fill. Unless told otherwise, we are going to assume 500 mm.

ANSWER: Select fill thickness is 500 millimeters minimum. Amendment forth coming.

5. On Drawing S101 Detail A1 you show a note that states: “addition Lean Concrete around limestone pinnacles.” What are we to assume as to the added excavation and lean concrete backfill for this note? Please express this in Cubic Meters. Or, are we to handle this as additional work once determined in the field?

6. Drawing M-112 defines the work to occur at the Transfer Pit. The first detail states the concrete is existing, but the Bid Option 1 work is absent on the concrete work. Will a new pit be required for Bid Option 1?

ANSWER: For Option Item 1, provide the concrete work for the transfer pit. See Drawing S-

418.

7. Please provide details for the oil water separator slab as shown on Drawing M-101. We are unable to locate a section cut showing the thickness, rebar etc.

ANSWER: See Drawing C-204 and Drawing C-601 Detail C1.

8. On Drawing C401 there is a box culvert that is shown below Access Road #1 with a note that states: “Box culvert provided by PAF 180200.” Is this culvert being provided by others for us to install or will it be installed and backfilled by others?

ANSWER: The box culverts will be provided under this project. Callout will be revised to delete “PROVIDED BY PAF180200.” Amendment forth coming.

9. Please provide the location for the water source for us to use on this project.

ANSWER: Response deferred.

12. In Specification Section 31 23 00.00 20, Paragraph 3.3.2, Stripping, it requires us to strip the

Unit 1A topsoil. This topsoil is defined in Paragraph 1.2.5 as a depth of between 0.1 meter to 0.15-meter-thick surface layer of topsoil. In Paragraph 3.3.2, the last sentence states: “Strip any remaining soft or loose soils below the surface soils as determined after inspection by the

CQC Geotechnical specialist.” Unless told otherwise, we are going to assume a stripping depth of 0.15 meters, and if any soft or loose soils below this depth are encountered this would be handled as a changed condition and an equitable adjustment would be made.

ANSWER: Comply with the requirements as specified.

13. In Specification Section 31 23 00.00 20, Paragraph 3.5, Subgrade Preparation, it states:

“Unsatisfactory material in surfaces to receive fill or in excavation areas shall be removed and replaced with satisfactory materials as directed by the Contracting officer.” Because we cannot define the quantity for this requirement, we are going to assume all of the added work to remove and replace unsatisfactory material will be handled as a change to the contact.

Please confirm.

ANSWER: Comply with the requirements as specified.

14. Please confirm that there is no requirement to place geotextile fabric below the select fill and general fill on this project.

ANSWER: Provide geotextile fabric as indicated on the drawings and in the specifications.

15. Drawings C-410, C-432, and C-433 indicate an Oil Water Separator to be installed downstream of the Containment Drain System just prior to Storm Manhole 301-2. Please provide a Specification and Detail Drawing of the Oil Water Separator being requested on this project.

ANSWER: See Specification Section 33 40 00 Paragraph 2.2.3.

16. The Drawing C-440 scale appears to be incorrect. For example, Access Road 1 width measures 17.7 meters using the indicated scale on the sheet, whereas Access Road 1 is dimensioned at 8.0 meters on C-207. Please confirm scale on Drawing C-440.

ANSWER: Graphic scale on Drawing C-440 will be revised. Amendment forth coming.

17. Drawing C-507 indicates a segment of the Fire Loop between Stations 0+351.519 and

0+393.520 to be “DN 150 SSEC.” Please confirm this should have been “DN 150 PN16 PVC” typical of the entire remaining portions of the Fire Loop. If this segment of Fire Loop is correctly labeled, please confirm the Abbreviation “SSEC” to be interpreted as “Stainless Steel Exterior Coated”.

ANSWER: Pipe material is PN16 PVC, Amendment forth coming.

18. Note 2 on Drawings C-504 to C-507 indicates that the contractor is to maintain variable

“minimum cover” dimensions over the Fire Loop Piping within and outside of pavement areas. Please confirm that Contractors can rely on the chosen alignment and fully designed profile to satisfy this note, and that we are not to add additional depth of excavation, or additional fittings to maintain these dimensions.

ANSWER: The profile for the Fire Loop provides the minimum required cover. Comply with

Drawing G-005 General Note 5 and all other contract requirements.

19. Note 3 on Drawings C-504 to C-507 indicates that the contractor is to maintain certain

Horizontal and Vertical Clearances from Fuel and Sewer Lines. Please confirm that Contractors can rely on the chosen alignment and fully designed profile to satisfy this note and that we are not to add additional depth of excavation or additional fittings to maintain these dimensions.

