3. Again, the Government cannot identify which Base/Locale plans to use the MASC for recurring work. This is a new requirement, and thus, no historical data available. It is very difficult to extrapolate what each Base may use the MASC for in the future.

RFI #33: Would the Government please release the Government and Industry attendees (Name, Company, Position, Email, Phone number) at the pre-solicitation conference.

RESPONSE: Please refer to the “Preproposal Conference Attendees” document included as an attachment to this Amendment 0002.

RFI #34: The RFP does not indicate a minimum Company Facility Clearance Level. Given the NAVFAC SW AOR and the range of customers, it is highly probable that recurring and non-recurring work may be required in a controlled facility. The Navy and Marine Corps operations in many cases are highly classified.

We have many customers who on a base or complex have the majority of the space allocated to unclassified facilities where a FCL and a personnel security clearance is not required. On the same facility/base complex there is also a highly controlled facility to include sensitive compartmented information facilities (SCIFs). Ongoing maintenance and services is required.

Recommendation – We recommend the Government modify the RFP to include the requirement for a Facility Clearance Level of Top Secret in order to support unforeseen requirements and support a range of customer requirements. By issuing a DD254 with a TS FCL, NAVFAC SW provides flexibility by ensuring all awardees have the capability to support all base/facility future requirements.

RESPONSE: If a requirement project requires Top Secret Clearance access, the Solicitation for the project will be identified in the RFP and will be issued at the Task Order level.

RFI #35: Paragraph (b) states “A table of contents, list of acronyms, and any relevant/associated tables or figures is required.” Would the Government please confirm that the table of contents, list of acronyms and any relevant/associated tables or figures are exempt from page count?”

RESPONSE: The Table of Contents, list of acronyms and any relevant/associated tables or figures are exempt from the total page limits.

RFI #36: Appears Amendment 0001 there was a transposition and a large section of Section B is missing. Would the Government please confirm that the Amendment 0001 reduction of Section B is correct?

RESPONSE: The purpose of Amendment 0001 in regards to Section B – Supplies or Services and Prices, was to add by full text certain language. It did not remove anything previously noted in Section B in the Solicitation. All other terms in Section B remained unchanged.

RFI #37: Tab #1 Factor 1 Recent Relevant experience indicates “Submit a minimum of three (3) and a maximum of four (4) relevant projects performed by the offeror as the Prime Contractor that best describes the offeror’s experience on projects that are similar in size, scope, and complexity to the projects that may be ordered under the solicited contract.”

Comment – The phrase “minimum of three (3) and a maximum of four (4)” is very restrictive for small businesses and limits the ability to provide an offer.

Question - Would the Government please consider the modification of the phrase “minimum of three (3) and a maximum of four (4)” and replace with “up to four?”

Thereby making the requirement read: “(i) Submit up to four (4) relevant projects performed by the offeror as the Prime Contractor that best describes the offeror’s experience on projects that are similar in size, scope, and complexity to the projects that may be ordered under the solicited contract.”

RESPONSE: Factor 1 Recent Relevant Experience remains unchanged.

RFI #38: Background – The RFP requires offerors to complete Exhibit B for each relevant experience contract. The instructions state, “Individual blocks on this form may be expanded; however, total page limit for each project data sheet shall not exceed three single-sided pages.

Comment – When blank, Exhibit B is almost a full three pages. This significantly restricts an offeror’s ability to demonstrate that projects “are similar in size, scope, and complexity to the projects that may be ordered under the solicited contract.” This limited ability to expand blocks also prevents adequate responses to items 9 and 10, which require “detailed” explanation and description.

Questions –

1. Will the Government consider increasing the page limitation for Exhibit B from three pages to four pages to allow offerors to provide adequate detail?

2. Would the Government release a Microsoft Word Version of the document as the PDF file is exceedingly difficult to edit?

1. The page limitation for Exhibit B remains unchanged.

2. The Microsoft Word version of Exhibit B is included with Amendment 0002.

RFI #39: RFI #38 was the exact same question as RFI #37.

RESPONSE: See Response to RFI #37.

RFI #40: Background - The solicitation alternates between requiring the submission of an (SF) 1449 (which was not provided) and an (SF) 33.

Questions

1. Please confirm that the required document is the (SF) 33 provided with the original solicitation?

2. Would the Government please confirm the date and time for proposal submission?

1. The required document is the Standard Form (SF) 33.

2. The date and time for proposal submission has been extended as follows: Monday, June 14, 2021 at

12:00pm PDT.

RFI #41: Background - Amendment 0001 Exhibits A through F were provided in Adobe Acrobat format and do not allow editing. We are having difficulty preparing the proposal.

