About this file
This is a geotechnical information sheet for the Flagler County Beach Nourishment Project - Reach II, prepared by Flagler County, Florida for competitive sealed bidding (ITB #25-ITB-078). The document serves as Sheet 26 of 33 in the bid set and presents borrow area geotechnical data critical for sand sourcing and placement operations. The sheet displays vibracore data from 2011, 2019, and 2023 surveys, seabed elevation information, dredge zone boundaries, and design excavation depths of -64.5 feet (NAVD88), with survey data current as of March 2025. Bidders are required to submit questions by April 3, 2026 at 2:00 p.m., attend the optional pre-bid meeting on March 27, 2026 at 10:00 a.m., and submit sealed bids through the OpenGov Procurement portal by April 16, 2026 at 2:00 p.m. The successful contractor must complete the project within 240 calendar days of Notice to Proceed, with a total contract performance period of 365 calendar days for final completion and acceptance. The project involves placing approximately 1.8 million cubic yards of offshore beach-compatible sand across 5.5 miles of critically eroded coastline in Painter's Hill, Beverly Beach, and northern Flagler Beach.
The project is funded through the Florida Department of Environmental Protection under Agreement No. 23FL2 (Amendment No. 2) with $44,544,369.25 allocated in total state cost sharing and no local match requirement. The contract is eligible for Federal Emergency Management Agency hurricane recovery funding, subjecting all work to federal compliance requirements including the Contract Work Hours and Safety Standards Act, Clean Air Act, and Federal Water Pollution Control Act standards. The successful contractor must furnish performance and payment bonds equal to 100 percent of the contract amount and maintain comprehensive insurance coverage including worker's compensation, commercial general liability, automobile liability, and builder's risk insurance, with a one-year warranty bond required following project acceptance. Liquidated damages will be assessed at rates ranging from $904 to $10,224 per calendar day depending on contract value, with payment issued under Florida's Local Government Prompt Payment Act with five percent retainage held until satisfactory completion. No set-aside designations, disadvantaged enterprise restrictions, or incumbent contractor information are identified in the procurement documents, and the award will be made to the lowest responsible bidder meeting all contract requirements.
