N00024-13-R-4305 Amendment 0014

NAVSEA REFERENCE NUMBER: NAVSEA-111

SHIP/PROGRAM: LCS Class Ships Sustainment Execution - N00024-13-R-4305

SPECIFICATION NO: Section C, Statement of Work PARAGRAPH NO. N/A

TITLE: N/A PAGE NO.: 126, 135

QUESTION:

Offeror notes that Amendment 11, Summary of Changes document page 90 of 164, indicates changes have been made to the EPCP requirements in the Section C statement of work. Paragraph t (page 120) of the Repair and Alteration CLINs removes reference to EPCPs and paragraph i (page 129) of the Non-Scheduled Emergent and Continuous Maintenance Repairs and Alteration CLINs also removes reference to EPCPs, consistent with direction received from CNRMC in letter dated 19 Sep 14, Eliminating Expanded Process Control Procedures. However, the conformed copy of the RFP still references utilization of NAVSEAINST 5400.108A (series) titled, "Policy for Quality Management of Work on Non-Nuclear Surface Ship Critical Systems" (pages 126 and 135) and Section L.III.B, page 237 of the Technical Approach still requires response to question B.8 (Describe how the Offeror will account for Expanded Process Control Procedures). Please clarify that a response to question B.8 is still required or revise the solicitation accordingly.

DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)

ANSWER: Section C Statement of Work, paragraph 1.t. for CLINs 1025, 1026, and associated Accomplish CLINs will be revised in a subsequent amendment to reflect a change from NAVSEAINST 5400.108A (series) titled, "Policy for Quality Management of Work on Non- Nuclear Surface Ship Critical Systems" to COMUSFLTFORCOMINST 4790.3 (series) Joint Fleet Maintenance Manual (JFMM), Volume VII, Chapter 4, CNRMC Ltr 4700 Ser C200/193 dtd 19 Sep 2014. The Contractor shall utilize an Enterprise Asset Management (EAM) database or equivalent system for a standard template and a PCP repository.

Section C Statement of Work, paragraph 1.i. for CLIN 3010, 3011, and associated Non-scheduled CM/EM Repairs and Alts CLINs will also be revised in a subsequent amendment to reflect a change from NAVSEAINST 5400.108A (series) titled, "Policy for Quality Management of Work on Non-Nuclear Surface Ship Critical Systems" to COMUSFLTFORCOMINST 4790.3 (series) Joint Fleet Maintenance Manual (JFMM), Volume VII, Chapter 4 and CNRMC Ltr 4700 Ser C200/193 dtd 19 Sep 2014. The Contractor shall utilize an Enterprise Asset Management (EAM) database or equivalent system for a standard template and a PCP repository.

Section L, Paragraph III.B.8, will be marked “REMOVED” in a subsequent amendment.

QUESTION:

Notional Work Item 992-31-001 revised and provided with Amendment 011 is for a DDG-51 Class vessel.

1) Please confirm that the Government intended to provide this as a template to use as the basis for estimating the cleaning and pumping requirements for this contract.

2) If so, please confirm for estimating purposes, that the space designations for DDG vessels should be disregarded and offerors should estimate the requirements of similar size and configuration LCS Class spaces.

3) The Government estimate in Section L did not change when the SOW changed from the LCS work item with 7 spaces to a DDG work item with 10 spaces.

Please clarify.

ANSWER:

1) For pricing purposes, the Offeror shall utilize the Notional Work Item for 992-31-001 provided under Amendment 0011 to develop an estimate for cleaning and pumping requirements for LCS SRA(d) and DSRA availabilities.

2) The space designations for DDG vessels as specified in the work specification, Paragraph 2, shall be utilized, for developing a proposed estimate in the event the Offeror deviates from Government’s estimate.

3) The Government’s estimate for the subject notional work item remains unchanged.

QUESTION:

The revised CLIN structure does not appear to provide all of the information necessary to price some of the CLINs. For example, Exhibit L002 lists CLIN 1060 as the Execution Planning CLIN for LCS-2 FY18 DSRA. Per solicitation instructions on page 258, the start date is one year prior to the start date of the hull availability in Section F-3. There is no availability listed in Section F- 3 nor on Exhibit L002 for the LCS-2 FY18 DSRA. Page 260, paragraph 11 provides guidance for pricing TBD CLINs but does not provide guidance for establishing the period of performance for EP CLINs that do not have a corresponding execution availability in Section F-3.

Please advise.

ANSWER: Section L, Paragraph IV.C.1(a) will be revised in a subsequent amendment to read as follows:

For execution planning CLINs (see Table L-1), the start date shall be 1 year prior to the start of the hull availability CLIN (see Section F-3), and the completion date shall be the hull availability CLIN start date (see Section F-3). For CLINs 1060, 1070, and 1080, the start date shall be 1 year prior to the dates specified under a separate correspondence to be provided upon request.
