About this file
This document contains pre-proposal questions and answers regarding solicitation number N6274221R1300 for construction services at Royal Australian Air Force Base Tindal, Australia. The Navy is seeking proposals for the construction of two bulk fuel storage tanks with a capacity of 25,000 barrels each, along with supporting infrastructure including pump houses, a fuel truck fill stand, and utilities. Offerors may list multiple relevant firms that performed features on a single past project in Block 1 of Attachment A, as long as each firm is being proposed. However, past projects will only be considered if the relevant work was self-performed by the specific firms being proposed for this contract. Additionally, the solicitation includes three priced options for concrete versus asphalt pavements, a cross over pit, and a hydrant-hose checkout station. Proposals are due in accordance with drawings and specifications.

PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-21-R-1300
WON 1606003, FY20 MCAF PROJECT
PAF180200 APR JET FUEL STORAGE TANKS,
ROYAL AUSTRALIAN AIR FORCE (RAAF) BASE TINDAL,
AUSTRALIA
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
81. Factor 1 – Experience and Qualifications require a maximum of six (6) construction projects to demonstrate relevant experience in: Petroleum Bulk Fuel Storage Tanks, Aviation Fuel Systems, and Programmable Logical Controllers (PLC). The instructions indicate that projects submitted to demonstrate each specific feature will only be considered if the work was performed by a specific entity proposed as identified in Block 1 of Attachment (A).
Basis for Evaluation further states “Offerors that include a relevant construction project with multiple individual features maybe considered more favorably than those Offerors that include relevant construction projects with one individual feature.” Block 1 only allows information for one entity, requiring the Offeror to provide the “Name of Firm that Performed Relevant Individual Feature.” We have projects that have multiple individual features performed by the team being proposed. If we want consideration for two or more relevant features from a single completed project and both firms are proposed to be utilized, should we list both proposed firms in Block 1? Or must we list the same project twice, using two of the 6 allowed projects, to receive relevancy credit for both firms on the same single project?
ANSWER: Yes, if a single completed project includes multiple relevant features that were performed by the specific entities proposed to perform that type of work in this project, offerors may list each proposed entity in Block 1of Attachment (A) along with the required company information. In accordance with Document 00202, Attachment (A) is still limited to “four (4) single-sided pages (or two (2) double-sided pages), 8.5” x 11” (210 x 279 mm)” and “Information exceeding the four (4) single-sided pages (or two (2) double-sided pages) will not be evaluated.”
82. Factor 1 Basis for Evaluation states “Offerors that include a relevant construction project with multiple individual features maybe considered more favorably than those Offerors that include relevant construction projects with one individual feature.” Can a relevant project with multiple individual features be considered more favorably if it contains all 3 required features but they were either not self-performed or were performed by a subcontractor NOT being proposed under this RFP?
RFP N62742-21-R-1300
ANSWER: No. In accordance with “Notes on Factor 1(a)(1) Experience,” Note 1, “Projects submitted to demonstrate relevant construction individual features, i.e., (1) Petroleum Bulk Fuel Storage Tanks, (2) Aviation Fuel Systems, and (3) Programmable Logical Controllers, will only be considered if the work was performed by the specific entity proposed to perform that type of work in this contract.”
