N00024-13-R-4305 Amendment 0007

NAVSEA REFERENCE NUMBER: NAVSEA-016 REV 1

SHIP/PROGRAM: LCS Class Ships Sustainment Execution – N00024-13-R-4305

SPECIFICATION NO: RFP Section C, CLIN 0100, PARAGRAPH NO: 2.A

TITLE: “+” Coding for MRC PAGE NO.: 77

QUESTION:

RFP, Section C, CLIN 0100, paragraph 2.a (p. 77), the subject paragraph requires the contractor to "accomplish PMS MRs specified for contractor to "accomplish as annotated by "+" coding on the MRC. MRs coded with "++" indicates either Ships Force or Contractor may be assigned to complete this MR as assigned by the Government".

For estimate / bid purposes, please clarify if the "++" MRs are to be included at this time.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER: The below response is an update to the response that was issued under Amendment 0003: For pricing purposes, Offerors shall include all periodic (non-situational) “++” MRs in the bid.

Please see Amendment 0007 which reflects changes made to the contract type for PMS CLINs 0110-0140 from FFP to CPAF/CPIF. The Offeror shall price all items labeled (+) or (++) in the MRC decks provided. The estimate shall indicate both the individual cost of each MR and the Offeror’s estimate of the total annual cost of the item based upon the schedule guidance provided as J-Attachments. The Offeror shall provide supporting detail about how the cost was developed.

SHIP/PROGRAM: LCS Class Ships Sustainment Execution – N00024-13-R-4305

SPECIFICATION NO: RFP Section L PARAGRAPH NO: IV C. 3 and 4

TITLE: PMS and FM CLIN Pricing PAGE NO.: 244

QUESTION:

The bold notes in RFP, Section L, paragraphs C.3 (p. 244, Planned Maintenance CLIN Pricing) and C.4 (p. 245 Facilities Maintenance CLIN Pricing) state that the proposed pricing may only be adjusted based on any changes that affect the data that has been provided in the Section J Attachments, and which would result in an impact for the fixed price (CLINs).

The pricing reflected in Section B (p. 6 - p. 74) will vary for each CP and FFP CLIN due to differences in vessel schedules and differing assumptions made necessary by various offerors for data not provided in the solicitation, necessary to develop estimates.

1) What level of detail besides simply the CLIN price is necessary to be provided with the bid in order to clearly establish a baseline for any potential changes after award?

2) Please confirm pricing adjustments includes those necessary as a result of changes to vessel operational schedules that could impact quantities at the CLIN level.

3) We assume the unit pricing established at the line item level of the FM and PM attachments instead of the CLIN pricing would provide the best establishment of a baseline for adjustments due to scope and/or schedule changes.

Please advise.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER:

1. Instructions are contained within Section L, IV Instructions for Cost Proposal Preparation. For evaluation purposes, the Offeror must provide sufficient detail on the basis for the proposed estimate for each CLIN. Therefore, cost proposals should be broken out as support for each hull by year for each CLIN. Show in the proposal how synergies created between similar hulls or similar work efforts will achieve both cost savings and work efficiencies. Ensure that cost proposals indicate a reasonable and repeatable proposal.

2. Pricing adjustments could result from changes to vessel operational schedules following contract award.

3. Proposal price at the CLIN level is expected to establish a viable baseline for the option years. However, the Offeror should refer to requirements at the line item level (per provided attachments and guidance) to establish an estimate at the CLIN level. Please see Amendment 0007 which reflects changes made to the contract type for PMS CLINs 0110-0140 from FFP to CPAF/CPIF.

TITLE: Work Items 243-11-001, 631-06-002 and 997-11-001 PAGE NO.: 247

QUESTION:

On CD Excel File named “List of Work Items and Values except Drydocking,”; work items 243- 11-001, 631-06-002 and 997-11-001 appear to apply to DSRAs only.

The last paragraph on Page 247 identifies work items 243-11-001 and 997-11-001 as “docking type items,” however, that does not specifically state they only apply to DSRAs.

Please clarify which work items in the notional work package apply only to a DSRA.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER: The below response is an update to the response that was issued under Amendment 0004:

The work items provided in the Notional Work Package (NWP) are for both availability types, SRA(d) and DSRA. There are no work items in the NWP that apply solely to a DSRA. Section L, Table L-9 has been revised to reflect work items 243-11-001, 631-06-002, and 997-11-001 as “drydocking” type items. This information will be updated and provided to Offerors via email and followed up with an updated Attachment S-1 on a Compact Disk upon request. Section L, Table L-9 was also revised in Amendment 0002 to clarify work items associated with each avail type. See Amendment 0004.

