N00024-13-R-4305 Amendment 0004

NAVSEA REFERENCE NUMBER: NAVSEA-017

SHIP/PROGRAM: LCS Class Ships Sustainment Execution – N00024-13-R-4305

SPECIFICATION NO: RFP Section L PARAGRAPH NO: Para IV.C.6

TITLE: AESS CLIN Pricing PAGE NO.: 245

QUESTION:

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER: Section L, Paragraph IV. C.6 will be revised to read as follows:

“6. Administrative and Engineering Support Services (AESS) CLIN Pricing Administrative and Engineering Support Services (AESS) CLINs (reference Table L-1) shall be priced utilizing the man-hours provided in Table L-1. The Offeror is expected to use the Statement of Work and the Administrative and Engineering Support Services Class Standard Work Template #0897-001, assuming 612 work items per ship per year, and include all of the associated planning efforts needed to complete the requirement. The Government estimates provided are based upon historical records. The Government expects the management of multiple ships over time will create synergies that will drive these man-hours down. Offerors shall develop a management strategy taking this into consideration, which may result in deviations from the estimates provided. Offerors shall provide detailed rationale to supports any deviation. NOTE: The term "Inter-Availability and Planning Administration" (IAPA) has been replaced by Administrative and Engineering Support Services (AESS). AESS includes additional tasking not previously considered part of IAPA, which is detailed in CLIN 0300. For the purpose of this contract, the terms IAPA and AESS are used interchangeably.”

See Amendment 0004.

RFP Section L, C.6 "AESS CLIN Pricing" provides a basis of 612 work items per year for estimating each of the AESS CLINS, however, the IGE for AESS in Table L-1 (p. 229) is significantly different between the first year and all subsequent years for the same 612 work item basis.

Please clarify.

QUESTION:

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER: The current requirements of ships’ Planned Maintenance are known and documented in the PMS deck provided via the available CD-ROM, Attachment J-17. However, maintenance requirements may change over the life of the contract – they could be modified, added, or removed per the Changes clause (FAR 52.243-1). Statements of Work for CLINs 0100 (Section C, Paragraph 2) and 0200 (Section C, Paragraph 3) have been revised to exclude language with the terms “but are not limited to, the following.” See Amendment 0004.

RFP Section C, CLIN 0100, paragraph 2 (p. 77) and CLIN 0200, paragraph 3 (p. 81) state requirements followed by the Statement,…."but are not limited to, the following:"

As the subsequent CLINs to 0100 and 0200 are firm fixed price, please clarify what work scope is not listed.

SHIP/PROGRAM: LCS Class Ships Sustainment Execution – N00024-13-R-4305

SPECIFICATION NO: RFP Section J PARAGRAPH NO: N/A

TITLE: Attachments J-6 and J-7 PAGE NO.: N/A

QUESTION:

The last column (Total Annual Hours) of each of the two documents J-6 and J-7 list total annual hours by ship class. RFP, Section F lists 6 each LCS-1 Class and 6 each LCS-2 Class vessels (p.153). The total hours of 8,984 on Attachment J-6 x 6 ships plus the total hours of 14,116 on Attachment J-7 x 6 ships equals a maximum of 138,600 manhours per year based on the Attachments J-6 and J-7 estimates. Please clarify the difference between this number and the manhour estimate listed in Section L, Table L-4 (p. 230) for up to 271,824 manhours per year.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER: Offerors shall note that Attachments J-6 and J-7 do not include corrosion control (CC) in the Government’s estimate. The Government’s estimate shown in the revised Section L, Table L-4, is based on the delivery schedule, provided in Attachment J-22 and accounts for both compartment cleaning and corrosion control as part of FM. Section L, Table L-4 has been revised as follows:

Table L-4 Facilities Maintenance CLINs

CLIN Effort Type Type CLIN FY # of

Ships1 FM(MD)/Ship/yr2 FM(MD)/class/yr3 Man-hours/class/yr

0200 FM CPAF/CPIF 14-15 4.33 2,832 12,272 98,176

0210 FM FFP 15-16 7.75 2,832 22,948 175,584

2220 FM FFP 16-17 11.42 2,832 32,332 258,656

0240 FM FFP 18-19 12.00 2,832 33,984 271,872

Notes:

1 Partial quantity of ships indicates one or more ships coming into service for part of that FY.

2 FM(MD)/Ship/yr was derived by taking the average of the LCS 1 and LCS 2 Variant annual compartment cleaning requirements per Attachments J-6 and J-7 (1,121MD and 1,765MD respectively) and adding the historical average for annual corrosion control requirement of 1,389MD per ship. (1,443 (FM) + 1,389 (CC) = 2,832 MD/ship/year).

