SHIP/PROGRAM: LCS Class Ships Sustainment Execution – N00024-13-R-4305
SPECIFICATION NO: RFP Section L, IV, A, 7, Table L-3 and L-4
TITLE: Table L-3 and L-4 Pricing PAGE NO.: 231
QUESTION:
RFP Section L, Tables L-3 and L-4, will the Government provide a mechanism tied to the Cost Performance Index or other such index, whereby labor rates would be adjusted for inflation in the out-years, in order to minimize cost risk to the contractor?
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
ANSWER: As a result of the change in contract type for PMS CLINs in Amendment 0007, the answer below is an update to the response that was issued under Amendment 0001:
Table L-8 under Section L, IV, C. 16 is provided for Offerors to use in projecting escalation for labor rates under the Ship Repair and Boat Building industry. Offerors may utilize an alternative escalation index from what has been provided for the Facilities Maintenance CLINs; however, rationale for the alternative index should be provided. After contract award, the labor rates in the out-years for Facilities Maintenance will not be re-negotiated.

TITLE: Request for Clarification PAGE NO.: 244
ANSWER: As a result of the change in contract type for PMS CLINs in Amendment 0007, the answer below is an update to the response that was issued under Amendment 0001:
1) The estimates provided for the PMS and FM CLINs are intended to be used as a guide for the Offeror to develop its own estimate, or Offerors can utilize the estimate provided, with the application of the appropriate labor rates and fees. If the Offeror chooses to deviate from the Government provided estimate and develop its own estimate, rationale shall be provided to support the proposed estimate.
2) In Amendment 0007, PMS CLINS 0110-0140 were changed from FFP to CPAF/CPIF.
(FM CLINs are unchanged.) For the FM FFP CLINs, the Government intends to exercise the entire CLIN based on the proposed price. Changes that create an impact to the proposed price and not included in the data used to price those CLINs will be addressed in accordance with the Changes clause 52.243-1.
Ref: RFP Section L, Page 244,245 Paragraph 3 and 4
1) For pricing PM and FM CLINs, contractor is to develop an estimate for the scope of work for FM in Attachment J17, and for FM, Attachment J20 (A-F, J). The IGE in Tables L-3 (p.230) and L-4 (p.231) are for guidance only. Offerors are to estimate the cost, apply appropriate rates and fees to price these CLINs. Please Confirm.
2) After Contract Award, will the entire CLIN be exercised for execution based on the submitted price or will partial awards of either PM or FM CLINs be exercised?
Please clarify how these FFP CLINs will be administered.

ANSWER: As a result of the change in contract type for PMS CLINs in Amendment 0007, the answer below is an update to the response that was issued under Amendment 0002:
Section L, Paragraph IV, C.2, first paragraph will be revised to read as follows:
“For each CPAF/CPIF CLIN, the Offeror shall propose a fee of nine point two three two percent (9.232%) of the proposed CLIN/Sub-CLIN cost, which includes four percent (4.000%) award fee and five point two three two percent (5.232%) incentive fee (for Execution Planning, Repair and Alteration, and Planned Maintenance (CLIN 0100-0140) CLINs) and 5.232% award fee and 4.000% incentive fee (for Administrative and Engineering Support Services, Facility Maintenance (CLIN 0200 only), In-Service Engineering Agent, and Ship Assessment CLINs) , as stated in the clause “DETERMINATION OF FEE” (note that the overall proposed fee of 9.232% is not the same as the maximum overall fee of 11.232%, the difference being 2% between the target cost incentive fee of 4.00% and the maximum cost incentive fee of 6.00% and decreasing sharply after 6% to encourage more cost realism.) For each Firm-Fixed Price CLIN (0210, 0220, 0230, and 0240), the Offeror shall include any profit proposed. However, Offerors must clearly identify a price element breakdown for each of the FFP CLINs amounting to the total proposed price for evaluation purposes.”
See Amendment 0008.
RFP Section L, IV, C.2, Page 244, "Instructions for Proposing Fee" is different from the RFP Section B page 55 where the fee structure for CLINs in Note E is different then the fee Structure for CLINs in Note F.
Please advise.

