A.1 - Description of Amendment/Modification
Question:
Amendment 0007 states that “the Qualifications Proposal is a required submission as introduced in the RFI responses,” but it does not, by itself (nor in Section L), define the specific contents of that Qualifications Proposal. In addition, 52.209-1 doesn't seem to specify required inclusion of the Qualifications Proposal. Can you please specify the required sections, formatting, and evaluation criteria for the Qualifications Proposal? Also, when did or does "Phase 1" begin?
Answer:
*Contents.* The “Qualifications Proposal” is the Phase 1 submission. It shall, at a minimum, include:
1) Project team and professional qualifications (key personnel, certifications; submit résumés) for the size of this plant and per state of California requirements
2) Corporate relevant experience and technical competence on comparable work;
3) Capacity to accomplish requirements within the required schedule;
4) Past performance (cost control, quality, schedule compliance) with Government/private clients;
5) Location and knowledge of the project locality;
6) Technical understanding of the scope; and
7) Proposed high-level schedule for completing major tasks (not pricing).
- *Formatting.* Follow Section L proposal format (headings/numbering, page numbering, PDF quality), and do **not** include cost or price information in Phase 1. If Section L does not specify Phase#1 page limits, apply the Technical Volume conventions (cover page, table of contents, divider pages, resumes excluded from page count, and use of 11×17 only for schedules) to maintain consistency.
- *Evaluation.* Phase 1 is evaluated on the qualifications elements listed above; subfactors are of equal importance unless otherwise stated in Section M. No price/cost is evaluated in Phase 1.
- *Phase 1 start.* Phase 1 begins upon issuance of the solicitation (Phase 1 invitation) and runs through the Phase 1 due date specified in the solicitation posting. We will restate the applicable dates within the amendment/Q&A for clarity. – Phase in plan (or transition period) begins upon contract award.
Question:
Amendment 0006 states that "The Technical Volume shall contain an addendum consisting of the proposed Phase-In Plan to provide for..." Is the aforementioned addendum in addition to Factor 6: Phase-In Plan? If so, should it be included in the appendix?
Answer:
- The Technical Volume addendum for the **Phase#In Plan** is **supplemental to Factor 6** and does **not** replace Factor 6 content.
- Include the Phase#In addendum **as an appendix to Volume II (Technical)** and **cross#reference Factor 6** in the main body.
The addendum should address: transition timeline, continuity of operations, staffing and onboarding, coordination with incumbent (phase#out/phase#in touchpoints), risk mitigation, and data/system handoff, consistent with the PWS Transition/Phase#In requirements.
Question:
Are attachments outside of the required appendix items in Section M allowed?
Answer:
- Only appendices/attachments **explicitly required or allowed** by Section L/M and the amendments will be accepted and evaluated.
Unrequested supplemental attachments may be removed from consideration and will not be evaluated. Offerors should integrate essential information within the required volumes/appendices and adhere to page limits and format requirements.
Question:
Please describe and define any requirements associated with ‘Client authorization letters’ as referenced in Amendment 0007. This is the first mention of ‘Client authorization letters’ in any document released in relation to this solicitation.

Client authorization letters are documents provided by an offeror’s past or current client granting permission for the offeror to disclose project-specific information in its proposal for Solicitation No. 191BWC26R0001. These letters confirm that the client authorizes the use of project details, performance information, and contact data for evaluation purposes. They are only required when an offeror includes past performance or project references that require client consent for disclosure, are not evaluated as a separate factor, and do not count toward page limits. Each letter should be legible, submitted in PDF format, and signed by an authorized representative of the client.
