NAVSEA REFERENCE NUMBER: NAVSEA-001
SHIP/PROGRAM: LCS Class Ships Sustainment Execution – N00024-13-R-4305
SPECIFICATION NO: RFP Section L, II.B.
TITLE: Proposal Structure PAGE NO.: 218
QUESTION:
RFP instructions stipulate…”The proposals must be prepared using the Arial typeface at a font size no smaller than 12 points….”
The LCS SEC RFP requires nearly all of the technical proposal information required by a typical MSMO RFP plus additional, LCS-specific information. In order to enable Offerors to provide a compliant response, without increasing the page count, will the Contracting Officer amend the font size requirements to permit the use of 10-point Arial font in tables, figures, and exhibits?
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
ANSWER: Yes. Amendment 0001 revises the font size to be no smaller than 8-point for graphics and flowcharts. For tables, the Navy will allow a font size no smaller than 10-point.
However, the Government is under no obligation to review tables, except as amplifying information.

TITLE: NWP and Item Table PAGE NO.: 247
QUESTION:
RFP Section L, Page 247, Table L-9 Items marked with " # " are docking items. All CNO availabilities are either DSRA's or SRA(d)'s that require drydocking. Please confirm that it is the Government's intent that work items marked with " # " are only included in DSRA availabilities.
ANSWER: Work items marked with “#” require the ship to be drydocked to accomplish the work and may be accomplished in either a DSRA or SRA(d) availability.

SPECIFICATION NO: RFP Section L, IV, A, 7, Table L-3 and L-4
TITLE: Table L-3 and L-4 Pricing PAGE NO.: 231
RFP Section L, Tables L-3 and L-4, will the Government provide a mechanism tied to the Cost Performance Index or other such index, whereby labor rates would be adjusted for inflation in the out-years, in order to minimize cost risk to the contractor?
ANSWER: Table L-8 under Section L, IV, C. 16 is provided for Offerors to use in projecting escalation for labor rates under the Ship Repair and Boat Building industry. Offerors may utilize an alternative escalation index from what has been provided for the Planned Maintenance and Facilities Maintenance CLINs; however, rationale for the alternative index should be provided.
After contract award, the labor rates in the out-years for Planned Maintenance and Facilities Maintenance will not be re-negotiated.

SPECIFICATION NO: RFP Section B Clause
TITLE: Contract Summary for Payment Office (Cost/Fixed Price PAGE NO.: 74
ANSWER: CLIN 0201 referenced in Section B clause "Contract summary for Payment Office (Cost / Fixed Price)" is in error and should read as CLIN 0210. See Amendment 0001.
RFP Section B, Page 74, "Contract summary for Payment Office (Cost / Fixed Price)" appears to contain a typographical error in the 2nd line of the table, where "0201" should read "0210" based on the CLIN structure in various sections of the RFP.
Please confirm.

ANSWER:
1) CLIN 1075 should be listed as SRA(d) in Section L, Table L-2. See Amendment 0001.
2) CLIN 1095 should be listed as DSRA in Section L, Table L-2. See Amendment 0001.
3) CLIN 1105 should be listed as SRA(d) in Section L, Table L-2. See Amendment 0001.
1) CLIN 1075 is listed as an SRA(d) on Attachment S-2 (Cost Exhibits, L002) and Sections B (p.24) and C (p.111), but listed as a DSRA in Section L, Table L-2 (p.230).
Please Clarify.
2) CLIN 1095 is listed as a DSRA on Attachment S-2 (Cost Exhibits, L002) and Section B (p.26) and C (p.111), but listed as SRA(d) in Section L, Table L-2 (p.230). Please Clarify.
3) CLIN 1105 is listed as an SRA(d) on Attachment S-2( Cost Exhibits, L002) and Section B (p.27) and C (p.112), but listed as a DSRA in Section L, Table L-2 (p.230). Please Clarify.