SPECIFICATION NO: N/A PARAGRAPH NO. 7

TITLE: PMS CLIN Pricing Guidance PAGE NO. Solicitation Amendment #0001, Page

QUESTION:

Solicitation Amendment #0001, page 3, para. (7) provides the following statement of work information:

(7) Tools, parts and materials for PMS.

(a) Common hand tools shall be provided by the contractor (or subcontractor) without a direct charge to the government. Special tools required by MRCs shall be provided by the Contractor and charged to the Government.

(b) Parts and materials required for PMS shall be procured by the Contractor. All PMS material will be procured, stored, managed and distributed by the Contractor. Advance procurement and storing of PMS materials is desired, particularly where situational requirements may drive an immediate need for materials with a long lead time. Therefore, the Contractor shall purchase PMS material & kit up to 6 months in advance.

1. In the preparation of the bidder’s firm fixed price estimate for the PMS Fixed Price

CLINs, please provide guidance regarding the above depicted Special Tools and Parts and Materials requirements (both kinds and quantities)? In addition, is it correct to assume that required materials will be procured 6 months in advance and as such be priced under the CLIN preceding the actual PMS execution CLIN?

2. Is it the Navy customer’s intention that the contractor provide the required Special Tools and Parts and Materials as part of the Fixed Price PMS CLIN(s) price?

Please provide clarification.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER: The below response is an update to the response that was issued under Amendment 0004. The revised response below reflects a correction made to the reference of Attachment J-26 instead of Attachment J-27 under response #1 and new direction related to procuring material under response #2:

1. The list of tools, parts and materials required to perform PMS MRCs are contained within the MRCs provided as Attachment J-17. Additionally, a list of parts, material and special tools will be provided as Attachment J-26 and provided to Offerors upon request via email in accordance with the instructions outlined in Section L, paragraph 4 under Additional Information. The contractor shall purchase sufficient quantities of tools, parts and material in order to execute PMS according to the approved PMS schedule for each ship the contractor supports. See Amendment 0004.

2. Material and parts shall be procured in sufficient time and quantity to establish and maintain a 6-month ready supply of PMS material on hand in order to execute all PMS tasks on schedule.

Section C, CLIN 0100 has been modified to reflect that PMS parts and material shall be charged to the current year of the PMS CLIN. See Amendment 0007.

Please see Amendment 0007 which reflects changes made to the contract type for PMS CLINs

SPECIFICATION NO: RFP Section L, IV.A PARAGRAPH NO. Paragraph 9.c.x

TITLE: CLIN Pricing Guidance PAGE NO. 232

The RFP Section L, ParIV.A.9.c.x requires an explanation and quantification of any costs that are included somewhere other than the work item estimate.

How should offerors price costs typically charged direct by their accounting system, that are not included in the Notional Work Package (NWP), such as plant and vessel security, purchasing, warehousing, parking, etc?

In the interest of enabling comparable, accurate cost estimates, we respectfully recommend the aforementioned cost elements (security, purchasing, warehousing, parking, etc.) as a minimum be added to the NWP.

Please advise.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER: The RFP has been amended to include a work item for Ship's Force parking. The Offeror shall price this item using the requirements within. For all other direct and indirect costs not specifically included in the notional work package (security, purchasing, warehousing, etc.), the Offeror shall clearly list and explain their cost structure so that the Government is able to fairly and reasonably evaluate these costs.

The Notional Work Package (NWP) (Section L, Table L-9, L-10, and L-11, and Attachment S-1) has been modified to include costs associated with Ship’s Force Parking under work item 992- 11-001. See Amendment 0007. The work specification for work item 992-11-001 will be provided via email. Please note that the most recently issued Attachment S-1 with Amendment 0004 already reflects this work item.

TITLE: Attachment J-17 PAGE NO. N/A

Attachment J-17 provided MRC cards for LCS-1, LCS-2, LCS-3 and LCS-4.

Please advise what the applicability for each of these MRC decks is to each of the follow ships LCS-5 through LCS-12.

Please advise.

