L.1 SUBMITTING YOUR PROPOSAL

Due to the change in business operations as a result of the COVID-19 epedemic, hard copy proposals are not required and will not be accepted.

Proposals must be submitted electronically via the DoD Safe application. Offerors must send an email to the Contract Specialist, kary.n.taylor@navy.mil and the Contracting Officer, matthew.r.lewis@navy.mil and provide the email address that will be used for submission. The offerors email address must be provided at least 48 hours prior to the proposal due date/time.

Once the email submission address has been received , the Contract Specialist will send a “Request for Drop-off” from the DoD SAFE application to the email address provided. The Government will confirm that the ‘Request for Drop-off” has been received. If you do not receive a an email containing drop off instructions at least 48 hours prior to the due date, please contact the Contract Specialst, kary.n.taylor@navy.mil. Only the identified POC will be able to drop-off proposals or proposal revisions in DoD SAFE. Failure to provide accurate POC information will preclude the offeror from using DoD SAFE.

To submit the proposal, the offeror will utilize the link provided in the automated email to take them to DoD SAFE at https://safe.apps.mil. The system will allow for inclusion of a short note to the recipient and then the offeror will click to add files or drag and drop them. Click “Drop-off Files” to send the files to the recipient. You chould receive a notificaiotn on the site that indicates “Drop-Off Completed- Your files have been sent successfully”.

Please keep this for your records. The files(s) are uploaded and an email will be sent to the recipient notifying them of the “drop-off”. Note that the submission of any proposal must be completed no later than the due date and time listed in Section A, using the link send by the Contract Specialist via DoD SAFE. The DOD SAFE system will record the date and time of package submittal, which shall govern the timeliness of any proposal submission.

Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in the solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors. The DoD SAFE application has a 25 file limit for upload and 8GB file size limit. Please plan accordingly.

L.2 PRE-AWARD INQUIRIES/REQUEST FOR PROPOSALS (RFP) INFORMATION/

CLARIFICATIONS/QUESTIONS

Contractors are required to review the entire solicitation package before submitting questions. Submit all questions via one document using Attachment J-4, Pre-award Inquiry Form, by e-mail to kary.n.taylor@navy.mil no later than 29 May 2020. This is the most efficient way to ensure all questions are addressed in a timely manner.

L.3 REQUEST FOR PROPOSAL (RFP) FILES

By necessity, these files are protected to prevent unauthorized editing. The Contract Specialist will post the RFP files to Contract Opportunities found on beta.sam. Offerors are advised to check http://beta.sam.gov on a regular basis.

L.4 GENERAL PROPOSAL REQUIREMENTS

The electronic submissions must be clearly identified as “Volume 1: Prce Proposal” and “Volume 2: Non-price Proposal”.

Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance.

The signature of the Offeror provided in Box 17 of the SF33 agrees, if this offer is accepted within 180 calendar days from the date of receipt of offers specifies as the due date in Box 9 of the SF33 or any extended due date, to furnish any or all items upon which the prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule.

L.5 EVALUATION FACTORS

The solicitation requires the evaluation of price and the following non-price factors:

Factor 1 – Corporate Experience Factor 2 – Staffing Approach Factor 3 – Safety Factor 4 – Past Performance

The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

The relative order of importance of the non-price evaluation factors is as follows: Factor 3 will be rated Acceptable or Unacceptable. An offeror rated Unacceptable for Factor 3 will be considered ineligible for award, unless discussions are conducted and the Unacceptable rating is corrected through discussions and proposal revisions.

Factors 1 and 2 are of equal importance to each other and, when combined, are equal in importance to the past performance evaluation/performance confidence assessment Factor 4. When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are significantly more important than price.

