MOD MANAGER: assigns number, logs EAC as open and transfers to engineering or logistics dept for tasking.
ENGINEERING OR LOGISTICS DEPT: assigns EAC for tasking, ensures completed EAC is returned to mod manager
COG ENGINEER OR LOGISTICIAN: Provides direction, notes concurrence, answer date, author; returns direction to mod manager MOD MANAGER: logs EAC as complete and returns direction to initiator