ANSWER: LCS 1’s deck applies only to LCS 1 and LCS 2’s deck applies only to LCS 2. LCS 3’s MRC deck will apply to LCS 3 and follow-on LCS 1 variant ships. LCS 4’s MRC deck will apply to LCS 4 and follow-on LCS 2 variant ships. RFP amendments added data and guidance for use of the provided MRCs. Section L, Paragraph IV.C.3 will be revised to read as follows:

Planned Maintenance CLIN Pricing Table L-3 is provided as guidance and reflects the Government’s estimate for PM total number of man-hours by GFY and CLIN. Offerors shall utilize the data provided in the LCS MRC deck (Attachment J-17) as a baseline for pricing each year. Offerors shall utilize LCS 1’s MRC deck for LCS 1 only and LCS 2’s MRC deck for LCS 2 only. Offerors shall utilize LCS 3 and 4’s MRC decks to develop pricing for all follow-on ships of the respective class. In developing the proposal, the Offeror shall assume the number of occurrences of periodic MRCs based on once per year and develop an estimate accordingly for each situational MRC. The Offeror shall provide supporting detail about how the cost was developed, and should identify and segregate those costs related to situational (one time per year occurrence) and those related to non-situational. The Offeror must provide sufficient detail on the basis for the proposed estimate for each CLIN. Cost proposals shall be broken out as support for each hull by year for each CLIN.

The proposal shall demonstrate how synergies created between similar hulls or similar work efforts will achieve both cost savings and work efficiencies. The basis for the estimated cost shall be clearly built on a solid foundation which allows the Government properly evaluate the Offeror’s proposal and understand and repeat the methodology used to derive the estimated cost.

TITLE: Attachment J-17 PAGE NO. N/A

Please provide guidance for estimating contractor assigned situational requirements - "R" and "U" tasks, for which a periodicity cannot be determined, IE; number of hours of operation, number of times gun is fired, etc.

Some examples are MRC F4KZ, H2CU, F4DA. Note - there is a significant number of these situational requirements.

Please Advise.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER: Please see Amendment 0007 which reflects changes made to the contract type for PMS CLINs 0110-0140 from FFP to CPAF/CPIF. The Offeror shall price all items labeled (+) or (++) in the MRC decks provided. In developing the proposal, the Offeror shall estimate the number of occurrences of periodic MRCs and develop a price accordingly. However, because the frequency of situational checks can vary widely, the Offeror shall assume that each situational check occurs only once per year and price only one occurrence of each situational MRC. The Offeror shall provide supporting detail about how the cost was developed, and should identify and segregate those costs related to situational (one time per year occurrence) and those related to non-situational.

TITLE: Table L-3 correlation to Attachment J-17 PAGE NO. 230-231

Bidder has reviewed Attachment J-17, PMS Force Revision Disc. All Maintenance Requirement Cards (MRC) have Total Man-hours depicted for a given MRC. Table L-3 provides the Government’s projected man-hours for each PMS CLN. Is bidder to assume that the Table L-3 projected man-hours were derived utilizing the man-hours depicted on each MRC?

Bidder requests a detailed correlation between the Table L-3 Government projected man-hours and the man-hours depicted in attachment J-17.

Please provide clarification.

ANSWER: Section L, Table L-3 was based on the man-hours depicted on each MRC from Attachment J-17. The Government’s estimate assumes 4,820 Man-Days of PM work per ship per year assigned to the Contractor. Section L, Table L-3 was updated in Amendment 0004 to include this information.

TITLE: PMS Situational Requirements PAGE NO. 86

On page 86 paragraph (e), the solicitation states: “Situational Requirements (R), Unscheduled checks (U), and checks of other periodicities that cannot be reasonably anticipated and/or scheduled in advance, or are performed on a demand basis, such as checks performed in support of a ship’s materiel inspection or an unscheduled ship’s movement, may be charged against this CLIN but using a different SLIN.”

Is it correct for bidder to assume that all PMS checks with a Periodicity code of (R), (U), (LU), (PM), (SU), (OT), and (AP) are to be charged against the AESS CLIN using a different SLIN?

If not, please provide direction as to how many and which type of situational requirements can be reasonably anticipated and what bidders are to assume to be performed under the PMS CLIN.

Please provide clarification.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER:

1. No, PMS execution shall be charged to PMS CLINs (0100 – 0140). The language cited from Section C, CLIN 0300, para 1.c.11(e) incorrectly implied PMS could be charged to CLIN 0300. This language has been placed under CLIN 0100. See Amendment 0007 to reflect this change.