3 FM(MD)/class/yr = FM(MD)/ship/yr * (# of ships).

TITLE: Attachments J-6 and J-7 PAGE NO.: N/A

QUESTION:

RFP Attachments J-6 and J-7 are structured significantly different from each other. As such, following questions apply:

1) Is the "Annual" column on J-7 intended to be the same cleaning listed in J-6 as "CNO Avail?"

2) Do the total manhours per year on both Attachments J-6 and J-7 include support for cleaning such as scaffold and other access?

3) Attachment J-6 lists some items as a "Monthly" requirement but does not list them as requirements under the "Qtr" columns. See Line 5 as an example. In other cases, the "Monthly" lines are also listed under each "Qtr". One would assume a monthly requirement would also mean a quarterly requirement. Please Clarify.

4) Attachment J-7 appears to recognize a higher cleaning level at the "Tri-Mester" cleaning from the "Monthly" cleaning, for nearly all line items, while Attachment J-6 does not show any higher level between the "Monthly" and the "Qtr" cleaning. Is this correct?

Please Clarify.

5) Attachment J-7 is set up by month and Tri-mester at an increased level of cleaning which coincides with the CONOPS requirement of the RFP (one CMAV 3 times/year) while J-6 does not. Please Clarify.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER:

1. No. The “Annual” column in Attachment J-7 is not the same cleaning listed in Attachment J-7 “CNO Avail” column.

2. Yes. The Total man-hours per year in Attachments J-6 and J-7 do include support for cleaning, scaffold, and other access.

3. The numbers in the Monthly, QTR, and CNO Avail columns in J-6 refer to the cleaning level not man-hours. The annual hours estimate is provided in the column labeled, “Total Annual Hours.”

4. Attachments J-6 and J-7 were developed independently by each ship class OEM and reflect slightly different cleaning level philosophies. The Government expects to normalize these philosophies and find common efficiencies as these cleaning schedules are refined and executed after award.

5. Yes, the Government acknowledges that Attachments J-6 and J-7 are structured differently. Offerors shall note that Statement of Work for CLIN 0300 – 0340, paragraph 1.c (12)(a), has been revised to state that, when tasked, the Contractor shall assist the Government in updating the LCS 1 and 2 Class Annual Cleaning Schedules . The Offeror is advised to use the annual cleaning requirement man-hour total in the cost calculation and use the monthly, quarter and trimester cleaning hours to schedule work. See Amendment 0004.

TITLE: Work Items 243-11-001, 631-06-002 and 997-11-001 PAGE NO.: 247

QUESTION:

On CD Excel File named “List of Work Items and Values except Drydocking,”; work items 243- 11-001, 631-06-002 and 997-11-001 appear to apply to DSRAs only.

The last paragraph on Page 247 identifies work items 243-11-001 and 997-11-001 as “docking type items,” however, that does not specifically state they only apply to DSRAs.

Please clarify which work items in the notional work package apply only to a DSRA.

ANSWER: The work items provided in the Notional Work Package (NWP) are for both availability types, SRA(d) and DSRA. There are no work items in the NWP that apply solely to a DSRA. Section L, Table L-9 has been revised to reflect work items 243-11-001, 631-06-002, and 997-11-001 as “drydocking” type items. This information will be updated in Attachment S- 2, and provided to Offerors via email and followed up with an updated Attachment S-1 on a Compact Disk upon request. Section L, Table L-9 was also revised in Amendment 0002 to clarify work items associated with each avail type. See Amendment 0004.

TITLE: PMS CLIN Pricing Guidance PAGE NO. Solicitation Amendment #0001, Page

QUESTION:

Solicitation Amendment #0001, page 3, para. (7) provides the following statement of work information:

(7) Tools, parts and materials for PMS.

(a) Common hand tools shall be provided by the contractor (or subcontractor) without a direct charge to the government. Special tools required by MRCs shall be provided by the Contractor and charged to the Government.

(b) Parts and materials required for PMS shall be procured by the Contractor. All PMS material will be procured, stored, managed and distributed by the Contractor. Advance procurement and storing of PMS materials is desired, particularly where situational requirements may drive an immediate need for materials with a long lead time. Therefore, the Contractor shall purchase PMS material & kit up to 6 months in advance.

1. In the preparation of the bidder’s firm fixed price estimate for the PMS Fixed Price

CLINs, please provide guidance regarding the above depicted Special Tools and Parts and Materials requirements (both kinds and quantities)? In addition, is it correct to assume that required materials will be procured 6 months in advance and as such be priced under the CLIN preceding the actual PMS execution CLIN?

