About this file
This document contains questions and answers related to a federal solicitation for H-53E aircraft maintenance and repair services. The Navy is seeking contractors with experience maintaining CH/MH-53E aircraft to provide depot-level maintenance, repair, and overhaul products and services in support of Marine Corps and Navy H-53E aircraft operating in the Western Pacific region. Services will include Planned Maintenance Interval Depot events and In-Service Repair requirements performed under the Naval Air Systems Command's Integrated Maintenance Program. Questions addressed include the timeline for notifying the contractor of any defects covered by the warranty of service, and requirements for conducting operational checkouts of mission-essential subsystems prior to aircraft delivery, with answers clarifying inspection criteria contractors should follow.

CARD 148.1, 148.5
Mission-Essential Subsystems Matrix/Matrices
(MESM)
- CARD 148.1 says that prior to induction, squadron objectives include "Mission-Essential Subsystems Matrix/Matrices (MESM) operational checkouts."
'- CARD 148.5 says that ground/operational checkout phase includes conduct final "Mission-Essential Subsystems Matrix/Matrices (MESM) operational checkouts." operational checkouts .
Please provide the requirement of MESM operational checkout with applicable TM reference.
The requirement for MESM operational checkouts are to ensure that the Contractor delivers a Full Mission Capable (FMC) aircraft back to the custodian. Most of the applicable references are in the - 200 category of the H-53 TMs which contain testing and troubleshooting information. However, the Technical Manuals (TMs) do not have operational checkouts for every component on the aircraft.
For example, the windscreen does not have an operational checkout section in the manual. It would just need to be inspected, (probably based on the daily deck, A1-H53CE-MRC-200) for cracks, signs of crazing, ect. The same could be said for other items on the list like cargo rollers, fuselage and litters. Some items will require a simple visual inspection and/or ensuring items such as first aid kits and fire extinguishers aren’t expired. Likewise, the Contractor is not going to find testing and troubleshooting information for all components. Moreover, some systems will require checks that cannot be fully completed on the ground. For example, item 67 BAROMETRIC ALTIMETER HOLD SYSTEM will need to be checked in-flight during the FCF by the pilots even though there’s a TM listed. The Contractor will need to develop processes that ensures all of these items are fully checked out (ground & air) prior to delivery. For the other simple components/systems, the Contractor could potentially base its checks on inspection criteria listed in any H-53 publication that is appropriate and relevant to ensuring serviceability.