2. Please see Amendment 0007 which reflects changes made to the contract type for PMS CLINs 0110-0140 from FFP to CPAF/CPIF. The Offeror shall price all items labeled (+) or (++) in the MRC decks provided. The estimate shall indicate both the individual cost of each MR and the Offeror’s estimate of the total annual cost of the item based upon the schedule guidance provided as J-Attachments (J-17, J-21, J-22, J23, and J-27). The Offeror shall provide supporting detail about how that the cost was developed. Please see Amendment 0007 for an update to Attachment J-22.

The OPTEMPO Assumptions (Attachment J-27) is provided in Amendment 0007 for underway periods and can be used to anticipate PMS scheduling requirements, based on the assumption of “high OPTEMPO” characteristics for deployed “OCONUS” ships and “Low OPTEMPO” characteristics for “CONUS” ships.

Further, Offeror’s analysis of “R” and “U” tasks related to a specific system and the environment in which the system will be operating should be based on the model assumptions (Attachment J-27), ship delivery schedule (Attachment J-22) and the notional 32-month schedule (Attachment J-23).

TITLE: PMS Use of F-3 PAGE NO. Amendment 0001, pages 230-231

The Government’s estimated number of Manhours depicted in Tables L-3 increases over time.

Solicitation page 245, para. 3. Planned Maintenance CLIN Pricing provides the following bid instruction information; “Offerors shall utilize the Delivery Schedule in Section F-3 and reflect this assumption in its cost proposal.”

Section F-3 shows the delivery schedule for the CNO avails of LCS-1 through LCS-8 as well as five (5) TBD CLIN. Please advise how section F-3 correlates to the start date of when bidders will be responsible to provide PMS support services.

Should bidders assume only LCS-1 through LCS-12 will be included in the LCS SEC contract?

Please provide clarification.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER: Table F-3 is a CNO Availability schedule and does not correlate to PMS support start dates. PMS supports shall begin at Crew Move Aboard as identified in Attachment J-22 (LCS Delivery Schedule). Section L, Paragraph IV.C.3 has been revised to read as follows:

Planned Maintenance CLIN Pricing

Table L-3 is provided as guidance and reflects the Government’s estimate for PM total number of man-hours by GFY and CLIN.

See Amendment 0007.

In accordance with the current Force Structure Plan, LCS 1 through 12 are scheduled to be homeported in San Diego and LCS 13 through 24 are scheduled to go to Mayport. However, as a matter of routine, the Government periodically reevaluates force structures and may change the mix of ships in each port to better fit warfighting requirements. Regardless of the final mix, the Government fully expects to homeport 12 ships in San Diego during the period of the contract.

TITLE: Attachment J-21 Equipment Guide List PAGE NO. N/A

1) Based on Attachment J-21 Equipment list manhours and Attachment J-22 Delivery Schedule, the Government estimate for CLIN 0200 with 4 vessels in service appears to be very low. Similarly, the Government estimate for CLIN 0210 with 9 vessels in service and for CLIN 0220 with 12 vessels in service appear to be very low. Please Clarify.

2) Based on the Attachment J-21 Equipment list manhours, the Government estimate appears to only consider the MRC card manhours to accomplish the maintenance but do not include additional support manhours for the maintenance such as scaffold, gas free, tagout, hazmat, etc, to fully accomplish the PM. Is this correct? Please advise.

ANSWER:

1. The Government’s estimate for CLINs 0200-0250 considers partial years that each ship is in service.

2. Correct. Offerors are encouraged to review the MRCs and apply reasonableness to determine which maintenance actions will require additional support tasks and the time required to accomplish each of them, based on experience. Based on this analysis, the Offeror should price the work/time expected and describe the basis of the estimate, considering opportunities for grouping work to minimize churn onboard and optimize opportunity, scheduling, workload, and workforce level-loading.

TITLE: Attachment J-21 Equipment Guide List PAGE NO. N/A

Attachment J-21 of the last Amendment is said to contain the Equipment Guide List (EGL) for LCS-1, LCS-2 and LCS-3.

• A review of the list seems to indicate the duplication of numerous items. For instance, on the LCS-1 tab, lines 4 through 7 are identical.

• In another instance, on the LCS-2 tab, lines 83 and 84 are identical except for the equipment count, which is not correct and the yearly hours do not total the activity correctly.

• Finally, on the LCS-3 tab, lines 349 through 351 appear to be duplicates. The lack of asset codes in the supplied spread sheet makes it impossible to tell with certainty that there are no duplicate records in the file.