2. Is it the Navy customer’s intention that the contractor provide the required Special Tools and Parts and Materials as part of the Fixed Price PMS CLIN(s) price?

Please provide clarification.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER:

1. The list of tools, parts and materials required to perform PMS MRCs are contained within the MRCs provided as Attachment J-17. Additionally, a list of parts, material and special tools will be provided as Attachment J-27 and provided to Offerors upon request via email in accordance with the instructions outlined in Section L, paragraph 4 under Additional Information. The contractor shall purchase sufficient quantities of tools, parts and material in order to execute

PMS according to the approved PMS schedule for each ship the contractor supports. See Amendment 0004.

2. Material and parts shall be procured up to 6 months in advance in order to establish a ready supply of PMS material on hand in order to execute all PMS tasks on schedule. These parts and material purchases may be charged to the PIO CLIN 0600 as directed by the Government. The RFP will be amended to clarify.

3. No, Special Tools, material and parts shall be procured under the PIO CLIN 0600. CLIN 0100 Statement of Work has been modified to reflect this language. See Amendment 0004.

TITLE: PMS CLIN Estimating PAGE NO. 243

For purposes of pricing the PMS CLIN, there are hundreds of Maintenance Requirement Cards (MRCs) which require an Equipment Guide List (EGL) in order to accurately identify equipment locations and estimate the quantity of items to perform the PMS check on. Additionally, each EGL is ship specific with several LCS hulls having not been built yet.

For example, on MRC C0 1PD7 N (copy below), the MRC does not depict the quantity or location(s) of receptacles to estimate. Should the bidder assume the 0.2 man-hours provided on the MRC card is for a single receptacle?

For MRCs which require an EGL to accurately estimate the work requirements, how should bidders estimate performance of PMS CLIN where MRC requirements are dependent upon knowing the location and quantity of repair items?

Based on the example below, should bidders’ estimates be based on performance of one receptacle only? For all other MRC cards should bidders assume performance for only one unit of repair?

Example MRC below:

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER:

1. Yes, Offerors shall assume that the total man-hours on each card is for a single piece of equipment.

2. An EGL that lists the quantities (occurrences) of equipment onboard each ship was provided as Attachment J-21. The Offeror should match MRC requirements with the EGL to develop their offer. The location of the repair items is not required for pricing purposes, however, the Government intends to provide a complete EGL that includes location and all equipment identification information at time of award.

3. Offerors shall base its estimate on the assumption that performance of the total number of man-hours reflected in the MRC requiring an EGL shall be for a single piece of equipment.

4. For all other MRC cards Offerors shall assume that the total number of man-hours on each card is for a single piece of equipment.

Should bidders assume that the man-hours depicted on each Maintenance Requirement Card (MRC) in attachment J-17 include the time for hanging and clearing tags as well as opening and closing WAFs?

Please provide clarification.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER: No, man-hours on MRCs do not include the hours for hanging and clearing tags, and opening and closing WAFs (based on Reference: 3M Manual NAVSEAINST 4790.8C, Section 2-4.5 Maintenance Requirement Card (MRC)). Offerors are encouraged to review the MRCs and apply reasonableness to determine which maintenance actions will be supplemented by a WAF/Tag-out requirement and the hours required to accomplish them, based on experience.

Based on this analysis, the Offeror should provide an estimate for the work/hours expected and describe the basis of their estimate, taking the opportunity for grouping work to minimize churn onboard and optimize opportunity, periodicity, workload, and workforce level-loading.

QUESTION:

Based on the crew move aboard dates stated in the latest PMS 501 Master Planning Schedule, issued in response to the Planning Yard solicitation, which provides key event time line on a ship to ship basis, there appears to be significant disparities in the Government's estimate to perform AESS. For example, on a per ship basis, including accounting for ships that are brought on line during a FY, the Government estimate increases significantly on a year over year basis. Stated differently, on a relative basis, the cost to perform AESS on a given ship increases by 88% from FY 14 to FY 18. Will it be acceptable for offerors to deviate from the Government estimate for CLINs 0310, 0320, 0330 and 0340 by utilizing the Government estimate for CLIN 0300 as an estimate basis?

Please advise.

There are several PMS checks that require an inspection but may or may not require a repair or replacement of a given part. In a Firm Fixed Price environment, should the term “if required” be interpreted to mean that the follow on repair requirement would be considered a change in accordance with the Changes Clause FAR 52.243-1?

If not, please provide guidance as to a reasonable assumption on how often items that begin with an inspection will require a follow on repair.

