N00024-13-R-4305 Amendment 0015
NAVSEA REFERENCE NUMBER: NAVSEA-116
SHIP/PROGRAM: LCS Class Ships Sustainment Execution - N00024-13-R-4305
SPECIFICATION NO: RFP L.IV.C. Cost Proposal Assumptions
PARAGRAPH NO. 3
TITLE: LCS SEC Attachment J-21 LCS PMS Equipment Guide List Rev 2
PAGE NO.: 259
QUESTION:
Section C, Part I, CLIN 0100, 0105 "ACCOMPLISH PLANNED MAINTENANCE (PM) FOR LCS CLASS SHIPS IN FY15-16", paragraph 3.b states:
"...a list of parts, material and special tools drawn from J-17 is provided as Attachment J-21 Rev 2."
Section L.IV.C.3. cost proposal assumptions for Planned Maintenance CLIN pricing states:
"For pricing PMS material, Offerors shall utilize Attachment J-21 Rev 2. Items reflected in Attachment J-21 Rev 2 do not include material for situational requirements. Therefore, all material in Attachment J-21 Rev 2 shall be priced, properly documented, adequately supported, with traceability to ensure that the estimate accounts for all of the material requirements identified in Attachment J-21 Rev 2."
The provided Attachment J-21 Rev 2 does not contain any information on parts, material, and/or special tools. Please provide a revised version of Attachment J-21.
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
ANSWER: Attachment J-21 Rev 2 does not contain any information on parts, material, and/or special tools. Offerors should use the current Attachment J-17/Force Revision in conjunction with Attachment J-21 Rev 2 to determine what material, parts, and/or special tools are required.
Under Amendment 0011, Attachment J-26 LCS Parts Material Test Equipment was removed and will not be updated.
Section L.IV.C.3 will be revised in a subsequent amendment to read as follows:
3. Planned Maintenance CLIN Pricing Table L-3 is provided as guidance and reflects the Government’s estimate for PM total number of man-hours by GFY and CLIN. Offerors shall utilize the data provided in the LCS PMS decks (Attachment J-17) as a baseline for pricing each year’s maintenance & material costs. Offerors shall utilize LCS 1’s and LCS 2’s decks to develop pricing for all follow-on ships of the respective variant. When developing their proposal, the Offeror shall price periodic items labeled with (+) or (++) in the PMS decks. Situational requirements shall not be priced. Cards that include a “situational component” (M-1R+, A-2R++, etc) shall be priced by applying the periodic component only. For pricing PMS material, Offerors shall utilize Attachment J-17 in conjunction with J-21 Rev 2. Items reflected in Attachment J-21 Rev 2 do not include situational requirements. Therefore, all material requirements shall be priced, properly documented, adequately supported, with traceability to ensure that the estimate accounts for all of the material requirements identified. The basis of estimate shall fully describe how and where the material costs are captured in the proposal. While travel hours will be charged to the appropriate CLIN during execution, Offerors shall not include any travel hours in the proposed estimate.

TITLE: COMSEC and SIPRNET Access PAGE NO.: 98
QUESTION:
Section C paragraph O states that the contract will require access to COMSEC. Further it states that the Contractor will need access to secure voice communication for trouble shooting, technical assistance, and will need access to classified documents through SIPRNET.
Question 1: Please confirm what Planned or Corrective maintenance requires COMSEC. The Contractor is unaware of any COMSEC requirements post-delivery.
Question 2: Please confirm if the Navy will provide SIPRNET access points or specify the Contractor SIPRNET access point locations required. If the Navy specifies the Contractor will need to provide SIPRNET access points and the Contractor currently does not have a SIPRNET access point, will the Contractor be reimbursed for setting up and maintaining the access point?
Does the SIPRNET access point need to be active at Contract Award or a specified timeframe post award?
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
ANSWER:
1. Section C, Statement of Work, Part 1, Para O will be revised in a subsequent amendment to read as follows:
“O. The Contractor shall have Secret facility clearance and Secret safeguarding. The Contractor will need access to secure voice communication for trouble shooting, technical assistance, and will need access to classified documents through SIPRNET only when necessary and under the cognizance of a Government official on the ship or Government facility they are supporting. The Contractor will play an integral role in the maintenance and modernization of the ship and will require access to data.”
2. The Navy will not provide SIPRNET access points specifically for Contractor use.
SIPRNET is available on the ship for the crew, but not a SIPRNET drop specifically for the use of the Contractor either CONUS or OCONUS. Use of SIPRNET will be available for use on the ship or Government facility with Government supervision.