TITLE: “+” Coding for MRC PAGE NO.: 77
QUESTION:
RFP, Section C, CLIN 0100, paragraph 2.a (p. 77), the subject paragraph requires the contractor to "accomplish PMS MRs specified for contractor to "accomplish as annotated by "+" coding on the MRC. MRs coded with "++" indicates either Ships Force or Contractor may be assigned to complete this MR as assigned by the Government".
For estimate / bid purposes, please clarify if the "++" MRs are to be included at this time.
ANSWER: The below response is an update to the response that was issued under Amendment 0007:
Please see Amendment 0008 which reflects changes made to the contract type for PMS CLINs 0110-0140 from FFP to CPAF/CPIF. When developing their proposal, the Offeror shall price periodic items labeled with (+) or (++) in the PMS decks. Situational requirements shall not be priced. Cards that include a “situational component” (M-1R+, A-2R++, etc.) shall be priced by applying the periodic component only. For pricing PMS material, in the event Attachment J-26 varies from the actual PMS cards contained in Attachment J-17, the requirements in Attachment J-17 shall prevail. While travel hours will be charged to the appropriate CLIN during execution, Offerors shall not include any travel hours in the proposed estimate. The Offeror shall provide supporting detail about how the cost was developed.

ANSWER: As a result of the change in contract type for PMS CLINs in Amendment 0007, the answer below is an update to the response that was issued under Amendment 0001:
The contract type for CLINs 0110-0140 have been changed to CPAF/CPIF. CLINs 0210, 0220, 0230 and 0240 are Firm Fixed Priced. The Section B prices for the FFP CLINs should include any profit proposed. However, Offerors must clearly identify a price element breakdown for each of the FFP CLINs amounting to the total proposed price, whereby the profit together with the elements can be evaluated. Language referencing statutory limitations associated with fixed fee will be deleted. See Amendment 0008.

TITLE: PMS CLIN Pricing Guidance PAGE NO. Solicitation Amendment #0001, Page
QUESTION:
Solicitation Amendment #0001, page 3, para. (7) provides the following statement of work information:
(7) Tools, parts and materials for PMS.
(a) Common hand tools shall be provided by the contractor (or subcontractor) without a direct charge to the government. Special tools required by MRCs shall be provided by the Contractor and charged to the Government.
(b) Parts and materials required for PMS shall be procured by the Contractor. All PMS material will be procured, stored, managed and distributed by the Contractor. Advance procurement and storing of PMS materials is desired, particularly where situational requirements may drive an immediate need for materials with a long lead time. Therefore, the Contractor shall purchase PMS material & kit up to 6 months in advance.
1. In the preparation of the bidder’s firm fixed price estimate for the PMS Fixed Price
CLINs, please provide guidance regarding the above depicted Special Tools and Parts and Materials requirements (both kinds and quantities)? In addition, is it correct to assume that required materials will be procured 6 months in advance and as such be priced under the CLIN preceding the actual PMS execution CLIN?
2. Is it the Navy customer’s intention that the contractor provide the required Special Tools and Parts and Materials as part of the Fixed Price PMS CLIN(s) price?
Please provide clarification.

ANSWER: The below response is an update to the response that was issued under Amendment 0007:
1. The list of tools, parts and materials required to perform PMS MRCs are contained within the MRCs provided as Attachment J-17. Additionally, a list of parts, material and special tools was provided as Attachment J-26 upon request via email in accordance with the instructions outlined in Section L, paragraph 4 under Additional Information. The contractor shall purchase sufficient quantities of tools, parts and material to establish a 6-month supply of parts in order to execute PMS according to the approved PMS schedule for each ship the contractor supports. See Amendment 0008.
2. Material and parts shall be procured in sufficient time and quantity to establish and maintain a 6-month ready supply of PMS material on hand in order to execute all PMS tasks on schedule.
Section C, CLIN 0100 has been modified to reflect that PMS parts and material shall be charged to the current year of the PMS CLIN. See Amendment 0008.

Attachment J-17 provided MRC cards for LCS-1, LCS-2, LCS-3 and LCS-4.
Please advise what the applicability for each of these MRC decks is to each of the follow ships LCS-5 through LCS-12.
ANSWER: The answer below is an update to the response that was issued under Amendment 0007 to reflect a change in pricing situational requirements:
LCS 1’s deck applies to LCS 1 only and LCS 2’s or 3’s MRC deck will apply to LCS 3 and follow-on ships of the respective variant. Section L, Paragraph IV.C.3 will be revised to read as follows:
Planned Maintenance CLIN Pricing Table L-3 is provided as guidance and reflects the Government’s estimate for PM total number of man-hours by GFY and CLIN. Offerors shall utilize the data provided in the LCS PMS decks (Attachment J-17) as a baseline for pricing each year. Offerors shall utilize LCS 1’s deck for LCS 1 only. Offerors shall utilize LCS 2’s or 3’s decks to develop pricing for all follow-on ships of the respective variant. When developing their proposal, the Offeror shall price periodic items labeled with (+) or (++) in the PMS decks. Situational requirements shall not be priced.
Cards that include a “situational component” (M-1R+, A-2R++, etc) shall be priced by applying the periodic component only.