Will the government verify the veracity of Attachment J-21 and/or provide asset codes?

ANSWER: The EGL (Attachment J-21) was drawn from SKED 3.2 and is accurate.

Offerors should apply the equipment counts provided in Attachment J-21.

• The EGL (Attachment J-21) supports the capability to organize equipment into manageable groups; the repeated listings on the LCS-1 tab, lines 4 through 7 represent the various groupings.

• LCS-2 lines 83 and 84 account for each main engine. Attachment J-21 has been revised to indicate "situational" in the "Interval" and "Yearly Man Hours" columns for all situational MRCs. See Amendment 0007 for the revision to Attachment J-21.

• LCS-3 lines 349-351 represent unique equipment and are not duplicates. Asset codes will be provided after award.

Please provide guidance for estimating contractor assigned situational requirements - "SU" and "LU" tasks for which is periodicity cannot be determined, such as layup and other key events.

Some examples are MRC HOTN and HOTM.

TITLE: N/A PAGE NO. N/A

Bidder's Questions #72, 78 and 83 as well as other questions submitted but not yet answered all discuss the difficulty of providing a FFP proposal for PMS checks with undefined periodicity (R, U, LU, SU, OT, AP). This issue has been answered in regards to material, but still unclear in regards to labor. Is it the intent that labor for PMS checks of defined periodicity shall be covered under CLIN 0100-0140 while those of undefined frequency shall be accomplished under CLIN 0300-0340 for labor, when/as ordered by the Government?

ANSWER: No. All labor used to accomplish PM tasks, including PMS checks of undefined periodicity, will be charged to CLINs 0100-0140 only. Reference to note that PMS could be charged to CLIN 0300 under Statement of Work for CLIN 0300 has been removed.

The Offeror shall provide supporting detail about how that the cost was developed.

RFP Table L-1 and Amendment 0004, Enclosure 1 NAVSEA-068:

The manhours in Table L-1 do not correlate with the number of ships per year as cited by Tables L-3 and L-4, and appear to be based on GFY rather that the RFP period of performance.

Please Clarify the Government estimate basis.

QUESTION:

Amendment 0004, Enclosure 1, NAVSEA-075:

Please clarify NAVSEA - 075

CONUS and OCONUS costs are allowable under the resultant contract. However, Offerors shall allocate all manhours for time related to travel to the appropriate CLIN in which the travel is in support of. In order to properly understand and estimate those costs, Offerors need to know all CONUS and OCONUS travel locations, and type and quantity of work that will be conducted at each location to properly estimate travel manhours, particularly for CLINs 0100-0140 and 0200- 0240, or we suggest covering the travel hours charged to the individual CLINs as change orders.

ANSWER: Part 2 of the answer for RFC #75 was in error. The answer has been revised to read as follows:

2) For proposal pricing purposes, Offerors shall not price travel man-hours. Man-hours for time related to travel will be allocated to the appropriate CLIN for which the travel is in support of by change orders. Travel costs allocated to CLIN 0700 shall be in accordance with travel costs as defined in FAR 31.205-46(a)(1).

Ref: Amendment 0004, Section C, CLIN 0200:

The RFP States that Corrosion Control (CC) will be identified by the CSMP and "as found conditions" but no scope is provided.

Section C, CLIN 0200, paragraph 3.a.1.a and Section L, page 242, paragraph 4 "Facilities Maintenance CLIN pricing" refer to Attachment J-20A, J-20B, J-20C, J-20D, J-20E and J-20H for determination of the work scope for pricing purposed for CC.

The subject attachments are a collection of Paint Schedule, Decking Schedule, Gen Specs and other corrosion and preservation documents.

None of these documents with any specificity provide the scope or frequency of the work to be accomplished for the Corrosion Control efforts.

Please provide sufficient guidance to accurately estimate, or re-define the scope of work to "provide 1,389 mandays of corrosion control per ship per year", or cover CC work under a CPAF / IF CLIN, or cover all CC work by change order to the FFP CLINs.

ANSWER: In accordance with Section C, CLIN 0200, the Government intends to use the 10% requirement to establish a tripwire for which corrosion control efforts transition from simple FM into a stand-alone work item. For the corrosion control effort contained within the FM CLINs, the offeror should price solely on 1,389 man-days per ship per year based upon the Offeror’s experience of the labor mix required to accomplish minor corrosion control as defined in the solicitation, Section C under

CLIN 0200.