SPECIFICATION NO: RFP Section L,IV, C, Cost Proposal Assump.
TITLE: Request for Clarification PAGE NO.: 244
ANSWER:
1) The estimates provided for the PMS and FM CLINs are intended to be used as a guide for the Offeror to develop its own estimate, or Offerors can utilize the estimate provided, with the application of the appropriate labor rates and fees. If the Offeror chooses deviate from the Government provided estimate and develop its own estimate, rationale shall be provided to support the proposed estimate.
2) The proposed price for the PMS and FM CLINs shall be based on the data provided to in the relevant Section J Attachments. The Government intends to exercise the entire CLIN based on the proposed price. Only changes that would create an impact to the proposed price and were not included in the data used to price these CLINs will be addressed in accordance with the Changes clause 52.243-1.
Ref: RFP Section L, Page 244,245 Paragraph 3 and 4
1) For pricing PM and FM CLINs, contractor is to develop an estimate for the scope of work for FM in Attachment J17, and for FM, Attachment J20 (A-F, J). The IGE in Tables L-3 (p.230) and L-4 (p.231) are for guidance only. Offerors are to estimate the cost, apply appropriate rates and fees to price these CLINs. Please Confirm.
2) After Contract Award, will the entire CLIN be exercised for execution based on the submitted price or will partial awards of either PM or FM CLINs be exercised?
Please clarify how these FFP CLINs will be administered.

SPECIFICATION NO: RFP Section L, Table L-2
TITLE: Man-hours for CLIN 1055 PAGE NO.: 230
ANSWER: The availability type for CLIN 1055 is in error and should read as DSRA.
Response to NAVSEA Reference Number 011 also makes note to similar corrections made to CLINs 1075, 1095, and 1105. See Amendment 0001.
RFP Section L, Page 230 Table L-2 appears that the manhour estimates are shifted where thay don't match the intended avail type. For example, most SRA(d) CLINs are 34,560 manhours but CLIN 1055, an SRA(d) shows 115,200 manhours, the same as the DSRA.
Several CLINs appear incorrect.
Please advise.

SHIP/PROGRAM: LCS Class Ships Sustainment Execution – N00024-13-R-4305
SPECIFICATION NO: RFP Section L, IV, Para A.7
TITLE: Table L-1 through L-7 PAGE NO.: 229
ANSWER: Government estimates are provided for all priced CLINs. In the event Offerors choose to deviate from the Government provided estimates, rationale shall be provided to support the proposed estimate.
RFP Section L, Paragraph IV A.7 states that the projected manhours in Tables L-1 through L-6 are for guidance.
● Section L, IV, A, 9.d.i (last paragraph) (page 236) states that the Government estimates are for guidance only, and that the offeror should develop its own estimates for PMS and
FM.
● Section L, IV, B.5.b (page 241) provides for potential deviations from the Government estimate for EP, AESS, PMS, FM, ISEA and Ship Assessment CLINs.
● Section L, IV, Paragraphs (page 245) C.5, C.8, C.9 & C.13 state that the EP, ISEA and Ship assessment and "TBD" CLINs "shall be" priced utilizing the IGE which is inconsistent with the above statements.
Please Clarify.

SPECIFICATION NO: Significant Subs
TITLE: Request for Clarification PAGE NO.: 233
ANSWER: Cost proposals shall be submitted for Significant Subcontractors, as defined in the solicitation, as well as all non-significant subcontractor with a cost-type contract or those with a cumulative value greater than $5,000,000, regardless of contract type. The language in Section L (Paragraph IV.A.9. c) iii) that references cost proposals for non-significant subcontractors are not required will be deleted. See Amendment 0001.
Page 233, para iii, states: “The Offeror must provide…Significant Subcontractor direct labor and indirect rate information. Then defines cost proposal significant subcontractors as:
“NOTE: For cost proposal purposes, “Significant Subcontractor” is defined as those subcontractors providing effort consisting of five percent (5%) of total direct dollars:
OR ten percent (10%) of total man-hours.”
However, Instructions for Chapter 2, Page 240 states “For each cost type Subcontractor (regardless of cumulative subcontract value), and for any Subcontractor (regardless of contract type) with a cumulative value of greater than $5,000,000, the Offeror shall have the Subcontractor provide separate chapter-structured cost proposals.”
For cost proposal purposes, is it NAVSEAs intent that bidders ignore the page 233 definition for significant subcontractors for cost proposal preparation and subcontractor data submission and only use the definition provided in “Instructions for Chapter 2 – Subcontractor Cost Data”?
Please provide clarification.

