RFP N62742-21-R-1300

Notice No. 6

26 January 2021

PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-21-R-1300

WON 1606003, FY20 MCAF PROJECT

PAF180200 APR JET FUEL STORAGE TANKS,

ROYAL AUSTRALIAN AIR FORCE (RAAF) BASE TINDAL,

AUSTRALIA

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

76. Foreign Currency Exchange Rates

The successful Contractor will incur project costs in Australian Dollars, exposing the Contractor to the risk of project losses due to fluctuations in foreign currency exchange rates.

Uncertainties in the face of highly volatile USD:AUD exchange rates in recent years, combined with a relatively long bid validity period, result in limited opportunities for bidders to implement cost-effective currency hedging strategies in a manner that presents value-for-money to the Government. We consider that this issue presents the single largest project risk to a Contractor.

We suggest that the Government would achieve higher value-for-money with the removal of uncertainty for Offerors, by:

1. allowing Offers in Australian Dollars and amending the solicitation to delete FAR 52.214- 35 (Submission of Offers in U.S. Currency) and insert FAR 52.225-17 (Evaluation of Foreign Currency Offers), or alternatively

2. allowing a single adjustment to the price of CLINs 0001 through 0004 in accordance with USD:AUD currency exchange increases or decreases between the date for submission of proposals and the date of the notice to proceed.

ANSWER: The solicitation remains unchanged. Offers shall be submitted in U.S. currency.

RFP N62742-21-R-1300

77. RFP N62742-21-R-1300 – Price Proposal Schedule.

Contract Line Item Number 0002 – Option Item No.1

The Tenderer wishes to confirm that the required price in CLIN 0002 shall be treated as an extra-over to the asphalt pavement already priced within CLIN 0001.

The CLIN 0002 price would be used as an adjustment to the CLIN 0001 price, should option 1 be taken up.

ANSWER: Confirmed.

78. Drawing E-504 – Detail A4 & Drawing E-604

We note that these drawings show 2x ATG devices (ATG1 & ATG2) being interconnected.

ATG1 appears to be for monitoring the levels of the 2x 4ML tanks and ATG2 is for the 3x Factory fabricated tanks.

ATG2 was described in the specification 33 52 43.11 Sect. 2.8.1.1.1.

We have not come across any description or specification for the ATG1.

Can you please provide these details for ATG1.

ANSWER: Refer to Section 33 52 43.11 paragraph 2.11 OPERATING TANK LEVEL TRANSMITTER for the bulk tank automatic tank gauge (ATG1).

79. Section 33 52 23.15 Sect 3.2.2

We are seeking further clarity for the NDE testing frequency noted in 3.2.2 of Section 33 52 23.15.

Our current understanding of this section is that 100% butt welds, above and underground, will require radiographic testing ONLY and 100% pressure socket welds and 20% non-pressure socket welds will require ONLY liquid Penetrant testing.

Typically, under ASME B31.3, only 5% of aboveground butt weld would require radiography and liquid penetrant testing and 100% underground welds would require radiography and liquid penetrant testing.

Please clarify whether extent of testing per B31.3 section 341.4 applies and/or interpretation of specification provided is correct.

ANSWER: The intent of the specification is for 100% of butt welds, both aboveground and belowground to receive radiographic testing.
