BECOS TO 2

ATTACHMENT 2

22 September 2019

1.1 Scope

The former Griffiss AFB is located in Oneida County, City of Rome, New York was designated for realignment under the under Base Realignment and Closure (BRAC) in 1993 and formally realigned on September 30, 1995. Griffiss AFB was listed on the National Priorities List (NPL) in 1987 and a Federal Facility Agreement (FFA) was signed in 1990 that is supplemented by a letter reestablishing FFA review times for documentation (April 1991). A partial deletion was approved in March of 2009. Records of Decision (RODs) have been signed for all Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites included in this effort.

At the former Griffiss AFB, NY 19 of the 23 sites included in this contract are being addressed following the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) process. One (1) site is addressed under the Resource Conservation and Recovery Act (RCRA) with soil restrictions remaining at the site. Three (3) of the remaining sites are petroleum sites requiring closure under the New York State Department of Environmental Conservation (NYSDEC) Corrective Action (Spills) Program.

Four buildings are included as part of the SD052 Soil Vapor Intrusion (SVI) site (SD052-01 Bldgs 785 & 786 & SD052-02 Bldgs 774 & 776) governed by an SVI ROD finalized September 2016. These sites have passive sub-slab vapor mitigation systems in place with active system on stand-by and require LUC/IC monitoring and Five-Year Reviews. One (1) CERCLA site (ST006 Bldg 101) was projected for closure under the current AFCEC PBR but will not achieve SC and will require system optimization and additional operations and maintenance and monitoring of a sub-slab soil vapor extraction system.

Five (5) Landfills are capped/covered and are presently undergoing long-term groundwater monitoring, maintenance, LUC/IC monitoring, and Five-Year Reviews. Five (5) chlorinated plume sites including SD052-01 Apron 1, SD052-02 Bldg 775 Pumphouse 3, SD052-04 Landfill 6, SD052-05 Bldg 817, and SS062 AOC 9 WSA require monitoring (including one site with MNA parameters), LUC/IC monitoring and Five-Year Reviews and one site required O&M of an active pump and discharge system through August 2016 (currently inactive) and maintains an active discharge permit through August 15, 2021 in the event it needs to be restarted. Seven (7) additional CERCLA sites require LUC/IC monitoring and Five-Year Reviews only. One (1) site, SS060 Bldg. 35, is addressed under RCRA and requires LUC/IC inspections.

Three (3) petroleum sites require spill closure. Biosparging systems have been installed at SS067 Bldg 789 and SS054 Bldg 781 Pumphouse 1. These two remaining spill sites are undergoing some O&M and monitoring. The third site CSS681 requires monitoring. All spill sites require annual LUC/IC inspections and AF Policy Review every five years that aligns with the Five-Year Review at Griffiss.

All property at former Griffiss AFB has been transferred. The next Five-Year Review is projected to be finalized in September 2020 under the current PBR contract and implementation of the recommendations is required under this follow-on PBR contract. CERCLA sites that have not reached unrestricted use/unrestricted exposure (UU/UE) are to be included in a statutory Five-Year Review. Organization of the documentation associated with these sites will be dependent on regulatory and AF inputs.

In addition to the requirements presented in this PWS, this scope includes the following:

· Comprehensive annual inspection and inventory of existing wells (including monitoring wells recently installed for PFAS Investigation and any wells identified in the August 2018 Wood Well Survey) including an annual well inventory/maintenance report, review/update of locational/survey data, field verification of existing wells, and resolution of any discrepancies in existing reporting. Includes replacement of any lock, keys, caps or other appurtenances and repair of any wells (including LF vents, etc.) damaged by other activities/parties as determined necessary by the AF.

· The contractor shall be responsible for preventing/mitigating adverse flooding impacts on Air Force environmental monitoring and remediation systems as a result of beaver activity. The contractor will be responsible for removal of beavers and dams if necessary, and coordination/permitting with the property owner and local/state/federal agencies.

Contractors are not responsible for the following:

· No base-specific exclusions have been identified.
