SUBMITTIN

G YOUR

PROPOSAL

Please consider changing the submittal requirements to electronic only, providing a means for electronic submittal (e.g., e-mail, SAFE) vs. requiring hard copies of the documents. Hard copy proposal production by offerors requires teams of people to come together within our facilities. Considering the rapidly changing conditions and restrictions in the face of the spread of COVID-19, offerors face the risk that the personnel and facilities required to perform this work may not be available; and the activity is counter to both government- and company-provided directions as regards the congregation of people. It is possible for individuals needed to finalize proposal documents for electronic submittal to do so remotely; and we appreciate the Government’s understanding in this area and consideration to allow for other means of submittal.

Please see revised section L

2 178 of

Section L L.6(a), L.6.i L.6(a) states: “…offerors shall provide one (1) electronic copy of the price proposal on a non-rewritable CD in Microsoft Office Excel format and shall be Microsoft Office Version 2010 compatible.”

L.6.i “Pricing data (Attachment J-3 – Section B, Supplies or Services and Prices and Attachment J- 0200000-13 Exhibit Line Item Numbers (ELINs) pricing) shall be submitted in hard copy and in Excel format (Microsoft Officer Version 2010 compatible) on a CD-ROM…” The Price Proposal volume will also include contracting documents (which are not prepared/submitted in Excel).

Question: Will the Government please clarify that offerors are to include ONLY the J-3 and ELINs on a CD ROM and not the other documents that are included in this volume. OR, will the government please revise the instructions to include PDFs on the electronic copy for any documents that are not Excel files?

Factor 1, Corporate Experience Relevancy

As indicated in the instructions for Factor 2 (Staffing Approach) for this solicitation, the Government is seeking a contractor with “understanding of current industry standards, policies, procedures, and processes” that are used to accomplish BOS services and equivalent facility support services included in the scope of this contract. Further, the Government’s evaluation criteria for this solicitation place emphasis on the past performance of the projects cited as part of its tradeoff process / best value determination.

Accordingly, to ensure the Government is evaluating contractor performance of “current industry standards, policies, procedures, and processes” as part of this process, it is recommended that – for purposes of determining “relevancy” of corporate experience – the Government limit projects submitted within Factor 1 to those which have been performed within the five years prior to issuance of the solicitation, and that at least one of those years be a full year of performance at $7 million or greater.

Requirement will remain as stated.