The "Limitations on Indirect Cost Rates" Clause, on page 70, directs bidders to utilize indirect cost rate ceilings in the first three Contractor fiscal years. Bidders understand that this clause is not applicable to Firm Fixed Priced CLINs within this solicitation/contract. Is this correct?

ANSWER: The "Limitations on Indirect Cost Rates" Clause does not apply to Firm Fixed Price CLINs. The Government has provided new direction concerning the purchase of all PMS parts, tools and materials. The Offerors are directed to purchase those items under CLIN 0100. See Amendment 0007.

TITLE: Definition of Corrosion Control (NAVSEA-030 and 038) PAGE NO. 81

QUESTION:

Amendment 0004 now provides a revised Government estimate for PMS and FM CLIN.

Amendment 0004 now shows the corrosion control estimate as 1,389 MDs per ship. In order to evaluate the Government estimate for corrosion control as compared to the solicitation requirements, the bidder requires clarification of the definition of corrosion control.

The solicitation defines corrosion control as minor preservation classified as 10% of surface area.

This can become very difficult to define in an Engine Room, considering all of the horizontal and vertical surfaces and lagged components therein.

1. Are bidders expected to bid based on 10% of the compartment square footages of decks, bulkheads and overheads only?

2. Should bidders quote to conduct 10% of the surface area based on square footages provided in Attachment J-6 and J-7, Compartment Cleaning Schedules?

3. Should bidders quote to conduct 10% of surface area for each ship per year or 10% of surface area per ship throughout the duration of the contract?

ANSWER:

1. No.

2. No.

3. No.

In accordance with Section C, CLIN 0200, the Government intends to use the 10% requirement to establish a tripwire for which corrosion control efforts transition from simple FM into a stand-alone work item. For the corrosion control effort contained within the FM CLINs, the offeror should price solely on 1,389 man-days per ship per year based upon the Offeror’s experience of the labor mix required to accomplish minor corrosion control as defined in the RFP CLIN 0200.

QUESTION:

Amendment 0004 now directs all PMS material to be purchased under the firm fixed price PIO

CLIN 0600.

1. Is it the Navy’s intent that parts and materials required to perform FM also be procured under the PIO CLIN 600?

The standard work template provided as Attachment J-13 for FM states that “corrosion control work items are planned based on requirements in CSMP and found conditions on the vessel…”

2. Because as-found conditions cannot be reasonably anticipated at this time, how should bidders estimate for the different preservation systems/requirements in the various ship compartments?

3. In preparation of the estimate for the FM Fixed Price CLINs, please provide guidance regarding the types and quantities of material required to support the FM requirements of the solicitation.

ANSWER:

1. No. FM material shall be priced as part of the associated FM CLIN. Additionally, the direction provided in Amendment 0004 to purchase all parts, special tools and material has been revised. See Amendment 0007 (Statement of Work for CLIN 0100) which now directs the purchase of those items under CLIN 0100.

2. In accordance with Section C, CLIN 0200, the Government intends to use the 10% requirement in CLIN 0200 to establish a tripwire for which corrosion control efforts transition from simple FM into a stand-alone work item. For the corrosion control effort contained within the FM CLINs, the offeror should price solely on 1,389 man-days per ship per year based upon the Offeror’s experience of the labor mix required to accomplish minor corrosion control as defined in the RFP CLIN 0200.

3. Types of materials required to support FM requirements are listed in the J Attachments .

Cleaning materials can be derived from Attachment J-5; while painting material requirements can be derived from Attachments J-20A through J-20-F.

QUESTION:

Given the answer provided in Amendment 004 to NAVSEA-075, the travel time required to be estimated OCONUS would be much different than that for CONUS travel outside of San Diego.

Due to various travel scenarios for non-San Diego performance locations, please provide bidders guidance as to Navy assumptions of locations and quantities per year, per ship, in support of non- San Diego work.

Alternatively, please provide directed level of effort for time in travel.

Section L, Part IV.C6 is revised to require development of 612 work items per ship per year.

Based on the number of ships provided in Table L-3 in Amendment 004, the Government estimate for AESS 0300 calculates out to be 14,902 hours per ship per year which is inordinately low to perform all requirements of Section C including development of 612 work specs.

Please clarify.

ANSWER: Table L-1 has been revised in Amendment 0007 to reflect the Government’s estimate of man-hours required to support the AESS effort based upon the contract period of performance as noted in Section F. The hour/ship decline is a result of the synergy that the Government expects the Offeror to achieve as more ships are supported.
