About this file

This document contains a Contract Data Requirements List (CDRL) and details of a related federal contract opportunity for H-53E aircraft maintenance and repair services. The CDRL outlines production plan requirements for contractors performing Planned Maintenance Interval Depot events and In-Service Repair work on H-53E aircraft for the Navy and Marine Corps deployed in the Western Pacific region. Key requirements specified in the CDRL include depicting full schedules from aircraft arrival through delivery, identifying all tasks with predecessors and resource needs in Microsoft Project format, and submitting production plan revisions within five days of evaluation phases or delays. The related solicitation provides additional context, seeking contractors with H-53E experience to support Fleet Readiness Center Western Pacific through planned and unplanned depot-level maintenance, repair, and overhaul products and services for the aircraft.

16. REMARKS

(1) Purpose: The Contractor’s Production Plan (PP) will provide the Government a detailed and effective tool for understanding the Contractor’s production process for an aircraft in flow. The Government will use the Plan to track progress, aid in understanding the Contractor's US Government dependencies and track changes throughout the PMI.

(2) Requirements:

(a) The PP shall portray the schedule from aircraft arrival through to return of the aircraft to the Government. The plan shall demonstrate how the contractor will meet the CDD. While the CDD is set using calendar days, the PP shall accurately indicate days work is being performed. Holidays and weekends shall not lists tasks unless the Contractor intends to perform work on those days.

(b) The PP shall include the following phases as applicable: Induction, Disassembly, Strip, Paint, Evaluation/Inspection, Repair, Reassembly, Operational Checks, Functional Check Flight (FCF) and Delivery.

(c) The PP shall list every task that is required to be performed prior to the aircraft completing PMI, including modifications, CSRs, etc. Individual tasks shall be grouped under the applicable phase and each individual task shall be no longer than 15 days without Government COR concurrence. Tasks may be grouped if they have common predecessors and resource constraints (for example, most tasks would generally be 1-4 days in length (i.e.

Repair Corrosion Zone 1).

(d) Each task shall indicate all other tasks, called predecessors, which are required for its completion. Tasks that are interchangeable in order shall not be listed as predecessors.

(e) The PP shall indicate what major constrained resources are needed for a particular task (i.e. 2 mechanics, 1 avionics, paint hanger, etc.) and lay the schedule out chronologically avoiding any resource constraints. Tasks shall not be made predecessors to account only for resource constraints.

(f) The PP shall identify and document Request for Engineering Instruction (REI) and Material Requisitioning submission as identified in CDRL A003, and the latest need by date for their return. These need by dates shall be the same across all CDRLs. The PP shall also account for work that is not performed by the Contractor but is needed for completion of

16. REMARKS (Continued) however tasks performed by external entities need not be broken down and can exceed 15 days.

(g) The PP shall explicitly identify the critical path in the process. All REIs and parts affecting the critical path shall be clearly indicated.

(3) Format: The PP shall be submitted as a Microsoft Project document or Government approved equivalent (Excel is acceptable); along with an Adobe PDF copy of the Gantt View. The PP shall contain the Gantt chart and a minimum of the following fields: Task Name, % Complete, Baseline Start and Finish, Current (Scheduled) Start and Finish, Actual Start and Finish, Duration, Predecessors and Resources. Deviations from these minimum fields may be approved with the concurrence of the COR.

(4) Frequency:

(a) An initial PP shall be submitted with the Contractor’s response to the Government’s Induction Package for each Aircraft. For the initial submission, tasks that will be performed after the completion of the evaluation phase may be planned at a high level, can exceed 15 days in duration and do not need to include supply or REI need by dates or resources.

(b) A revised PP shall be submitted within 5 work days from completion of the Evaluation Phase to include the submission and need by dates for all REIs and parts not already in stock. The Repair phase shall account for all non-NBNC discrepancies found during the Evaluation phase. If the work required for the discrepancies will cause the schedule to extend the TAT the Contractor shall inform the Government at this time for consideration of possible extensions. Once the post-evaluation PP has been accepted by the Government extensions for excessive discrepancies discovered during the Evaluation Phase may not be granted.

(c) A revised PP shall be provided alongside notifications of delay.

(d) Each new PP revision shall be re-base-lined (i.e. Baseline 1, 2, 3, etc.); progress updates shall not be re-base-lined.

(e) The PP progress shall be updated and available for review and/or discussion during all production status meetings, technical interchange meetings, and Program management Reviews (PMR). This includes updating actual start and finish dates and % complete. Percent complete shall be time-based (i.e. not number of work cards completed), however the Contractor may choose the calculation method (i.e. days of work remaining, 0% start & 100% finish, etc.).

(5) Initial Production Plan and all revisions shall be emailed to FRCWP/DCMA at: usn.atsugi.frcwp.mbx.h53-contract@mail.mil Subject line of email shall include CDRL Number and Title

(6) The Government shall have five working days for review and acceptance/rejection of each submission. No response will indicate acceptance.
