1.1 Scope
Former Grissom AFB is located approximately 15 miles north of Kokomo in Cass County, Indiana and was established in July 1942 by the United States Navy as Naval Air Station (NAS) Bunker Hill. NAS Bunker Hill was closed at the end of World War II and the U.S. Air Force (USAF) obtained right of entry to 25 buildings in November 1951, reactivating Bunker Hill as an Air Force Base in 1954. The installation was renamed in 1968 to Grissom AFB and the Air Force Reserve began using the base in the early 1970s.
In 1984, the USAF initiated the Installation Restoration Program (IRP) to identify and evaluate environmental issues associated with past waste, disposal practices and spills. The former Grissom AFB is a non-National Priorities List installation and IRP activities are not currently under a Federal Facility Agreement or Interagency Agreement with the lead regulatory agency, the Indiana Department of Environmental Management (IDEM), or United States Environmental Protection Agency (USEPA).
In 1993, the BRAC Commission directed realignment of Grissom AFB to the Air Force Reserve (ARB) and on 1 October 1994 Grissom AFB ceased all active-duty operations. In 2008, Grissom ARB entered into a joint-use agreement with Miami County Economic Development Authority to have Montgomery Aviation managing day-to day civil operations. The Air Reserve Base occupies 1,233 acres of the former installation with the remaining 1,489 acres being maintained by private entities, the State of Indiana, or by the Miami County Economic Development Authority.
In response to USAF’s enterprise-wide response to possible releases of PFAS containing AFFF, a preliminary assessment was completed in 2015. The site investigation conducted by Amec Foster Wheeler in 2016 documented the presence of PFAS in soil, groundwater, surface water, and sediment near Fire Training Areas FT001 and FT002.
Currently, IDEM is the regulatory authority, and USEPA is not involved in the environmental program.
There are nine sites included in this PBR TO that are being addressed following the CERCLA progress. Two sites are landfills (LF003 and LF005) with ongoing routine post-closure activities. One site is the Central Heat Plant (CHP049) which is also in Long-term Management (LTM). Sites SS190, FT001, and FR002 will have very specific requirements for verification monitoring and closure activities and reporting only. Sites SS035, SS053, and SS058 have chlorinated solvents in soil and groundwater and require further action. Land use control (LUC) inspections and five-year reviews are required for all sites.
In addition to the requirements presented in this PWS, this scope includes the following:
· No additional scope.
Contractors are not responsible for the following:
· No base-specific exclusions.
