About this file

This document contains a Quality Assurance Surveillance Plan (QASP) and related federal contract opportunity for H-53E aircraft maintenance and repair services. The QASP establishes procedures for the government to monitor contractor performance and ensure services meet contract standards. It identifies performance requirements and inspection methods across various objectives, including on-time delivery, effective aircraft tracking, safety compliance, technical data updates, and reporting. The related federal contract opportunity is a solicitation seeking proposals for CH/MH-53E depot-level maintenance, repair, and overhaul services to support the U.S. Marine Corps and Navy. Services include planned maintenance interval depot events and in-service repair requirements to be performed at Fleet Readiness Center Western Pacific. The solicitation is issued by Fleet Logistics Center Yokosuka on behalf of the Naval Supply Systems Command and contains attachments outlining proposal requirements, contract data requirements lists, and other solicitation details.

N6264920R0003 Attachment (3) 09 January 2020 Attachment (3): Quality Assurance Surveillance Plan (QASP) For H-53E Integrated Maintenance Plan (IMP) Planned Maintenance Interval Depot (PMID)

1. PURPOSE

This Quality Assurance Surveillance Plan (QASP) is a Government-developed document used to determine if the Contractor's performance meets the performance standards contained in the contract at the contract level.

The QASP establishes procedures on how this assessment/inspection process will be conducted. It provides the detailed process for continuous oversight.

The Contractor is responsible for implementing and delivering performance that meets contract standards using its Quality Control Plan. The QASP provides the structure for the Government's surveillance of the Contractor's performance at the contract level to assure that it meets contract standards. By contrast, the GCQA surveillance plan is specific to on-aircraft repair activities (such as Safety of Flight inspections), manufacturing of critical safety items and similar task-specific work. It is the Government's responsibility to be objective, fair and consistent in evaluating Contractor performance.

The QASP is not part of the contract nor is it intended to duplicate the Contractor's quality control plan. This QASP is a living document and will change at the Government’s discretion in accordance with changes in contract requirements and the Government’s determination of the effort required to ensure successful Contractor performance of the contract requirements. Flexibility in the QASP is required to allow for an increase or decrease in the level of surveillance necessary based on Contractor performance.

The Government may provide a copy of the QASP to the Contractor to facilitate open communication. In addition, the Government should recognize in the performance of the QASP that unforeseen or uncontrollable circumstances might occur that are outside the control of the Contractor.

Bottom line, the Government’s performance of the QASP should ensure early identification and resolution of performance issues to minimize impact on mission performance.

2. AUTHORITY

Authority for issuance of this QASP is provided under Part 46 of the Federal Acquisition Regulation, Inspection of Services clauses, which provide for inspection, acceptance and documentation of the service called for in the contract.

3. ROLES AND RESPONSIBILITIES

The following personnel shall oversee and coordinate QASP activities.

3.1. Program/Project Manager (PM)

The PM provides primary program oversight, nominates the Contracting Officer’s Representative (COR), ensures the COR is trained before performing any COR duties and supports the COR's performance assessment activities. While the PM may serve as a direct conduit to provide Government guidance and feedback to the Contractor on technical matters, they are not empowered to make any contractual commitments or any contract changes on the Government’s behalf.

The PCO performs at the overall contract level with periodic review of reports and annual review of COR files. The ACO performs at the day-to-day level with direct communications with the on-site Government team and the Contractor. The Contracting Officers shall also assure that the Contractor receives impartial, fair, and equitable treatment under this contract and are ultimately responsible for the final determination of the adequacy of the Contractor's performance.

The COR shall keep a COR file that documents key activities under the contract. At the conclusion of the contract or when requested by the PCO, the COR shall provide documentation to the PCO. The COR’s responsibilities are specifically delegated in the COR’s Appointment Letter and addressed in the Contract Administration Plan (CAP); however, their primary responsibility is to implement this QASP. The COR is not empowered to make any contractual commitments or to authorize any contractual changes on the Government’s behalf. The Contractor shall refer any changes they deem may affect contract price, terms, or conditions to the PCO for action.

4. PERFORMANCE REQUIREMENTS AND METHOD OF SURVEILLANCE

4.1 Contract Surveillance

The goal of the QASP is to ensure that Contractor performance at the contract level is effectively monitored and documented. The Government will perform its surveillance of the Contractor in a professional, non-adversarial manner, enabling positive, open and timely communications. The COR will perform objective, fair, and consistent evaluations of Contractor performance against contract requirements. The COR uses the methods contained in this QASP to ensure the Contractor is in compliance with contract requirements. The COR function is responsible for a wide range of surveillance requirements at the contract level that effectively measure and evaluate the Contractor’s performance. Additionally, this QASP is based on the premise that the Contractor, not the Government, is responsible for management and QC/QA actions to successfully meet the terms of the contract.

The FRCWP Quality Assurance Department will separately and independently be performing quality assurance activities specific to on-aircraft maintenance and similar work and will inform the PM and COR of their findings as appropriate. Quality Assurance Department personnel will not perform surveillance activities described in this document.

4.2 Surveillance Matrix

The Surveillance Matrix (Exhibit A) is the list of performance objectives and standards that must be performed by the Contractor. This matrix details the method of surveillance the COR will use to validate and inspect these performance elements. Inspection of each element will be documented in the COR file.

Performance objectives define the desired outcomes. Performance Standards define the level of service required under the contract to successfully meet the performance objective. The inspection methodology defines what will be assessed in measuring performance and the measurement standard, how those methods will be conducted, and when measurements will occur. The Government performs surveillance at the contract level, using this QASP, to determine the quality of the Contractor’s performance as it relates to the performance element standards. The Performance Requirement Summary (PRS) is used to form the foundation of the COR’s inspection checklist.

5. PERFORMANCE REPORTING

5.1 Contractor Performance Assessment Reporting System (CPARS)

The Government will comply with FAR 42.1502(b) and formally evaluate the Contractor’s performance at least annually using the Contractor Performance Assessment System (CPARS). The Assessing Official will be the PM. The Assessing Official Representative will be the COR.

5.2 Corrective Action Request (CAR)

Corrective Action Request, and will submit to the Contractor for corrective action. In general, CARs may be issued by the COR, the GGFR, members of the QA, Safety and Supply departments, and the ACO. The COR will independently maintain a record of all CARs issued and Contractor corrective actions to document results.

5.3 Customer Complaint Form

The military customer/end user will use the Acceptance Inspection Deficiency Report (AIDR) as a means to report and document any performance concerns raised for action. The ACO or COR will provide this to the contractor for action as appropriate.
