1.1 Scope
The former George Air Force Base (AFB) is located in the City of Victorville, San Bernardino County, California, approximately 70 miles northeast of Los Angeles. The former base is located in the Victor Valley portion of the Upper Mojave River Basin, on top of the Mojave River Bluffs on the west side of the Mojave River. The former base covers 5,062 acres and was officially closed on 15 December 1992.
The former George AFB is listed on the National Priorities List (NPL) and has a Federal Facility Agreement (FFA) in place. The restoration program at former George AFB is currently managed under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and California State Water Resources Control Board. Regulatory oversight is provided by the United States Environmental Protection Agency Region 9 (USEPA) and the State of California, Regional Water Quality Control Board (RWQCB), Lahontan Region. Remedial activities at CERCLA sites are being performed in accordance with the existing Records of Decision (RODs) for Operable Units (OUs) 1, and 3; presumptive remedies are ongoing at the two OU 5 soil vapor extraction (SVE) sites, and several other sites as Non-CERCLA sites. Property transfer is expected to be completed by 2024 and must be preceded by a demonstration of OU 1 In-Situ Remedy Optimization Study, OU 1 Record of Decision Amendment (RODA), and Operating Properly and Successfully (OPS) of the OU 1, Site CG070, Trichlorethene (TCE) groundwater plume.
The Final OU 1 ROD was published in March 1994 and documented the pump and treat (P&T) remedy for Site CG070, the approximately 680-acre TCE plume, which has spread from the Upper to the Lower Aquifer (off-site). The P&T remedy was discontinued in March 2003 and is currently being evaluated In-Situ Remedy Optimization study along with natural attenuation. Groundwater monitoring for Site CG070 is ongoing.
The Final OU 3 ROD was published in November 1998. Ongoing activities include operation and maintenance (O&M) of SVE systems at Sites FT019a and c; groundwater monitoring at Sites OT069 and LF044; and Long-Term Monitoring and Maintenance (LTMM), Version 4 and Land Use Control (LUC)/Institutional Control (IC) review and inspections at Landfill Sites DP003, DP004, LF007, LF012, and LF014. Current LTMM activities these landfill sites involve periodic groundwater monitoring, Desert Tortoise survey, cap inspection and repair and maintenance. The Annual Monitoring and Maintenance Report documents rain event observations, erosion study results, geotechnical results, and includes a topographical survey.
The Final OU 5 ROD for the three Sheet Ranges (AR # 460689) was completed on 24 June 2015. This ROD indicates a No Further Action (NFA) preferred alternative for Sites OT072, OT073, and OT074. These sites were transferred by the Air Force to the Southern California Logistics Airport Authority (SCLAA) between 2002 and 2006. The deeds included provisions for access to the sites for remedial activities, but did not include specific land use restrictions. O&M of SVE systems had been ongoing at OU 5 Sites FT082 and SS083 since summer 2006. These SVE systems were re-started in August 2011 due to systems failure to meet compliance requirements. Final remedies for these sites are to be documented in the OU 5 ROD, which is under preparation. The Final OU 5 FFS (AR #2381) and other OU 5 documents can be viewed/downloaded from the Air Force Real Property Agency (AFRPA) Administrative Records (AR) at https://afrpaar.lackland.af.mil/ar/docsearch.aspx and PBR reference website.
Remedial activities at non-CERCLA sites involve groundwater monitoring at Sites SS030, ST067b, and OT071; free-product recovery at Sites SS030, ST067b, and SS084; and SVE systems O&M at Sites SS030 (ST054, ST057 and SS084) ST067b. Draft versions of the Pesticides Corrective Action Plan (PCAP) for Site OT071 and Petroleum Sites Corrective Action Plan (PSCAP) for the non-CERCLA Sites SS030, ST054, ST057 and SS084 (Flightline), and Site ST067b (Part 2) can be viewed/downloaded from the PBR reference website. Regulatory comments received on the Draft PCAP and PSCAP (Flightline and Part 2) will be posted in the PBR reference website.
The Final 2017 Basewide Annual Monitoring and Operations Report for CERCLA and Non-CERCLA Sites (AR # 575264 through 575264.7), dated June 2018, and the Final Fourth Five-Year Review Report (AR # 541919), dated September 2016, contains the most recent data on restoration activities at the Former George AFB.
