BECOS TO 2
ATTACHMENT 2

1.1 Scope
The former Kelly AFB is not listed on the National Priorities List (NPL). Environmental restoration is executed through the Texas Commission on Environmental Quality (TCEQ) issued Resource Conservation and Recovery Act (RCRA) post-closure care permit and compliance plan, consequently there is no Federal Facility Agreement or Records of Decision. Property transfer at the former Kelly AFB was completed in 2010.
There are 27 total sites included in this PBR TO, of which 26 sites are being addressed following the RCRA process. One active compliance site (Building 98 Underground Storage Tanks [USTs]) is included and is following the TCEQ’s Leaking Petroleum Storage Tank (LPST) program requirements. Basewide operation and maintenance of remedial systems and Long Term Monitoring (LTM) requirements are specified in the latest approved RCRA Permit and Compliance Plan. This document outlines the requirements for former Kelly AFB. All sites included in this contract require Land Use Control /Institutional Control (LUC/IC) monitoring and Five-Year Reviews only. All sites listed in in the site list, which are following the RCRA process, must be addressed in the annual RCRA permit and compliance plan reports and Five-Year Reviews.
Seven sites have ongoing groundwater pump and treat operations (SS003, ST006, WP021, WP022, SS036, SS037, and ST038) and one of these sites (WP021) also has a groundwater collection trench. The Zone 2 Groundwater Treatment Plant (GWTP) is the only active GWTP. The Zone 4 and Zone 5 GWTPs will be decommissioned by the current contractor. Operations and maintenance (O&M) of the Zone 2 GWTP, including but not limited to PFAS monitoring and GAC changeouts, will be required under this PBR contract. There is currently no TCEQ NPDES discharge standard for PFAS, however Air Force Policy requires removal of PFAS prior to discharge. Six sites contain permeable reactive barriers (PRBs), low permeability barriers, and/or slurry walls. All remediation systems, either the current remediation systems or new remediation systems installed under this contract, will require operation and maintenance and system decommissioning once site closure has been achieved. Sampling results are documented in the Annual Compliance Plan Report and submitted to TCEQ in January of each year.
There is one compliance site under active remediation at the former Kelly AFB (Building 98 USTs Nature and extent of contamination has been defined for Building 98 USTs by the current contractor. Remediation of the site is included in this PBR.
Completion of Five-Year Reviews will be required in 2025 as part of the PBR. Additionally, the PBR Contractor shall implement all Five-Year Review recommendations included in the 2020 Kelly AFB Five-Year Review being prepared by another Contractor (the PBR contractor will have an opportunity to review the 2020 document prior to submittal to the regulators).
In addition to the requirements presented in this PWS, this scope includes the following:
· Properly plug and abandon all former Kelly AFB shallow groundwater wells no longer regulatory required in Zones 2, 3, 4 and 5 and outside the former Kelly AFB’s base boundary and not needed for future PFC investigations.
Contractors are not responsible for the following:
· PFAS investigations and mitigation. However PFAS treatment in the Zone 2 Groundwater Treatment Facility is required as identified in Section 1.0.