The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

L.6 PRICE AND NON-PRICE SUBMITTAL REQUIREMENTS

(a) Volume 1: Price Proposal:

(1) Solicitation Submittal Requirements: Submit one (1) electronic copy of the Price Proposal clearly marked as “Volume 1: Price Proposal.” Electronic pricing information should be provided in both Microsoft Excel and PDF format and shall be Microsoft Office Version 2010 compatible. ____________________________________________ (Name of Offeror) warrants that its proposal _____________________________ (of date or other identifier) incorporated herein by reference, including, but not limited to, proposed approaches, staffing, methodology, or work plans, will meet the performance objectives set forth in this contract during the execution thereof. The contractor is not excused from meeting such performance objectives in the event such proposal proves inadequate as conceived or executed to meet such performance objectives. The contractor understands that it bears all of the cost and performance risk associated with adopting acceptable additional (and/or alternative) means or methods of meeting the performance objectives.

Tab G. The offeror’s FAR and DFAR report found under Representations and Certifications (“Reps & Certs”) printed from the SAM website (ref: https://www.sam.gov). Please also include any solicitation specific certifications as required within Section K.

Tab H. Any offeror proposing as a partnership, joint venture, or other teaming arrangement, or that is relying on resources of a parent company/subsidiary/affiliate, shall submit the following information:

i. Provide a listing of each entity within a “contractor team arrangement” (as defined in FAR 9.601) and each corporate affiliate, parent, or subsidiary upon whose resources the offeror is proposing to rely upon for this contract (collectively, each “Team Member”), including each entity’s full corporate name (no abbreviations), address, point of contact, phone number, DUNS Number, and CAGE Code. This includes information of a “Team Member” for whom the Offeror is utilizing to demonstrate corporate experience.

ii. For Team Members that are proposed subcontractors, submit a signed letter of commitment from each subcontractor Team Member. The commitment letter shall clearly identify the expected relationship, role, and responsibility of the Team Member. NOTE: General statements of availability are insufficient. The letter must demonstrate how the subcontractor Team Member will be meaningfully involved in the performance of this contract, including description of specific commitment of resources (e.g., personnel, equipment, etc.).

iii. For Team Member(s) that are affiliates/subsidiaries/parent/LLC/LTD member companies, submit a narrative (one for each Team Member) that clearly demonstrates how the affiliate/subsidiary/parent/LLC/LTD member company will have meaningful involvement in the performance of this contract. The narrative shall state specific commitments of resources (e.g., personnel, equipment, etc.) that the affiliate/subsidiary/parent/LLC/LTD member company will commit to the performance of this contract and shall also describe specific roles of the affiliate/subsidiary/parent/LLC/LTD member company in terms of the work it will either self-perform or manage on behalf of the Offeror in performance of this contract. NOTE: General representations concerning the availability or involvement of affiliates/subsidiaries/parent/LLC/LTD member companies are insufficient to demonstrate meaningful involvement.

iv. If proposing as a Joint Venture, provide the full name (no abbreviations), DUNS Number and CAGE Code for the JV itself, as well as each JV member, and a copy of the signed Joint Venture Agreement.

Tab I. Please submit the below items (a through c) with your price proposal in a separate file, labeled “TAB I”.

Although this information is required to be submitted with your company’s price proposal, this information will not be evaluated as part of the price proposal. This information forms the basis of your responsibility determination should your offer be considered for award. In order to be eligible for award, your company must be determined responsible in accordance with FAR Part 9, specifically 9.104-1, General Standards.

a. Provide the latest three (3) complete fiscal year financial statements for the prime contractor, certified by an independent accounting firm, if practicable, or at least by an authorized officer of the organization. Submit evidence of availability of working/operating capital, which will be used for the performance of the resultant contract. For Joint Venture arrangements, submit the latest three (3) complete fiscal year financial statements for each member of the Joint Venture company and discuss the financial responsibilities among the companies. The Government may also utilize Dun & Bradstreet reports to evaluate the financial capacity of the offeror.

b. Provide one (1) signed Bank Reference demonstrating adequate financial resources. If your company has a line of credit, provide information on how many figures can your company borrow against the line of credit (i.e. “medium 6 figures,”-exact line of credit is not required). For Joint Venture arrangements, a signed Bank Reference shall be provided for each member company.

c. Provide three (3) signed credit references. Credit references must verify that your company pays its creditors timely and in accordance with the terms negotiated with the creditor. For Joint Venture arrangements, three (3) signed credit references shall be provided for each member company.

