BECOS TO 2
ATTACHMENT 2

1.1 Scope
The former Plattsburgh AFB was listed on the National Priorities List (NPL) in 1989 and has a Federal Facility Agreement (FFA) that was signed in 1991. Records of Decision (RODs) have been signed for all Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites included in this PBR TO except Site RW042 which is projected to be completed by June 2025 and for sites where a change in remedy may create a need for a modified decision document. The Last Remedy in Place (LRIP) will be achieved for the base in 2021.
At the former Plattsburgh AFB, NY 10 of the 18 sites included in this contract are being addressed following the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) process. Three (3) sites are addressed under the Resource Conservation and Recovery Act (RCRA). There are five (5) remaining petroleum sites requiring closure under the NYSDEC Corrective Action (Spills) Program.
The ROD for one (1) site, FT002/Industrial Area Groundwater OU, was completed in September 2014. Continued O&M of Soil Vapor Extraction (SVE) systems at one building (Bldg 2753) is required, the systems at the other two buildings (New Building C and Bldg. 2766) will remain deactivated until they meet requirements for removal and require annual monitoring as noted in the site list or require reactivation. The Groundwater OU treatment plant has been deactivated and approved for decommissioning/demolition. O&M of three passive groundwater collection trenches and aeration system will continue as part of the FT002/Industrial Area Groundwater OU Remedy.
Four (4) Landfills are capped/covered and are presently undergoing long-term groundwater monitoring, cap/cover maintenance and LUC/IC monitoring/Five-Year Reviews. The groundwater operable unit ROD associated with LF023 may be able to be closed out. One (1) site, SS013, may require restart of operation and maintenance (O&M) of an existing sparging system (currently inactive) and currently requires monitoring. Evaluation of Soil Vapor Intrusion (SVI) was not conducted at this site and may be a means for reducing restrictions since original SVI restrictions at the site were based only on the presence of groundwater contamination. Evaluation of Soil Vapor Intrusion (SVI) was not conducted at Site RW042 (Wash Rack AOC) and may be a means for reducing restrictions since original SVI restrictions at the site were based on calculations only.
All property at former Plattsburgh AFB has been transferred. The most recent Five-Year Review was finalized in February 2015 with the next one scheduled for completion in 2019.
In addition to the requirements presented in this PWS, this scope includes the following:
· The contractor shall be responsible for preventing/mitigating adverse flooding impacts on Air Force environmental monitoring and remediation systems as a result of beaver activity. The contractor will be responsible for removal of beavers and dams if necessary, and coordination/permitting with the property owner and local/state/federal agencies.
· Comprehensive annual inspection and inventory of existing wells including an annual well inventory/maintenance report, review/update of locational/survey data, field verification of existing wells, and resolution of any discrepancies in existing/prior reporting. Includes replacement of any lock, keys, caps or other appurtenances and repair of any wells (including LF vents, etc.) damaged by other activities/parties as determined necessary by the AF.