Please provide clarification.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER: No, “if required” repairs/replacements resulting from the PMS checks will not be considered a change in accordance with FAR 52.243-1, nor should Offerors price the “if required” repairs/replacements resulting from the PMS checks as part of the PMS CLINs.

During contract performance, if the PMS check requires additional repairs beyond the scope of the original check, the contractor shall write a Condition Found Report (CFR) under CLIN 0300 to repair the equipment under CLINs 0300-0340 and/or CLINs 3010 – 3180. The Statement of Work for CLIN 0300 has been modified to include this language. Note: CFR language has been added to CLIN 3010 and modified under CLIN 1015. See Amendment 0004.

TITLE: NAVSEA Travel Cost Clause PAGE NO. 74

Paragraph (d) of the Travel Cost Clause on page 74 states …”the Contractor shall not charge, and the Government shall not pay, any transportation costs under this contract associated with transporting Contractor or subcontractor personnel between the Contractor’s facility (or subcontractor’s facility), and any other worksite to perform Phased Maintenance Availabilities (PMAs/DPMAs). Transportation costs include, but are not limited to, bus fare, car fare, train fare or boat fare, paid by the work force, or paid by the Contractor on behalf of the work force.

1) Is it the Government’s intent that all CONUS and OCONUS travel costs are unallowable under this contract?

2) Is it correct to interpret the cost of man-hours for time in travel is allocable to CLIN 0700?

Please provide clarification.

ANSWER:

1) CONUS and OCONUS travel costs are allowable under the resultant contract. However, all CONUS and OCONUS travel related costs must comply with FAR clause 31.201-2, in meeting allowability requirements and also be in accordance with FAR clause 31.205-46.

2) Offerors shall allocate all man-hours for time related to travel to the appropriate CLIN in which the travel is in support of. Travel costs allocated to CLIN 0700 shall be in accordance with travel costs as defined in FAR 31.205-46(a)(1).

TITLE: AttachmentJ-17 PAGE NO. N/A

In Attachment J-17 there are Situational Requirements (R) and Unscheduled checks (U) with material requirements that cannot be reasonably anticipated at this time.

For example, MRC 1PF9 is required to be performed when the GYRO fails. There are several other PMS checks that are similar in nature and cannot be reasonably anticipated at this time.

Is it correct for bidder to assume that all material for PMS checks with a Periodicity code of (R), (U), (LU), (PM), (SU), (OT), and (AP) would be provided as GFM or considered a change in accordance with the Changes Clause FAR 52.243-1?

If not, please provide direction as to how many and which type of situational requirements can be reasonably anticipated and what bidders are to assume to be accomplished under the PMS

CLIN.

Please provide clarification.

TITLE: Attachment J-21 Equipment Guide List PAGE NO. N/A

In Attachment J-21 there are MRC Codes that repeat themselves and a different Equipment Count is shown on each line. There does not appear to be any other distinguishing data explaining why the same MRC is showing on multiple lines with different Equipment Counts.

For example, MRC Code 2MN3 is repeated five (5) times. The equipment count for each line is different for each line as follows: 9, 37, 15, 39 & 14 for a total of 114.

Is it correct for bidder to assume that the total of 114 is the correct equipment count for that

MRC?

If not, please provide clarification as to how to decipher which is the correct line item for each MRC Code that repeats itself.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER: Yes, the EGL (Attachment J-21) was drawn from SKED 3.2, which supports the capability to organize equipment into manageable groups. The repeated listings of MRCs represent the various groupings.

QUESTION:

As of today, development of estimates for PMS for CLINs 0100, 0110, 0120, 0130 and 0140 to meet the current due date is largely stalled due to unanswered questions related to MRC work scope. To summarize, the questions pertain to clarification of applicability of the LCS-1, 2, 3 and 4 decks to follow ships, guidance for estimating “R” and “U” tasks, missing equipment list for LCS-4, corrupted equipment guide list, and clarification of Government manhours in Section L. In addition, a separate question regarding estimate guidance for “SU” and “LU” tasks will be submitted today.

A request for an extension of the bid due date that highlighted the issues remains unanswered. Due to the currently undeterminable complete work scope, unanswered questions and short amount of time remaining, we suggest that the FFP CLINs be changed to CPAF/IF CLINs in order to reduce both contractor and Government risk associated with a less than completely defined work scope. As an alternative, we suggest additional time be granted after receiving answers to MRC related bidders questions, to sort out the work scope details of the more than 6,000 MRC cards associated with the twelve vessels in these CLINs.

Please advise.