TITLE: PMS CLIN Estimating PAGE NO. 243
For purposes of pricing the PMS CLIN, there are hundreds of Maintenance Requirement Cards (MRCs) which require an Equipment Guide List (EGL) in order to accurately identify equipment locations and estimate the quantity of items to perform the PMS check on. Additionally, each EGL is ship specific with several LCS hulls having not been built yet.
For example, on MRC C0 1PD7 N (copy below), the MRC does not depict the quantity or location(s) of receptacles to estimate. Should the bidder assume the 0.2 man-hours provided on the MRC card is for a single receptacle?
For MRCs which require an EGL to accurately estimate the work requirements, how should bidders estimate performance of PMS CLIN where MRC requirements are dependent upon knowing the location and quantity of repair items?
Based on the example below, should bidders’ estimates be based on performance of one receptacle only? For all other MRC cards should bidders assume performance for only one unit of repair?
Example MRC below:
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
ANSWER: As a result of the change in contract type for PMS CLINs in Amendment 0007, the answer below is an update to the response that was issued under Amendment 0004:
1. Yes, Offerors shall assume that the total man-hours on each card is for a single piece of equipment.
2. An EGL listing the quantities (occurrences) of equipment onboard each ship was provided as Attachment J-21. The Offeror should match MRC requirements with the information in J-21 to develop their offer. The location of the repair items is not required for pricing purposes, however, the Government intends to provide a complete EGL that includes location and all equipment identification information at time of award.
3. Please see Amendment 0007 which reflects changes made to the contract type for PMS
CLINs 0110-0140 from FFP to CPAF/CPIF. The Offeror shall price all periodic MRCs labeled (+) or (++) in the MRC decks provided. Situational requirements shall not be priced. Cards that include a “situational component” (M-1R+, A-2R++, etc) shall be priced by applying the periodic component only. The Offeror shall provide supporting detail about how that the cost was developed.

ANSWER: The below response is an update to the response that was issued under Amendment 0007:
1. No, PMS execution shall be charged to PMS CLINs (0100 – 0140). The language cited from Section C, CLIN 0300, para 1.c.11(e) incorrectly implied PMS could be charged to CLIN 0300. This language has been placed under CLIN 0100. See Amendment 0008 to reflect this change.
2. Cards that include a “situational component” (M- 1R+, A-2R++, etc) shall be priced by applying the periodic component only. The Offeror shall provide supporting detail about how that the cost was developed. Amendment 0007 provided an update to Attachment J-22.
The OPTEMPO Assumptions (Attachment J-27) was provided in Amendment 0007 for underway periods and can be used to anticipate PMS scheduling requirements, based on the assumption of “high OPTEMPO” characteristics for deployed “OCONUS” ships and “Low OPTEMPO” characteristics for “CONUS” ships.

There are several PMS checks that require an inspection but may or may not require a repair or replacement of a given part. In a Firm Fixed Price environment, should the term “if required” be interpreted to mean that the follow on repair requirement would be considered a change in accordance with the Changes Clause FAR 52.243-1?
If not, please provide guidance as to a reasonable assumption on how often items that begin with an inspection will require a follow on repair.

Solicitation page 245, para. 3. Planned Maintenance CLIN Pricing provides the following bid instruction information; “Offerors shall utilize the Delivery Schedule in Section F-3 and reflect this assumption in its cost proposal.”
Section F-3 shows the delivery schedule for the CNO avails of LCS-1 through LCS-8 as well as five (5) TBD CLIN. Please advise how section F-3 correlates to the start date of when bidders will be responsible to provide PMS support services.
Should bidders assume only LCS-1 through LCS-12 will be included in the LCS SEC contract?
Please provide clarification.

ANSWER: The answer below is an update to the response that was issued under Amendment 0007 to reflect a change in pricing situational requirements:
Table F-3 is a CNO Availability schedule and does not correlate to PMS support start dates.
PMS supports shall begin at Crew Move Aboard as identified in Attachment J-22 (LCS Delivery Schedule). Section L, Paragraph IV.C.3 has been revised to read as follows:
In accordance with the current Force Structure Plan, LCS 1 through 12 are scheduled to be homeported in San Diego and LCS 13 through 24 are scheduled to go to Mayport. However, as a matter of routine, the Government periodically reevaluates force structures and may change the mix of ships in each port to better fit warfighting requirements. Regardless of the final mix, the Government fully expects to homeport 12 ships in San Diego during the period of the contract.

