About this file
This is a Justification and Approval (J&A) document authorizing the use of other than full and open competition for a specific brand name component in a federal construction solicitation.
Naval Facilities Engineering Systems Command, Mid-Atlantic (NAVFAC MIDLANT) is authorizing the use of brand name specifications for a Communications Shore-Tie Receptacle (RussellStoll SKWR12XG Receptacle) in solicitation N4008526R0001, a Design-Bid-Build construction project for the USCG Offshore Patrol Cutters (OPC) Homeport Pier at Naval Station Newport, Newport, Rhode Island. The overall construction project involves demolition of existing utilities (stormwater management, fire/potable water, electrical, telecommunications, and compressed air systems) and construction of new pier infrastructure. The work must be completed within 918 calendar days after contract award. Project funding is sourced from FY22 Major Acquisition Systems Infrastructure (MASI) and FY25 One Big Beautiful Bill Act (OBBBA) appropriations from the Department of Homeland Security Coast Guard. The statutory authority for this limited competition is 10 U.S.C. 3204(a)(1) under RFO 6.103-1, citing only one responsible source. The justification is based on USCG C4&IT Shore Tie Cable Standards (Rev 1.4), which mandate that the shore-tie connector be specifically the RussellStoll SKWR12XG receptacle to mate with the RussellStoll SKWP12XG cable connector plug for shipboard communications connectivity. A sources sought notice was published on SAM.gov on March 11, 2026 with a response date of March 26, 2026, and no alternative products meeting the requirements were identified. The Contracting Officer will determine fair and reasonable pricing through comparison of proposed prices with the Independent Government Cost Estimate, historical information, and market survey results based on total project price, as the proprietary item is not a separately line-itemized price.