Questions

1. Will the Government release Microsoft Word or Microsoft Excel versions of Exhibits?

2. Will the Government confirm that offerors may recreate the forms into editable versions?

3. If no to questions #1 and #2

a. Would the Government allow for offerors to remove the instructional narrative from the forms as long as the main headings are visible? For example: KEEP: “1. Workload Management Plan:”

and REMOVE “Provide the proposed plan that is detailed, specific, and demonstrates how the Offeror has the necessary capability to successfully manage surges in workload and perform multiple TO concurrently at various locations within the NAVFAC SW AOR.”

b. Would the Government confirm that offerors may remove the headers/footers of the provided PDFs and insert the recreated forms/tables into a custom file which includes the general disclaimer language plus offeror name/logo along with the solicitation name and number?

RESPONSE:

1. The Microsoft Word version of Exhibits A through F are included with this Amendment 0002.

2. Offerors may not recreate the forms.

3. a. Offerors may not remove the instructional narrative from the forms.

b. Offerors may not remove the headers and footers.

RFI #42: Background - On pages 8 and 84 the requirements state: “Font size shall be 10 or 12 point.” On page 77 they state “…using 12-point Times New Roman font.”

Questions

1. Will the Government clarify what exactly the font type/size requirements are?

2. For tables, graphics, headers and footers, will the Government allow for an 8 point font or “legible” text?

1. The font shall be Times New Roman and shall be no smaller than 10-point and no larger than 12-point.

2. For tables, graphics, headers and footers, the same font and point sizes apply; i.e., Times New Roman font no smaller than 10-point and no larger than 12-point.

RFI #43: When are questions/requests for information due?

RESPONSE: Requests for Information (RFIs) were due May 24, 2021 by 3:00pm PDT.

RFI #44: Background - Attachment E – Annex specific to seed project, paragraph 2.16.1 requires submission of a phase-in plan on the proposal due date. We don’t see the requirement in Section L Questions

1. Is phase in plan required for submission?

2. If so, will the Government provide a specific Exhibit on the phase-in plan with a structure and page count?

RESPONSE:

1. Yes, a phase-in plan is required for submission.

2. No, the Government will not provide a specific Exhibit on the phase-in plan with a structure and page count.

RFI #45: Would the Government provide Davis Bacon Act wage determination?

RESPONSE: See attached Davis Bacon Act (DBA) Wage Determination General Decision Number: CA20210001 issued 04/23/2021.

RFI #46: Background – The RFP identifies a relevant project as “At least 50% complete within the last five (5) years prior to the solicitation issuance date” and “at least 50% complete in terms of amount paid for contract performance.”

Comment – These phrases are very restrictive for small businesses and limit the ability to provide an offer. As written, for example, a contract with an eight-year period of performance will likely require four years of completed performance to reach 50% of the amount paid for contract performance in order to make it relevant for consideration.

Question

1. Would the Government consider removing the 50% completion requirement and replacing it with one year of performance?

RESPONSE: Factor 1 – Recent, Relevant Experience of the Firm remains unchanged.

RFI #47: Background – The requirements state that past performance contracts must be “at least 50% complete in terms of amount paid for contract performance,” and “project Data Sheets submitted for projects that are not at least 50% complete within five (5) years prior to the solicitation issuance date will be removed prior to evaluation.”

Question

1. If a base contract (IDIQ) allows ordering over and above work, and receives all or most funding on the base contract/IDIQ level, is it permissible (compliant) to submit the entire IDIQ as a past performance contract reference if Task Orders are not individually awarded?

RESPONSE: It is not permissible to submit the entire IDIQ as a past performance contract reference if Task Orders.

For details, refer to Factor 1 – Recent, Relevant Experience of the Firm.

RFI #48: The questions submitted to the Government are critical to the completion of offerors’ proposals and until then several items remain pending. When answers are released, offerors will need time to review all the answers, analyze any updated attachments, and adjust and finalize proposals, including developing and finalizing our pricing.

In order to give offeror’s sufficient time to adjust, complete, and submit compliant proposals, we request that the Government extend the due date until at least two weeks after the release of the Q&As.

RESPONSE: The Proposal Due Date is hereby extended to Monday, June 14, 2020 at 12:00PM Pacific Daylight Time (PDT).

RFI #49: This spec item contains language requiring specific personnel be trained under NAVFAC MO-200. Is this training available through NAVFAC? Are there other resources qualified to provide this certification?

RESPONSE: No, NAVFAC does not provide training on the MO-200 manual. The Navy, Air Force, and Army all reference this same “Facilities Engineering Electrical Exterior Facilities” technical manual. Contractors will need to meet the requirements. See provided MO-200 manual.

RFI #50: Will the Government please provide Exhibit C in Microsoft Word format so that the offeror may expand the block. If the Government’s intent is for the offeror to re-create the form in Microsoft Word within their proposal, please clarify.

RESPONSE: See RESPONSE to RFI #40.

