BECOS TO 2
ATTACHMENT 2

1.1 Scope
The former Chanute Air Force Base (AFB) (Comprehensive Environmental Response, Compensation, and Liability Information System identification IL1570024157), located in Champaign County, Village of Rantoul, Illinois, was closed in 1993. For the purposes of environmental investigation and remediation, the former Chanute AFB was divided into two operable units (OUs): OU-1 and OU-2. On 1 December 2000, the 428-acre portion of the former Chanute AFB constituting OU-2 was proposed for addition to the National Priorities List (NPL) (Volume 65 Federal Register No. 232, 2000). The USEPA NPL Site Narrative focused on the Fire Training Areas and Landfills in OU-2, particularly Sites LF016 and LF017. Migration of contaminants from OU-2 into Salt Fork Creek (SFC) was the primary concern and the reason behind the proposed NPL listing. A No Further Action Record of Decision (ROD) for SFC was signed in 2013 (Administrative Record [AR] 3745, Shaw Environmental, Inc. [Shaw], 2013). No OU-1 sites are included in the USEPA-proposed NPL listing. To date, the OU-2 portion of the former Chanute AFB has not been added to the NPL, but remains in the proposed NPL site status. RODs have been signed for all Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites and Remedy in Place (RIP) has been achieved for all sites included in this TO.
There are six sites included in this PBR TO that are being addressed following the CERCLA process. Four CERCLA sites are capped landfills (LF016, LF017, LF018, and LF019) with ongoing post-closure activities that include the performance of routine, preventive, predictive, scheduled, and unscheduled inspections aimed at preventing equipment or systems failure or decline. Land use controls (LUCs) have also been implemented at the landfills as well as for lead-contaminated soil (concentrations above 400 milligrams per kilogram) outside the landfill cap at Site LF016. The fifth site is a former fire training area (FT021) with ongoing groundwater treatment and LUCs. The FT021 remedy includes restrictions on future use. The sixth site is the location of a trichloroethene spill (SS041), also with ongoing groundwater remediation and interim LUCs until cleanup goals are achieved.
In 2016, the Air Force installed a leachate treatment system (LTS) to remove perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS) from Site LF017 (Landfill 2) leachate prior to discharge to the Village of Rantoul Publicly Owned Treatment Works (POTW) in accordance with Water Pollution Control Permit Number 2016-EB-61048. The LTS became operational on 11 July 2016 and includes a granular-activated carbon (GAC) adsorption unit (a three-bed GAC system) for the primary removal of PFOS and PFOA.
In addition to the requirements presented in this PWS, this scope includes the following:
· Evaluation and implementation, if feasible, of discharging LTS effluent to Salt Fork Creek.
· Modifying LTS permit to allow treatment of RDW/IDW from other sites where feasible, particularly sites contaminated with PFOS/PFOA.
Contractors are not responsible for the following:
· No base-specific exclusions.

1.5 Remedial System Components
· See Attachment 1 regarding remedial system components.
2.6.1 Meeting/Teleconference Support
· Chanute BCT meetings are generally held monthly via PBR contractor-hosted teleconference calls. In addition, onsite BCT meetings are held on an as-needed basis approximately 2 times per year and are typically scheduled to occur the same week as other Air Force meetings (e.g., RAB meetings, public meetings, stakeholder meetings). Onsite meetings are typically held at the former base in the main conference room of the Rantoul Business Center.
2.6.2 Public Meetings and Hearings
· The Chanute RAB has been adjourned; however, public meetings are held on a semiannual basis; typically the third Thursday of May and November at 12 noon. RAB meetings are in held at the former base in the main conference room of the Rantoul Business Center. The PBR contractor is required to facilitate and mail read-ahead materials for RAB members. A court reporter is also required for all RAB meetings.
· The Chanute RAB has adjourned; however, the Air Force may elect to conduct Ad-Hoc meetings to inform the Rantoul community of the environmental cleanup progress. The PBR contractor will be required to facilitate the meeting location and logistics, prepare a poster for the Rantoul library, issue a newspaper notice, and prepare meeting materials (agenda, presentation, handouts, etc.).
2.6.5 Site Access: Permits, Easements, and Work Site Access
· Discharge from the landfill leachate treatment system is subject to provisions of the Illinois State Construction/Operating Permit Program. The existing operating permit (2016-EB-61048), issued July 14, 2016, expires June 30, 2021. Renewals will be required in this PBR.
2.9 Contractor Documentation
· No additional base-specific requirements.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No additional base-specific requirements.
6.14 Land Use Controls (LUC)
· Annual LUC inspections are required.
6.15 Five-Year Reviews
· The third Five-Year Review will be completed under the current PBR and is due April 2020. The fourth Five-Year Review due April 2025 is included in this PBR.