SPECIFICATION NO: Base Year FM
TITLE: Request for Clarification PAGE NO.: 152
QUESTION:
Page 152 states, “For pricing purposes ONLY, the anticipated date of award is 30 April 2014.”
Page 244 states, “base year for AESS, PMS and FM shall be from date of contract award and the completion date shall be 1 year from contract award date” [29 April 2015]. The start date for option CLIN shall be upon the effective date of option exercise, and the completion date shall be 1 year from the effective date of option exercise.”
Should bidders assume that the option CLINS will be exercised on 30 April for each subsequent option CLIN year? -Or- Should bidders assume that the base year ends 30 SEP 2014 and all subsequent option CLINs period of performance will coincide with the Government Fiscal Year?
Please provide clarification.
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
ANSWER: For pricing purposes, Offerors shall assume that the first option CLIN will be exercised 12 months from contract award and each subsequent Option CLIN will be exercised 12 months thereafter. Offerors shall assume the exercise dates of Option CLINs will be exercised on 30 April for each subsequent Option CLIN year.

TITLE: Attachment S-3 PAGE NO.: 242
QUESTION:
RFP Section L, Paragraph B, 5.(F) "Contractor Systems Approvals and Issues" page 242;
Submittal requirement for Attachment S-3 is unclear. Please confirm that submittal of Attachment S-3 is only required if the Offerors accounting system has not been audited.
ANSWER: Submission of Attachment S-3 is required for all Offerors. Section L, IV, B, Paragraph 5(f) will be modified to reflect this. See Amendment 0001.
NAVSEA REFERENCE NUMBER: NAVSEA-024
SPECIFICATION NO: RFP Section L, IV, Paragraph C.2
TITLE: Instructions for Proposing Fee PAGE NO.: 244
1. FAR 52.216-8 specifies that the Government will pay fixed fee as stipulated in the schedule.
2. RFP Section L, IV, C.2 “Instructions for Proposing Fee” states that the offeror shall propose a fixed fee in accordance with the statutory fee limitations.
The RFP (schedule) does not appear to provide any fee guidance or stipulate fee for the FFP CLINs and we are unaware of any statutory fee limitations.
Please clarify.
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
ANSWER: CLINs 0110, 0120, 0130, 0140, 0210, 0220, 0230 and 0240 are Firm Fixed Priced.
The Section B prices for these CLINs should include any profit proposed. However, Offerors must clearly identify a price element breakdown for each of the FFP CLINs amounting to the total proposed price, whereby the profit together with the elements can be evaluated. Language referencing statutory limitations associated with fixed fee will be deleted. See Amendment 0001.

SPECIFICATION NO: RFP Section L, IV, B, Paragraph 5(b)
TITLE: Proposed Man-hour Deviations PAGE NO.: 241
QUESTION:
RFP Section L, paragraph B.5.b (p. 241) states that if an offeror chooses to deviate from the Government manhour estimate for EP, AESS, PMS, FM, ISEA, and Ship Assessments, the offeror is to provide a rationale for deviating from the IGE.
Paragraphs C.3 (p. 244) through C.9, essentially direct the offeror to develop its own estimate, (not utilize the IGE).
This is not the same as a “deviation” from the directed use of an IGE.
Therefore, please clarify why providing rationale from the IGE is required since offerors are directed to deviate from the IGE.
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
ANSWER: Offerors are not directed to deviate from the IGE. Government has provided estimates for all priced CLINs. In the event Offerors choose to deviate from the Government provided estimates, rationale shall be provided to support the proposed estimate.
