ANSWER: All trees within the clearing limits shown on Drawing C-101 shall be removed. See response to Question 48.
55. During the site visit we noticed that a substantial area of the project has rock material on the existing surfaces. As there is no topsoil on these areas, will we be required to remove this material to the required depth of 150 mm for topsoil and then another 300 mm per Specification Section 31 23 00.00 20, Paragraph 3.5, surface preparation for the scarification and compaction requirement? Or can we just clean and place the select or general fills on top of the existing rock area?
ANSWER: See site sections on Drawings C-420 and C-421.
RESPONSES FOR NOTICE NO. 4:
60. In Specification Section 32 13 14.13, Paragraph 2.10.1.2, Batching and Mixing Plant, it states: “provide a plant designed and operated to produce concrete within the specified tolerances, with a minimum capacity of 200 cubic meters per hour.” The quantity of PCCP paving in the option item of this project is not very large, and it would be best to use a local commercial plant to supply the concrete for this work. Their capacity is a maximum of 65 cubic meters per hour; would that be acceptable? This would [sic] be done in lieu of moving in a central batching plant just to supply the quantity in the PCCP option work.
ANSWER: Specification Section 32 13 14.13 Paragraph 2.10.1.2 is applicable only if a concrete batch plant is mobilized to the project site.
61. Section 01 14 00 - WORK RESTRICTIONS, Page 2, states in Paragraph 1.3.2. Working
Hours: “Regular work hours at RAAF Base Tindal are between 0600-1900, Monday through Friday, excluding Northern Territory public or regional holidays. For access outside of these hours, after hours permissions through the Defence Contractor Access Card (DCAC) issuing process are required.” We are concerned about the increased cost impact of a five-day work week, due to the remote location of this project, and significant specialized subcontractor involvement of trades traveling from Australian locations outside of the Northern Territory.
For bidding purposes, can the contractor expect to work the weekend days to progress the construction schedule and efficiency of the crews and equipment?
ANSWER: Yes, Contractor would be able to work the weekend days if after hours permissions through the Defence Contractor Access Card (DCAC) issuing process are obtained.
However, Base support would be limited during the weekend days.
62. We see no mention of asbestos removal on this project. Unless told otherwise, we are going to assume that there is no requirement for removing asbestos particles from the project surfaces.
ANSWER: Concur. However, there are requirements for handling and disposal of unforeseen contaminated material. See specification Section 01 57 19.
63. We see no mention of PFAS materials on this project. Unless told otherwise, we are going to assume that there is no requirement for removing PFAS materials on this project.
ANSWER: See response to Question 62.
64. Was there a geotechnical report completed on this project? If so, could you provide us a copy?
ANSWER: A geotechnical investigation and report were completed. The report will not be made available.
65. During the site visit we noticed that a substantial area of the project has rock material on the existing surfaces. As most if not all these areas are to have select or general fill placed on them what is the requirement for these areas? In specification Section 31 23 00.00 20, Paragraph 3.4.4, Hard Material and Rock Excavation, it states: “Remove hard material and rock to elevations indicated in a manner that will leave foundation material in an unshattered and solid condition.” Are we to use this requirement in these areas? Or can we just clean and place the select or general fills on top of the existing rock area?
ANSWER: See response to Question 55.
66. The site visit photos indicate several shots of a fire hydrants (pages 25, 26, 27, and 28 of 54).
Please provide the following additional information:
a. Can you provide a distance or a plan overview drawing showing the location of these fire hydrants in relation to the project site?
b. Please identify the quantity of fire hydrants. Are there only one or four locations?
c. Please provide the size of connection at each of the fire hydrants.
d. Most importantly, please provide the flow rate at each of the fire hydrants.
ANSWER: See specification Section 01 50 00 Paragraph 3.3.2 c. last sentence which states “Under no circumstances will taps to base fire hydrants be allowed for obtaining domestic water.”
67. Request an extension to end of February and the date you intend to commence this project?
ANSWER: See Amendment No. 0001, which extended the date for receipt of proposals to 25
February 2021, 2:00 p.m. HST.
