4. All other terms and conditions remain unchanged.

NOTE: THE OFFEROR MUST ACKNOWLEDGE RECEIPT OF ALL AMENDMENTS PURSUANT TO THE

METHOD NOTED ON ITEM 11. OF STANDARD FORM (SF) 30. Offerors shall further note that due to System Error, Amendment 0004 was issued; inadvertently skipping Amendment 0003. The same has happened to this Amendment 0006, which will likely inadvertently skip Amendment 0005. To date, the following Amendments have been issued and must be acknowledged as previously noted:

i. Amendment 0001 issued May 18, 2021

ii. Amendment 0002 issued June 2, 2021

iii. Amendment 0004 issued June 3, 2021

iv. Amendment 0006 issued June 8, 2021

A. The following are responses to Requests for Information:

RFI #123: RFI #57 was not answered. Please provide the answer.

RESPONSE: Please see Amendment 0004 issued June 3, 2021.

RFI #124: RFI #s 64, 65, 109, and 111 all say “Response Pending”, When will they be answered and solicitation be amended with those answers?

RFI #125: RFI #s 64, 65, 109, and 111 all say “Response Pending”, and the change in proposal requirements, we request additional time past the 14th June for the proposal submission date to allow the Government to answered the responses pending and for the bidders to adjust their proposals to the new requirements. Suggest June 21st as the new date.

RESPONSE: The Proposal Due Date remains unchanged at Monday, June 14, 2021.

RFI #126: The response to all of these RFIs (RFIs # 64, 65, 66, 109 and 111) is “Pending.” When can we expect the answers? Please clarify.

RFI #127: RFI #44 clarifies that a Phase-In Plan is required for submission with the proposal. However, the Government’s own revised directions for the technical proposal on page 3 of the same document state “Volume II Technical Proposal (PDF Format) The format for the electronic proposal shall be submitted in the exact order as follows” [emphasis added]. This is followed by a list a) though h) of the contents of the technical proposal with no mention of the Phase-In Plan. Where in the technical proposal is the Phase-In Plan to be submitted? Please clarify.

RESPONSE: A Phase -In Plan is required to be submitted per Annex 0200000 - Sec F: Spec Item 2.16.1 -Phase-In Plan, and is due on the proposal due date. Any technical documents not specifically delineated under Volume II Technical Proposal (PDF Format) on Page 3 of 27 of Amendment 0002 shall be included after h) VETS-4212 annual report.

RFI #128: The response to this RFI (RFI #57) is blank. Please provide the response.

RFI #129: The response (to RFI #67) seems to imply, but does not actually state, that the Contractor’s Work Plan is not required to be submitted with the proposal. Please confirm or clarify.

RESPONSE: Contractor's Work Plan is required to be submitted per 1503020 Sec F: Spec Item: 3 - Contractor's Work Plan, and is due with the proposal.

RFI #130:The response (to RFI #70) seems to imply, but does not actually state, that the Contractor’s Work Plan for Pest Control is not required to be submitted with the proposal. Please confirm or clarify.

RESPONSE: Contractor's Work Plan for Pest Control is required to be submitted, and is due with the proposal.

RFI #131: The response (to RFI #68) seems to imply, but does not actually state, that the Planned Pesticide Use Sheets and Safety Data Sheets are not required to be submitted with the proposal. Please confirm or clarify.

RESPONSE: Planned Pesticide Use Sheets and Safety Data Sheets are to be submitted with the Annex 1503020 Contractor Work Plan , which is to be submitted with the proposal. Refer to Sec F: 1503020/ Spec Item 2.3.5 - Planned Pesticide Use Sheets including Pesticide Labels and Safety Data Sheets (SDS) are to be submitted with the proposal. Note: Any proposed changes in pesticide usage shall be submitted for approval at least 10 business days in advance of pesticide use. Submit to: KO, PAR, PMC for each pesticide per pest as required.

RFI #132: The response (to RFI #71) seems to imply, but does not actually state, that the Planned Pesticide Use Sheets, including Pesticide Labels and Safety Data are not required to be submitted with the proposal. Please confirm or clarify.

RESPONSE: Planned Pesticide Use Sheets, Pesticide Labels, and Safety Data Sheets are to be submitted with the Annex 1503020 Contractor Work Plan , which is to be submitted with the proposal.

RFI #133: The RFI (RFI #10) refers to TE for Ammunition Storage and the Government response states see Spec 3.2.3. However, Spec 3.2.3 refers to Bird/Animal Aircraft Strike Hazard (BASH). Will the government please clarify?

RESPONSE: Ammunition Storage is part of Zone E, which includes the BASH area. Refer to Attachment J-1503050-09 for maintenance requirement.

RFI #134: Many of the Government’s response do not include the paragraph and page number reference in the RFI that is being referred to, leaving the answer ambiguous or even unknown.

According to answer #19, there are an average of 3 repairs a year. Repairs to what? Page 182 under service calls historic data states shows 45 calls with multiple repairs on the base year, 67 on option 1, 38 option 2, and 11 on option 3, for an average of about 37 a year. Please clarify to what this answer refers.

RESPONSE: The answer of an average of 3 repairs per year was in response to the following question in reference to: Annex 1503050, Grounds Maintenance and Landscaping Spec Item -

3.1.1.4 ( Pertaining to repair of the Irrigation System/ components) - 'Historically, how many repairs are done on yearly average?'

RFI #135: RFI #104 response from the Government states “Load test can be accomplished by using a portable load bank.” Does this mean that the contractor can perform the load test with the buildings load to save cost rather than using a load bank? Please clarify.

RESPONSE: Using load bank is required to avoid disruptions to Marine squadrons' operations.

RFI #136: RFI #105 & 106 response from the government states that the contractor must meet EOM requirements. What does EOM stand for? An on-line dictionary gives 48 different definitions. Please clarify.

RESPONSE: The correct reference is to OEM, vice EOM.

RFI #137: The response to RFI #63 refers to the responses to #40 and #41, but given the context, it appears that the Government meant #41 and #42. Please confirm that this is the case or clarify.

RESPONSE: Confirmed. The Response to RFI #63 is hereby changed as follows:

FROM:

RESPONSE: See Responses to RFI #40 and RFI #41.

TO:

RESPONSE: See Responses to RFI #41 and RFI #42.

RFI #138: The response to RFI #63, by referring to the response to #41, implies but does not actually state that the contractor is to use the Exhibits A through E, even though they do not comply with the Government’s own margin and font requirements for the proposal. Please confirm that this is the case or clarify.

RESPONSE: Confirmed. Offerors are to use Exhibits A through E pursuant to the Response to

RFI #41.

RFI #139: The response to RFI #63 refers to the responses to #40 and #41, but given the context, it appears that the Government meant #41 and #42. Assuming that this is the case, how is the Contractor to fill out Exhibit C, the Management Plan? It is in 10-point font, but the form itself states it is to be completed in 12-point font. May we use 10-point font or not? Please clarify.

RESPONSE: See Response to RFI #137. Offerors must follow the instructional narratives provided on each Exhibit. Therefore, Offerors may not use a 10-point font when completing Exhibit C.

RFI #140: Is it acceptable for vendors to only supply Unit price and Total price for services on this contract as they are not willing to provide the information for the Columns Titled: On Site Labor Hours, Off Site Labor Hours, Profit / Fee, let alone Material or Equipment costs? We are getting very hard push back from them for the requested data.

RESPONSE: Offerors are required to populate all cells within the ELINs.