ANSWER: The profile for the Fire Loop provides the minimum required cover. Comply with

Drawing G-005 General Note 5 and all other contract requirements.

20. Detail A3 on Drawing C-616 shows a “Pipe Stub” within the Trench Detail for DIP Storm

Drain. Please confirm these 2ea 100mm perforated pipe stubs are not to be installed the entire length of the drain systems, but only for 1M (1000mm) on the upstream face of the manhole as described in the note.

ANSWER: Confirmed.

21. Detail C3 on Drawing E-503 does not show a counterpoise grounding cable in the ductbank section. Please confirm if counterpoise is required, as well as the frequency of grounding to reinforcing steel, ground rod spacing, etc.

ANSWER: Counterpoise is required. High voltage (HV) electrical power requires a 120 square millimeter bare copper counterpoise above the concrete encasement. The counterpoise will be connected to the counterpoise provided by the KC30 Work Element 7 project near the existing HV pit. At the other end the counterpoise will connect to the substation earth bar as shown on Drawing E-411 USFF Earthing Connection Diagram. For this ductbank, bond to reinforcing steel at each end of the ductbank, and one intermediate grounding rod shall be provided. Grounding must meet 10-ohm fall of potential resistance testing. Amendment forth coming.

22. The bid document includes the foundations, walls, roof, and leak detection shaft of the cut-and-cover tank structure detailed design. Please confirm the Government-provided foundations, walls, roof, and leak detection shaft of the cut-and-cover tank structure detailed design have been finalized by the Government and it is not the contractor’s responsibility to verify the design.

ANSWER: Confirmed. Comply with Drawing G-005 General Note 5 and all other contract requirements.

23. Please confirm that the tank roof slab has been designed for the applied loads and the interior columns in the tank will support the concrete, while the tank roof only needs to support the concrete construction loads.

ANSWER: When completed, all concrete has been designed to support the applied loads.

Comply with the requirements of Section 03 30 00. As stated on Drawing S-504 Detail A1 the “Contractor must shore tank roof during roof slab concrete placement without the use of additional tank structure.”

24. Per Drawing M-601, the Drop Tank, Product Recovery Tank, and Waste Tank are listed in the Factory-Fabricated Tank Schedule. As per Specification Section 33 40 00, the Oil Water Separator Tank is also a Factory-Fabricated Tank. In light of this, please provide the Oil Water Separator Tank size and dimensions.

ANSWER: As stated in Specification Section 33 40 00 Paragraph 2.2.3 the Oil Water Separator is required to have a minimum storage capacity of 6,000 litres. The dimensions will vary among oil water separator manufacturers.

25. Detail A1 of Drawing S-504 shows welded tank column to the bottom plate; however, Section 33 56 21. 17, Paragraph 3.3.5 indicates: “Do not weld the column base plates to their bearing plates.” Please advise which of the above details should be the basis of the pricing.

ANSWER: Weld columns as shown on Drawing S-504.

26. Section 33 56 21. 17, Paragraph 3.3.5, requires testing of the finished tank roof plate slope by

Puddle Test. We request the Government to wave the puddle test requirement for the Tanks roof plate, as the Tanks roof is flat and will be covered by the concrete slab.

27. On Drawing S-501 we request the Government to clarify the location of N24 VERTICAL

BARS x 3000 (Number 3 in the picture below). Number 1 bars are the N16 bars that overlap at the top section of the wall. Number 2 bars are N16 bars that cover the whole length of the wall. Number 4 bars are N24 bars that overlap at the bottom section of the wall. Where is the location of the Number 3 N24 x 3000 bars?

ANSWER: Named Number 3 bars begin at the base of the wall concurrently with the Number 2 bars. Both Number 2 and Number 3 bars lap with the Number 4 bars.

28. As per Section 3356 21.17, Paragraph 3.5.6.1, after other tightness testing is complete and after application and cure of the interior and exterior coatings, fill test of the tank shall be started using fuel. Please confirm that the fill test of the tank is not in the Contractor’s scope, and the Contractor must only remain on standby during fill test to assist in witnessing leaks and performing necessary repair activities.

29. To submit and competitive tender offer, we need considerable input from industry, both local and international.

With the tender spanning across the Christmas industry close down period, (Australian construction industry closes from Thursday 17th Dec 2020 to 11th Jan 2021) we feel that we will not receive timely or competitive tender pricing from the Subcontractors or suppliers.

We therefore request an extension to the tender closing date of 3 weeks, to the 25th Feb 2021.

ANSWER: The date and time for submission of proposals remains unchanged.

File details come from the government source that posted it. Updated .