*NOTES:

i. Pricing data (Attachment J-3 – Section B, Supplies or Services and Prices and Attachment J-0200000-07 Exhibit Line Item Numbers (ELINs) pricing) shall be submitted in Excel format (Microsoft Officer Version 2010 compatible) and PDF. Failure to do so may be cause to eliminate the proposal from the competition without further evaluation.

ii. ELIN unit prices must be rounded to two (2) decimal places only, and each ELIN extended total price must be calculated based on the rounded unit price. If an offeror does not round ELIN unit prices to two (2) decimal places, then the Government will round the prices to two (2) decimal places and the rounded prices will be used for evaluation purposes.

iii. All ELIN unit prices must be no less than $0.01, unless offering “$0.00”. If an offeror proposes a unit price less than $0.01 but higher than “$0.00”, then the Government will round the unit price to $0.01 and that rounded price and resultant extended total price will be used for evaluation purposes.

iv. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended offer and the extended total of the CLIN and ELIN will be recomputed to take into account the change in the contract CLIN/ELINS. If the offeror provides a total amount for an ELIN but fails to enter the unit price, the extended total amount divided by the ELIN quantity will be held to be the intended unit price, although if this calculation results in a unit price requiring more than two decimal places, the unit price will be rounded to two decimal places and the extended total price will be recalculated in accordance with the preceding paragraph. If an Offeror does not have a value (i.e.: $-.--) or has $0.00 listed in both the unit price field and the extended total field for that ELIN(s) within the Attachment J-0200000-07 and a total evaluated price could not be determined by the Government for that ELIN(s) or CLIN(s) based on pricing submitted; then, the Offeror’s price proposal may be determined to be unawardable.

v. In the event there is a discrepancy between the Section J ELIN pricing (Attachment J-020000-07) and the Section B CLIN pricing (Attachment J-3), the PDF copy of Attachment J-0200000-07 pricing will be held to be the intended offer.

vi. Prices provided shall be fully loaded and no other allocations, fees, overheads, G&A, insurance, taxes, profits or any other markups shall be applied when an option is exercised or a Task Order is issued.

vii. Costs for Annex 0100000 and Annex 0200000 shall be considered overhead; therefore, their costs shall be allocated and included throughout the prices proposed for all other annexes.

viii. Offerors are not to include additional informational data or narratives as part of their price proposal to demonstrate how their price proposals were developed. Offerors shall only provide the Solicitation Submittal requirements listed within the above Tabs (Tabs A through J) for Volume 1: Price Proposal. Any information provided above and beyond the submittal requirements will not be evaluated.

(b) Volume 2: Non-Price Proposal:

Non-Price Submittal Requirements: Submit one (1) electronic copyoriginal and four (4) copies of the non-price proposal in three-ring binders, clearly marked as “Volume 2: Non-Price Proposal” and tabbed appropriately. Non-price proposals shall be submitted on 8 ½ x 11 format with a font no smaller than 10 point. The non-price proposal shall not exceed (40) single-sided or (20) double-sided pages. Pages exceeding this page limitation shall not be evaluated.

Note: The page limit count does not include the following: Blank tab dividers, cover pages, Tab A and B documents (including commitment letters from team members/subcontractors or Joint Venture agreements), Past Performance Questionnaires (PPQs), or CPARS.

Each copy of the non-price proposal shall include a separate tab for each item specified below:

Tab A. - Offerors shall include a cover page that provides: name and address of the prime contractor, DUNS number, CAGE Code and the name, title, email, phone, and fax number of two (2) authorized representatives.

