BECOS TO 2
ATTACHMENT 2

1.1 Scope
The former K.I. Sawyer Air Force Base (AFB) (referred to as K.I. Sawyer in this and other reference documents) is located in Marquette County approximately 13 miles south of the City of Marquette and three miles east of Gwinn in the north-central region of Michigan’s Upper Peninsula. The property encompassed approximately 7.7 square miles (approximately 4,923 acres) with airfield operations facilities, industrial/disposal facilities, housing, recreational facilities, and undeveloped lands. Routine maintenance, supply, transportation, and fire training activities at the base used organic-based solvents and fuels and necessitated using, accumulating, treating, and disposing of refuse, materials, and wastes. Some activities resulted in impacts to soils and groundwater. One site is located remotely - Site OT013 - the former Defense Fuel Supply Point (DFSP), is located in Escanaba, Michigan, about 50 miles from the main base. The base was officially closed on October 1, 1995 and placed under the jurisdiction of the Air Force Real Property Agency (AFRPA) (formerly the Air Force Base Conversion Agency).
There are eight sites included in this PBR TO that are being addressed following the Michigan Part 201 process and CERCLA. This project provides for groundwater (GW) monitoring, remedial systems operations, maintenance and monitoring (OM&M) , land use control/institutional control (LUC/IC) inspections, and well decommissioning at three sites (ST004, LF008, LF010/011) at K.I. Sawyer. In addition, this project provides for conducting separate CERCLA Five-Year Reviews and annual LUC inspections for K.I. Sawyer and DFSP Escanaba Site OT013. Sites SS017 and XE027 will be included in the event they do not achieve SC under current PBR contract.
Site ST004, the former POL Yard, has a free product recovery system to prevent discharge of a jet fuel free-product plume into an adjacent creek, along with monitoring for natural attenuation of dissolved phase benzene, toluene, ethylbenzene, and xylenes (BTEX) plume. The site is currently going through additional remediation actions for treatment of the free product plume with a goal of reaching Response Complete (RC). If the additional remedial action achieves its goal, then only limited free product monitoring, system decommissioning will be required at this site, in addition to annual LUC inspections and five-year review. If not, then the scope will continue toward RC, and include continued operations, monitoring, and maintenance of the current treatment system.
Site LF008 is a capped and closed 21-acre landfill, with groundwater impacted by vinyl chloride. Site LF010/011 is a site combined of two closed landfills, with iron and manganese in groundwater above Part 201 drinking water criteria. Routine landfill cap and site maintenance, irrigation, and groundwater monitoring is the ongoing remedy at these sites.
Site XE027 is a former munitions landfill and in the process of site closure (SC). Routine landfill cap and site maintenance and irrigation is the ongoing remedy at this site and will be required if the site cannot be closed under the current PBR.
Site SS017 is the former fuel hydrant system, and the source of BTEX contamination in soil and groundwater. This site is also undergoing additional remedial actions to achieve site closure under the current PBR. Site FT007 is the former fire training area 2. This site is expected to close within current PBR, but if that is not achieved, annual LUCs and five-year reviews will be required for this site.
In addition to the IRP sites, the scope also includes maintenance of the in-home treatment systems for PFOS/PFOA contaminated water one residence with effort at any additional residences addressed as the need arises.
This project shall be conducted in accordance with the Basewide Remedial Action Plan for K.I. Sawyer (December 2004) and as updated in the Basewide No Further Action (NFA) Report of 2014.
The regulatory framework for K.I. Sawyer includes Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Michigan Act 451 Michigan Environmental Response Program (Act 451 Part 201 including cleanup criteria under R299.44, .46 .48, and .49) and the Michigan Safe Drinking Water Act. The Basewide Remedial Action Plan (RAP) of 2004 is the Decision Document for all IRP sites.
USEPA is no longer involved in the BCT.
In addition to the requirements presented in this PWS, this scope includes the following:
· No additional scope.
Contractors are not responsible for the following:
· No base-specific exclusions.
