Section A - Solicitation/Contract Form
EXECUTIVE SUMMARY
Administration of this Contract will be the responsibility of 772 Enterprise Sourcing Squadron (772 ESS).
772 ESS intends to award six single Indefinite Delivery/ Indefinite Quantity (ID/IQ) contracts for Base Realignment and Closure (BRAC) Environmental Construction and Optimization Services (BECOS) located across the contiguous United States and Alaska with a 10 year period of performance including all options. The Government reserves the right to award using a different procurement vehicle than this solicitation or not at all.
The BECOS requirements are follow-on contracts to current Base Realignment and Closure (BRAC) environmental remediation activities at BRAC installations. These performance based remediation (PBR) efforts support the AFCEC BRAC mission and enhance BRAC program capabilities within AFCEC/CIB. The range of activities include variety of environmental restoration services and construction necessary to maintain regulatory selected remedies, implement optimization to enhance remedial progress, and advance sites to completion in a cost effective manner as identified in the Performance Work Statement (PWS). The Contractor shall undertake Environmental Remediation activities to achieve Performance Objectives (POs) at these BRAC installations sites.
Regional groupings of BRAC installations combining environmental remediation efforts, currently accomplished via multiple contracts and task orders, will promote implementation of cost effective solutions and sustainable life cycle cost reductions. The BECOS effort will permit implementation of realistic, relevant, and technically sound remediation approaches focused on advancing sites to completion through the achievement of a range of AF established site-specific objectives.
“Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds become available. The Government reserves the right to cancel this solicitation, either before or after the Closing date for receipt of proposals. In the event the Government cancels this Solicitation, the Government has no obligation to reimburse an offeror for any costs.”