Bidder's Questions #72, 78 and 83 as well as other questions submitted but not yet answered all discuss the difficulty of providing a FFP proposal for PMS checks with undefined periodicity (R, U, LU, SU, OT, AP). This issue has been answered in regards to material, but still unclear in regards to labor. Is it the intent that labor for PMS checks of defined periodicity shall be covered under CLIN 0100-0140 while those of undefined frequency shall be accomplished under CLIN 0300-0340 for labor, when/as ordered by the Government?
ANSWER: The below response is an update to the response that was issued under Amendment 0007:
No. All labor used to accomplish PM tasks, including PMS checks of undefined periodicity, will be charged to CLINs 0100-0140 only. Reference to note that PMS could be charged to CLIN 0300 under Statement of Work for CLIN 0300 has been removed.

Section C, CLIN 0200, paragraph 3.a.1.a and Section L, page 242, paragraph 4 "Facilities Maintenance CLIN pricing" refer to Attachment J-20A, J-20B, J-20C, J-20D, J-20E and J-20H for determination of the work scope for pricing purposed for CC.
The subject attachments are a collection of Paint Schedule, Decking Schedule, Gen Specs and other corrosion and preservation documents.
None of these documents with any specificity provide the scope or frequency of the work to be accomplished for the Corrosion Control efforts.
Please provide sufficient guidance to accurately estimate, or re-define the scope of work to "provide 1,389 mandays of corrosion control per ship per year", or cover CC work under a CPAF / IF CLIN, or cover all CC work by change order to the FFP CLINs.
ANSWER: The below response is an update to the response that was issued under Amendment 0007:
In accordance with Section C, CLIN 0200, the Government intends to use the 10% requirement to establish a tripwire for which corrosion control efforts transition from simple FM into a stand-alone work item. For the corrosion control effort contained within the FM CLINs, the offeror should price solely on 1,389 man-days per ship per year based upon the Offeror’s experience of the labor mix required to accomplish minor corrosion control as defined in the solicitation, Section C under CLIN 0200.
The Government intends to task any Corrosion Control work requiring scaffolding or high lift equipment, other than that which can be reached by a ladder, as CM/EM work under the appropriate CM/EM CLINs.

QUESTION:
Amendment 0004 now directs all PMS material to be purchased under the firm fixed price PIO
CLIN 0600.
1. Is it the Navy’s intent that parts and materials required to perform FM also be procured under the PIO CLIN 600?
The standard work template provided as Attachment J-13 for FM states that “corrosion control work items are planned based on requirements in CSMP and found conditions on the vessel…”
2. Because as-found conditions cannot be reasonably anticipated at this time, how should bidders estimate for the different preservation systems/requirements in the various ship compartments?
3. In preparation of the estimate for the FM Fixed Price CLINs, please provide guidance regarding the types and quantities of material required to support the FM requirements of the solicitation.
Please provide clarification.
ANSWER: The below response is an update to the response that was issued under Amendment 0007:
1. No. FM material shall be priced as part of the associated FM CLIN. Additionally, the direction provided in Amendment 0004 to purchase all parts, special tools and material has been revised. See Amendment 0008 (Statement of Work for CLIN 0100) which now directs the purchase of those items under CLIN 0100.
2. In accordance with Section C, CLIN 0200, the Government intends to use the 10% requirement in CLIN 0200 to establish a tripwire for which corrosion control efforts transition from simple FM into a stand-alone work item. For the corrosion control effort contained within the FM CLINs, the offeror should price solely on 1,389 man-days per ship per year based upon the Offeror’s experience of the labor mix required to accomplish minor corrosion control as defined in the RFP CLIN 0200 and include a material cost factor based upon the contractor’s experience. The Government intends to task any Corrosion Control work requiring scaffolding or high lift equipment, other than that which can be reached by a ladder, as CM/EM work under the appropriate CM/EM CLINs.

