Q AND A
| NO. | REFERENCE | KEYWORD 1 | KEYWORD 2 | QUESTIONS | ANSWERS | |||
| 1 | PWS | Section 5.2.1 | Precision laser alignment and inspection | Please provide the specific work or requirement of 'Precision laser alignment and inspection'. | ||||
| Please provide the information what this qualification is & why it is required. | Per PWS 5.2.1, "The Contractor shall provide trained and qualified personnel in accordance to the following requirements, with certifications as applicable." Per the table in PWS 5.2.1, the specific Certification Reference/Criteria for this skill is N/A (not applicable). This is a general capability the Offeror must provide in case it is needed for a future requirement. | |||||||
| 2 | Technical Data | PMID Spec. 2017 | ||||||
| Para. B 26.2.12 | TRDS Alignment Check | Pre-PMID Alignment & | ||||||
| Post-PMID Alignment Check | - Acc. to PMID Spec 2017 Para. B 26.2.12, TRDS Alignment Check is required as a Basic Requirement. But it dose not specify when TRDS Alignment Check shall be performed. |
- Acc. to experience, TRDS Alignment Check is required two times as Pre-PMID (after induction of aircraft) and Post-PMID (prior to delivery).
Based on this fact, Pre-PMID Alignment check seems to be performed as O&A work because Pre-PMID is not necessary when the aircraft is inducted via Transport Aircraft. And Post-PMID Alignment check is required as Basic Requirement no matter what it is inducted by fly itself or via Transport aircraft.
- Acc. to experience, results of Alignment check shall be reported as REI (including result of TRDC Shim check)
| Does Government concur this idea? | The initial TRDS Alignment Check should be considered as part of the Basic Requirement. Preparation for the final TRDS Alignment Check should also be considered as part of the Basic Requirement. Actual performance of the final TRDS Alignment Check should be considered as O&A (over and above) work. | |||
| 3 | Technical Data | PMID Spec. 2017 | ||
| Para. 2.4.8.3 | Fuel Cell Hose Routing | - Acc. to PMID Spec 2017 Para. 2.4.8.3, there is no specific requirement how much minimum distance shall be kept during installation. |
- Acc. to experience, FST recommended that more than 0.25 inch shall be maintained between Fuel Cell and Hose / more than 0.2 inch shall be maintained between Fuel Quantity Probe and Engine Supply Hose.
| Are these requirement still valid for this contract? | For the purposes of this RFP, it is recommended that the Offeror propose based on its best experience. The Contractor can request specific Government recommendations on work that is actually being performed (e.g. upon award of a task order). | ||||||
| 4 | RFP | N6264920R0003 AMD 0002 CONFORMED | Page 1, Section 9 | Section L, Page 189 | IAW Section L 189 page, it seems that Offeror's proposal package (CD-ROM and etc.) also shall be SUBMITTED by 05:00 P.M. JST of 6 APRIL 2020. |
And Proof of shipment must be submitted (e.g. shipping receipt or tracking slip) with the electronic submission.
If it is the correct interpretation, it does not mean that Offeror's proposal package shall be RECEIVED by 05:00 P.M JST of 6 APRIL 2020.
Please clarify if Offeror's proposal package (CD-ROM and etc.) shall be "SUBMITTED" or "RECEIVED" by the deadline. Additionally, due to COVID-19, we are worried about possible delay in the postal service as commercial lines are on hold.
The offeror's electronic proposal shall be submitted and received by 05:00 P.M. JST on 6 April 2020 via DoD SAFE in accordance with Section L-GI.1 Instructions, page 189. The paper copies, including CD-ROM, shall be shipped by the same deadline in accordance with Section L-GI.1 Instructions, page 189. Therefore, the paper copies, including CD-ROM, can be received after 05:00 P.M. JST on 6 April 2020; however, the Offeror must provide proof of the shipment when they submit their electronic package. The Government will make updates and allowances when necessary as the COVID-19 situation progresses. Please refer to beta.sam.gov for any notifications that may be posted.