Tab B. – Any offeror proposing as a partnership, joint venture, other teaming arrangement, or that is relying on resources of a parent company/subsidiary/affiliate shall submit the following information:

This includes information for of a “Team Member” for whom the Offeror is utilizing to demonstrate corporate experience.

ii. For Team Members that are proposed subcontractors, submit a signed letter of commitment from each subcontractor Team Member. The commitment letter shall clearly identify the expected relationship, role, and responsibility of the Team Member. .NOTE: General statements of availability are insufficient.

Tab C. Non-Price Factors:

(Tab 1) Factor 1, Corporate Experience:

(i) Solicitation Submittal Requirements: The Offeror shall provide a minimum of two (2) and a maximum of five

(5) relevant projects to be documented only on the Corporate Experience Project Data Sheet (Attachment J-2).

Offerors shall not submit any information under Factor 1 unless it is on Attachment J-2, or submitted as part of Volume 2, Tab B. The Offeror shall clearly demonstrate relevant prime contractor and/or subcontractor experience on projects similar in size, scope, and complexity to the requirements described in the Performance Work Statement

(PWS).

For purposes of this evaluation, a project must demonstrate ALL of the following characteristics to be considered “relevant”:

a. Performance of Base Operations Support (BOS) Services or equivalent facility support services including support of facilities other than military bases; and

b. Performance of services comparable to technical specification 1502000 – Facility Investment (at minimum, including the completion of service orders, Preventative Maintenance (PM), and repairs); and

c. Performance of services comparable to a minimum of two (2) additional technical specifications from the list of technical specifications to be performed under this contract (NOTE): Technical specifications 0100000- General Information, 0200000- Management and Administration, 1503020- Pest Control, 1503030- ISWM, and 1503060- Pavement Clearance will not be considered or counted towards the minimum of two (2) other technical specifications required to demonstrate a relevant project under corporate experience); and,

d. At least one (1) year of performance, invoiced at $7 million or greater, within the eight (8) year period immediately preceding the deadline for proposal submission.

Note: For example, if the proposals are due on December 1, 2019, the project must demonstrate performance, invoiced at $7 million or greater, for a period of one (1) full year within the dates of December 1, 2011 – December 1, 2019.

Further, the Offeror’s collective relevant projects also must aggregately demonstrate EACH of the following:

1. Performance of services comparable to technical specification 1602000 – Electrical on at least one (1) recent and relevant project; and

2. Performance of services comparable to technical specification 1604000 – Wastewater on at least one (1) recent and relevant project; and

3. Performance of services comparable to technical specification 1700000 – Transportation on at least one (1) recent and relevant project.

If the Offeror is a Joint Venture (JV), relevant experience should be submitted for projects completed by the JV entity. If the JV members have not previously performed together then experience must include at least one (1) relevant project demonstrating performance by at least one JV member. JV Offerors who demonstrate relevant experience by both JV members, whether performing together or separately, may be considered more favorably than JV offerors who only demonstrate relevant experience by a single member. JV Offerors are still limited to a total of five (5) relevant projects. Projects submitted by JV Offerors where the JV members performed together (either as partners or in a prime-sub relationship) may be viewed more favorably than projects submitted in which the JV members did not perform together.

If a project was performed by a JV, and not all partners from that JV are on the JV proposed for this contract, the Offeror shall clearly demonstrate what portion of the work on the submitted project was performed by the entity(ies) proposed to work on this contract and shall not include work performed by the JV as a whole. If the Offeror does not specifically address what portion of the work under the submitted project was performed by the entity(ies) proposed to work on this contact, the project will not be evaluated.

Relevant experience performed by the Offeror as a prime contractor may be considered more favorably than experience performed by the Offeror as a subcontractor, or by a proposed subcontractor. If the Offeror uses a proposed subcontractor(s) to demonstrate corporate experience, the Offeror must: include the subcontractor in the list of Team Members under Tab B, provide a letter of commitment from the subcontractor submitted in accordance with Tab B above; include the subcontractor’s DUNS number; and explain how the proposed subcontractor will use that corporate experience in the performance of the contract. All of the foregoing information in this paragraph shall be submitted in accordance with Tab B above within the required signed Letter of Commitment.