The subject answer directs Offerors to price FM CLINs based on 1,389 man-days per ship to accomplish Corrosion Control. This requirement has not been incorporated into the RFP.
ANSWER: Section L, Paragraph IV.A.9(d), last paragraph, has been modified to read as follows:
“The Government estimates of man-hours and material costs for PMS and FM are provided in Tables L-3 and L-4. The Government man-hour estimates for PMS and FM are provided for guidance only. With regard to FM CLINs, as these are CPAF/CPIF CLINs for the first year, but fixed priced CLINs for the option years, the Offeror should develop its own estimates of labor and material required and propose those amounts. The Offeror shall assume1,389 man-days per ship per year to accomplish light corrosion control into the bid in a similar manner as table L-4 when pricing CLIN 0200. The Offeror shall price using a labor mix to accomplish the work as described in Section C. The Offeror shall not include any travel hours in the proposed price and estimate. The Government does not intend to re-negotiate the fixed prices proposed for FM if the options are exercised. Please note, however, that significant deviation from the Government-provided estimates for PMS and/or FM should be explained to ensure the proposed amounts are not viewed as indication of an offeror’s lack of understanding of the work requirements for these CLINs.”

TITLE: Section L – Cost Proposal Assumptions PAGE NO. N/A
Amendment 0007 directs bidders to bid the corrosion control portion of CLIN 200-240 using 1,389 Man-days per ship per year. Additionally, Amendment 0007 directs bidders to assume no travel hours in the proposal. However, Section L Cost Proposal Assumptions have not been updated to include these assumptions.
ANSWER:
Section L, Paragraphs IV.C.3 through IV.C.9 have been revised to reflect the assumption of excluding travel hours from the proposed estimate and/or price. In addition, Section L, Paragraph IV.C.4 update also reflects the assumption of utilizing 1,389 man-days per ship per year for corrosion control. As a result, the following paragraphs have been revised to read as follows:
3. Planned Maintenance CLIN Pricing
Table L-3 is provided as guidance and reflects the Government’s estimate for PM total number of man-hours by GFY and CLIN.
For pricing PMS material, in the event Attachment J-26 varies from the actual PMS cards contained in Attachment J-17, the requirements in Attachment J-17 shall prevail. While travel hours will be charged to the appropriate CLIN during execution, Section L, Paragraph IV.C.4 has been revised as follows:
4. Facilities Maintenance CLIN Pricing
Use Table L-4 to see the total number of man-hours by GFY and CLIN, provided as guidance only, to use for pricing purposes. The Offeror shall note that the first year for this CLIN shall be priced based on a CPAF/CPIF contract type and each subsequent year shall be priced based on a FFP contract type. Offerors shall utilize the data provided in Attachments J-20A, J-20B, J-20C, J20D, J-20E, J-20F, and J-20H as a baseline for pricing purposes for each year. Offerors shall note that the data provided in the aforementioned J-20 Attachments shall represent the efforts to support the requirement of this CLIN for each year. For the corrosion control effort, the Offeror shall price solely on 1,389 man-days per ship per year. While travel hours will be charged to the appropriate CLIN during execution, Offerors shall not include any travel hours in the proposed price. Please note that the Government does not intend to re-negotiate the proposed prices reflected in Section B for the FFP FM CLINs, and the proposed prices may only be adjusted in accordance with the Changes clause, FAR 52.243-1, based on any changes that affect the data that has been provided in the relevant Section J Attachments noted, and which would result in an impact to the fixed price CLIN(s).
5. Execution Planning CLIN Pricing
Execution Planning CLINs (reference Table L-1) will need to be planned for the subsequent availability assuming that 45 work items will take place for SRA(d) and 135 work items for DSRA. Execution Planning CLINs shall be priced 1,384 man-hours for SRA(d) and 4,608 man-hours for DSRA. The Offeror is expected to use the Statement of Work to estimate the work items as well as all of the associated planning efforts needed to complete the requirement. While travel hours will be charged to the appropriate CLIN during execution, Offerors shall not include any travel hours in the proposed estimate.
6. Administrative and Engineering Support Services (AESS) CLIN Pricing
Administrative and Engineering Support Services (AESS) CLINs (reference Table L-1) shall be priced utilizing the man-hours provided in Table L-1. The Offeror is expected to use the Statement of Work and the Administrative and Engineering Support Services Class Standard Work Template #0897-001, assuming 612 work items per ship per year, and include all of the associated planning efforts needed to complete the requirement. The Government estimates provided are based upon historical records. The Government expects the management of multiple ships over time will create synergies that will drive these man-hours down. Offerors shall develop a management strategy taking this into consideration, which may result in deviations from the estimates provided. Offerors shall provide detailed rationale to support any deviation. While travel hours will be charged to the appropriate CLIN during execution, Offerors shall not include any travel hours in the proposed estimate. NOTE: The term "Inter-Availability and Planning Administration" (IAPA) has been replaced by Administrative and Engineering Support Services (AESS). AESS includes additional tasking not previously considered part of IAPA, which is detailed in CLIN 0300. For the purpose of this contract, the terms IAPA and AESS are used interchangeably.
7. Accomplish Availability CLIN Pricing
Execute Availability CLINS (reference Table L-2) shall be priced utilizing the Independent Government Estimate (IGE) for labor hours and material costs, unless work item-specific deviations are proposed. While travel hours will be charged to the appropriate CLIN during execution, Offerors shall not include any travel hours in the proposed estimate.
8. ISEA CLIN Pricing ISEA CLINs (reference Table L-5) shall be priced utilizing the man-hours provided in Table L-
5. While travel hours will be charged to the appropriate CLIN during execution, Offerors shall not include any travel hours in the proposed estimate.
9. Ship Assessment CLIN Pricing Ship Assessment CLINs (reference Table L-6) shall be priced utilizing the man-hours provided in Table L-6. Offerors shall apply the GFY 2014 rates in estimating the price of all Ship Assessment CLINs. While travel hours will be charged to the appropriate CLIN during execution, Offerors shall not include any travel hours in the proposed estimate.