RFI #51: In Amendment 0001, the submission format was changed to reflect utilization of SAFE System electronic submission. Page 6 of the amendment, #3 states that the offeror is required to submit their proposal in two (2) separate files. Is it the Government's intent for the offeror to submit two (2) ZIP files with multiple documents for the corresponding volume in each? If so, will the Government please clarify if it is requesting that each "TAB" be a separate document, or if a single PDF consolidating all documents, with the exclusion of Excel spreadsheets, is acceptable?

RESPONSE: Amendment 0002 has revised Clause 52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014) and Section A – Solicitation/Contract Form, INSTRUCTION TO OFFERORS/GENERAL INFORMATION.

See above.

RFI #52: Will the Government please clarify whether Project Experience references are limited to a maximum of 4 (as stated in paragraph (i) of page 80) or 5 (as stated in (iv) of page 81) of the original solicitation?

RESPONSE: The correct maximum is 4. The 5 stated in the original Solicitation is hereby changed.

RFI #53: Regarding the Seed Project, have there been material changes to the scope of work for this task order?

RESPONSE: Please clarify the question.

RFI #54: Section 0200000 - 2.7.1.2 and 2.7.1.2.1 list both a Quality Manager and Quality Control Personnel who "shall be on site at all times" with this contract being their "primary duty and responsibility." Is it the government's intent for this contract to have two full time, dedicated QC employees who perform no field work, only management of the quality program?

RESPONSE: No. One FTE for QC/ Site Safety is sufficient. Per 0200000 - Spec Item 2.7.1.2 : 'The Quality Manager or designated alternate may be the same person as the SSHO.”

Section M of Amendment 0001 requires print (original + one copy) of the Price Proposal with an electronic copy on CD and print (original + four copies) of the Technical Proposal with an electronic copy on CD. Additionally, for Tab #2 of the Price Proposal on page 74, both a completed paper copy and an electronic version on a CD of the ELIN Pricing is required. Please clarify how the proposal is to be submitted.

RESPONSE: Amendment 0002 has revised Proposal submission requirements and Financial Questionnaire submission requirements.

RFI #59: This paragraph (52.212-2 (a) 1.a., Tab 1) includes the instruction of referencing Solicitation Number N62473-21-R-0016. The solicitation number is N62473-21-R-0020. Please clarify.

RESPONSE: The correct Solicitation number N62473-21-R-0020. All references to N62473-21-R-0016 should read N62473-21-R-0020.

RFI #60: Amendment 0001, Section A states font size shall be 10 or 12 point. Section M and Exhibit C state that Times New Roman 12-point font must be used in Exhibit C. Please clarify the font requirements.

(iv) limits the total number of project references to five. Please clarify the maximum number of references permitted.

RESPONSE: See RESPONSE to RFI #52.

RFI #63: Amendment 0001, Section A states font size of 10 or 12 point may be used, with margins of 1” on top, bottom, left, and right required. Amendment 0001, Section M and Exhibit C state that Times New Roman 12-point font must be used in Exhibit C, yet the text in Exhibit C is in 10 point. Exhibits A through E appear to have custom margins of 1” on the top and 0.5 inch on the left, right, and bottom. Exhibit D spans the full width of the page from left to right. Exhibits A, B, and C contain text in 10-point font. Exhibit D contains a mix of 10- and 11-point fonts.

Exhibit E contains a mixture of sizes (ranging from 8 to 12) and types (Times New Roman and Tahoma) of font.

Please clarify and confirm the margin and font size and type requirements and confirm whether the Offeror is responsible for reformatting the Government-provided exhibits to ensure they meet the Government-required margin and font requirements and restrictions.

Alternatively, would the Government provide the Exhibits in Word format, in their required font size, type, and margin requirements?

RESPONSE: See Responses to RFI #40 and RFI #41.

RFI #64: The Safety Narrative (limit 2 pages total) is listed twice; first on pages 2 through 4 (numbered items 6a, 6b, and 6c) and again on page 5 (numbered items 7a, 7b, and 7c). The items listed for discussion in Block 6 (pages 2 through 4) differ from those required in Block 7 (page 5). Is the Offeror to complete two different Safety Narratives, each limited to no more than 2 pages each? Please clarify.

RESPONSE: Response Pending.

RFI #65: The last item on page 1 is numbered 3.c. On page 2, the first item is numbered 6.a. Are there items/sub-items (4 and 5) missing? Please clarify.

Offeror describes a viable SMS that addresses elements; such as Management/Leadership involvement, Employee involvement, Hazard prevention, Hazard control, Worksite analysis, and Safety and health training, to include the standard(s) used to benchmark the SMS. b. Offeror describes a methodical process of evaluating subcontractor’s safety performance in their selection process. c. Offeror describes a logical management plan to hold both themselves and their subcontractors accountable for adhering to the safety requirements of the contract.” These three items seem to pair with the requirements of Block 6 (pages 2 through 4) of Exhibit D, but not with Block 7 (page 5) of Exhibit D.

Please clarify.
