About this file
This is a Bid Price Schedule for the USCG OCR Homeport Initiative OPC Pier construction project at Newport Naval Station, Newport, Rhode Island (eProject No. 1826479).
The base contract (Line Item 0001) requires comprehensive pier construction and demolition work including: demolition of existing Pier 1, construction of landside area and new Bulkhead S45S, and construction of new OPC Pier 1. Detailed unit-priced line items cover specific construction elements such as furnishing and installing various pile types (36" diameter reinforced concrete filled steel pipe piles for 30,510 linear feet, HP 14x102" piles for 416 linear feet, HP 10x42" piles for 512 linear feet, 30" diameter reinforced concrete filled steel pipe piles for 598 linear feet, and polymeric fender piles for 40,996 linear feet). Additional base work includes dynamic pile load testing, steel sheet pile sheeting installation for bulkhead (213 tons), subsurface water sampling and disposal, and dredging operations (11,950 cubic yards). Significant demolition and hazardous material removal work is specified, including asbestos-containing materials, PCB-containing materials, mercury and PCB light ballasts, PCB transformers, and lead removal from anchors and cleats. Two optional line items are available: Option Item No. 1 for a compressed air system and Option Item No. 2 for cast-in-place concrete pavement alternative.
Bidders must provide firm fixed prices for all line items with no economic price adjustment provision. The contract completion date is 918 days after award, with optional items exercisable within 365 calendar days of contract award. Estimated quantities marked with an asterisk (*) are subject to equitable adjustment if actual quantities vary more than 15 percent; pile quantities allow 25 percent variance before adjustment. Award will be evaluated on total proposed price for Line Items 0001-0003 combined, and the Government reserves unilateral rights to exercise or reject optional items. Performance bonds must reflect 100 percent of aggregate contract value if any optional items are exercised. Failure to provide pricing for any line item will result in rejection of the proposal.

GENERAL BID NOTES
a. Award will be evaluated on the total proposed price for Line Items 0001 – 0003, Base Price and the sum of all Option Item prices. The subtotal of Line Item 0001A-0001Z is included in Line Item 0001.
b. The Government reserves the unilateral right to award any or all of Line Items 0002 and 0003 to the
Contractor at the proposed price within 365 calendar days after the contract award and in accordance with all bid notes. A firm fixed proposed price is required for Line Item 0001-0003. No provision is made for economic price adjustment. If Line Items 0002 and 0003 are exercised, the contract completion date (CCD) remains 918 days after contract award.
c. Quantities on the bid schedule that are followed by an asterisk (*) are estimated quantities. If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 15 percent or below 85 percent of the estimated quantity.
If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the
Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.
d. Pile quantities on the bid schedule that are followed by an asterisk (*) are estimated quantities. Requirements mentioned in Item C of the General Bid Notes shall not apply to payment for piling. Each pile and test pile acceptably provided will be paid for at the bid unit price for units actually installed. The unit price shall include items incidental to furnishing and driving the piles including mobilization and demobilization, predrilling, probing, redriving uplifted piles, and cutting off piles at the cutoff elevation. Payment shall be made for production and test piles at the bid unit price for the length of pile, from tip to final cutoff, actually provided, including buildups and splices directed by the Contracting Officer to be made. Should the actual cumulative pile length driven (tip to cutoff) vary more than 25 percent from the total estimated pile length specified as a basis for bidding, the price shall be adjusted based upon any increase or decrease in costs due solely to the variation.
e. Evaluations of Options (JUL 1990). Except when it is determined in accordance with RFO 17.202 (b) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the
Total Price for Line Items 0002 through 0003 to the Total Price for the Base Bid, (Line Item 0001). Evaluation of options will not obligate the Government to exercise the Option(s). (RFO 52.217-5).
f. The Government may reject an offer as non-responsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly understated for some work and prices which are significantly overstated for other work.
g. Failure to enter a price for any Line Item will result in a proposal being rejected.
h. For bid items where unit prices are indicated as required, bidders shall enter unit prices and extended totals in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the extended total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.
i. If any or all of Line Items 0002 and 0003 is exercised, additional bonding and consent of surety is required.
Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all items.