TITLE: PMS Material PAGE NO. N/A
QUESTION:
Amendment 0007 directs bidders to include PM material in CLINs 0100-0140 cost reimbursable CLIN estimates. The material requirements depicted in Attachment J-26 differ from the material requirements depicted in Attachment J-17. For example, on Attachment J-26, LCS-1 MRC FTM2 is missing all PARTS called out on the MRC Card:
1. Main Filter element, P/N 317955
2. Downstream filter element, P/N 317088
These PARTS are the main cost drivers for the material estimate on this MR. Depending on the reference used for PM material, one would produce a different estimate over another.
Additionally, Amendment 0007 directs bidders to assume all “situational” PMS checks are performed once per ship per year and there are “high-value” material items included in several “situational” checks that are unlikely to occur on an annual basis. Including these costs on an annual basis would not represent cost-realism to the Government.
Furthermore, Amendment 0007 provides Attachment J-27 and directs bidders to utilize the “high” and “low” optempo characteristics as a basis of estimate to determine total annual cost of an item. There is conflicting guidance as to assuming “situational” checks are to be estimated as once per year and simultaneously utilizing Attachment J-27, J-22 and J-23 as a basis of estimate.
Currently it is unclear how bidders can be evaluated on equal terms for PMS material. Offeror recommends providing directed material amounts for PMS material or removing it from the solicitation evaluation criteria.
Please provide clarification.

ANSWER: Attachment J-26 is a simple consolidated and searchable database of PMS parts, tools and materials that was drawn directly from Attachment J-17. It was provided by the Government to assist Offerors in developing estimates for the PMS CLINS. In the event that Attachment J-26 varies from the actual PMS cards contained in Attachment J-17, the requirements in Attachment J-17 shall prevail.
See Amendment 0008 for changes made to PMS CLIN pricing language under Section L, Paragraph IV.C.3.
All documentation provided by the Government (including Attachments J-17 and J-26) to support the Offeror’s estimate for material required for CLINs 0100-0140 remains applicable.
Determination of the material requirement should be developed based on the information provided, the Offeror’s application of the information provided, and their substantiation of these elements of the estimate .

Please confirm that the FM SOW (CLIN 0200) for Corrosion Control, covered by the 1,389 mandays per ship per year (NAVSEA-088) does not include a need to access any vertical or overhead surfaces that cannot be reached from a ladder, that would require scaffolding or high reach equipment.
If the SOW will require scaffolding or high reach equipment, is it intended that the 1,689 mandays per ship per year creates a budget for which to fund any necessary scaffolding or high reach equipment that would be required to accomplish the corrosion control SOW?
If not, please provide basis for estimating the SOW for scaffolding and/or high reach equipment.
ANSWER: The Statement of Work for FM/Corrosion Control (CC) does not require the use of high reach equipment for overhead surfaces. The Government intends to task Corrosion Control efforts requiring scaffolding or high reach equipment, other than that which could be reached from a ladder, to be tasked as CM/EM work under the appropriate CM/EM CLINs.
If Offerors determine that 1,389 mandays are insufficient to cover known FM/CC work and associated tasks, deviations from the Government-provided estimate can be provided and should be explained to ensure the proposed amounts are not viewed as indication of an offeror’s lack of understanding of the work associated with these CLINs, but rather as an indication of an Offeror’s experiential understanding of the work required.
