The following items are applicable to this modification:
SUMMARY OF CHANGES REVISED
The purpose of this amendment to solicitation number N00024-13-R-4305 is as follows: 1) provide responses to bidders’ questions under Enclosure #1; 2) update Section B; and 3) update Section L. Accordingly, the solicitation is amended as follows:
1. Revised responses to bidders’ questions NAVSEA 030, 038, 103, 105 and responses to follow-up bidders’ questions NAVSEA 107 and 108 are provided in Enclosure 1 to this amendment.
2. Under SECTION B – SUPPLIES OR SERVICES AND PRICES, based on revisions to the contract type for PMS CLINs issued under Amendment 0007, the Award Fee Determination criteria under the Determination of Fee clause has been modified to include the following criteria under the Management category:
Dark Blue (100-94): The contractor maintains an extremely effective Petroleum/Oil/Lubricant (POL), PMS material, and tool control program that keeps expenses on these items to an absolute minimum beyond that required to purchase items consumed or worn out by usage. Tools and material quantities are optimized at each worksite to maximize efficiency without unnecessary duplication creating storage problems or shortages causing work to be delayed or deferred as a result of a lack of material, parts or tools on hand.
Purple (93-80): The contractor maintains a good Petroleum/Oil/Lubricant (POL), PMS material, and tool control program that keeps expenses on these items to an minimum beyond that required to purchase items consumed or worn out by usage. Tools and material quantities are nearly optimized at each worksite to maximize efficiency without unnecessary duplication creating storage problems or shortages causing work to be delayed or deferred as a result of a lack of material, parts or tools on hand.
Green (79-65): The contractor maintains the Petroleum/Oil/Lubricant (POL), PMS material, and tool control program with little government intervention. Tools and material quantities are managed effectively at each worksite to prevent unnecessary duplication or shortages causing work to be delayed or deferred as a result of a lack of material, parts or tools on hand.
Yellow (64-51): The contractor requires government assistance to maintain the contractor’s Petroleum/Oil/Lubricant (POL), PMS material, and tool control program and has trouble keeping expenses on these items to a minimum beyond that required to purchase items consumed or worn out by usage. Tools and material quantities are not optimized at each worksite but do not cause excessive costs to be incurred.
Red (50-0): The contractor fails to maintain an effective Petroleum/Oil/Lubricant (POL), PMS material, and tool control program. This includes one or more of the following: Repeated reorders well beyond those required to complete the work; significant losses; excessive storage requirements; or significant work stoppages and/or deferrals caused by a failure to manage materials, parts or tools.
3. Under SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS, the following changes have been made:
a. An administrative correction is made to the day noted in Amendment 0008 Summary of Changes in which proposals are due. Please note that the conformed copy of the solicitation issued under Amendment 0008 reflects the correct day of the week and date of the month. Amendment 0008 Summary of Changes proposal due day is corrected to read as follows:
From:
PROPOSALS ARE DUE AT 1400 EASTERN DAYLIGHT TIME ON FRIDAY, 02 OCTOBER 2013, AT
THE NAVAL SEA SYSTEMS COMMAND. BIDDERS’ QUESTIONS ARE DUE NO LATER THAN 27
AUGUST 2013.
To:
PROPOSALS ARE DUE AT 1400 EASTERN DAYLIGHT TIME ON WEDNESDAY, 02 OCTOBER 2013,
AT THE NAVAL SEA SYSTEMS COMMAND. BIDDERS’ QUESTIONS ARE DUE NO LATER THAN 27
AUGUST 2013.
b. In response to NAVSEA 107, the note under Table L-4 has been modified in its entirety to read as follows:
Table L-4 – Priced Facilities Maintenance CLINs
CLIN
Effort Type Type CLIN FY # of Ships1
FM($)/Ship/yr
FM($)/class/yr
0200 FM CPAF/CPIF 14-15 4.33 1,708,224 7,402,303
0210 FM FFP 15-16 7.75 1,731,201 13,416,810

0240 FM FFP 18-19 12.00 1,815,323 21,783,873
Notes:
1 Partial quantity of ships indicates one or more ships coming into service for part of that FY.
2 FM(MD)/Ship/yr was derived by taking the average of the LCS 1 and LCS 2 Variant annual compartment cleaning requirements per Attachments J-6 and J-7 (1,121MD and 1,765MD respectively) and adding the historical average for annual corrosion control requirement of 1,389MD per ship. (1,443 (FM) + 1,389 (CC) = 2,832 MD/ship/year).
3 FM(MD)/class/yr = FM(MD)/ship/yr * (# of ships). Offerors shall note that the $1,708,224 estimate includes material costs necessary to meet the Facility Maintenance and Corrosion Control requirement.
c. In response to NAVSEA 107, Paragraph IV.C.4 has been modified in its entirety to read as follows:
4. Facilities Maintenance CLIN Pricing Use Table L-4 to see the total number of man-hours by GFY and CLIN, provided as guidance only, to use for pricing purposes. The Offeror shall note that the first year for this CLIN shall be priced based on a CPAF/CPIF contract type and each subsequent year shall be priced based on a FFP contract type. Offerors shall utilize the data provided in Attachments J-20A, J-20B, J-20C, J20D, J-20E, J-20F, and J-20H as a baseline for pricing purposes for each year. Offerors shall note that the data provided in the aforementioned J-20 Attachments shall represent the efforts to support the requirement of this CLIN for each year. For the corrosion control effort, the Offeror shall price solely on $837,826 per ship per year for labor and material. If Offerors determine that the Government estimate is insufficient, deviations can be provided and should be explained to ensure the proposed amounts are not viewed as indication of an Offeror’s lack of understanding of the work associated with these CLINs, but rather as an indication of an Offeror’s experiential understanding of the work required. While travel hours will be charged to the appropriate CLIN during execution, Offerors shall not include any travel hours in the proposed price. Please note that the Government does not intend to re-negotiate the proposed prices reflected in Section B for the FFP FM CLINs, and the proposed prices may only be adjusted in accordance with the Changes clause, FAR
52.243-1, based on any changes that affect the data that has been provided in the relevant Section J Attachments noted, and which would result in an impact to the fixed price CLIN(s).
4. Except as modified herein, all other terms and conditions of the subject solicitation remain unchanged.
