Question Government Response
12 PWS 2.9.2.1 S PWS 2.9.2.1,. The last sentence references FAR 52.245-2. This reference was changed to
52.245-1 in a previous response to a contractor question and is no longer in Section I. Recommend changing the reference in PWS
2.4.16.1 to FAR 52.245-1.
The Government did respond during the draft release of the RFP that 52.245-2 was removed and that 52.245-1 was the prime clause governing
Government Property. However, just before formal release of the RFP, the Government decided that the Government Vehicles listed in TE-8h would be provided in accordance with 52.245-2. Therefore both 52.245-1 and 52.245-2 apply to this solicitation. The referenced paragraph will be modified to include both clauses. Additionally, in researching the answer to this question, it was identified that the full text incorporation of clause
52.245-2 in the RFP contained the reference for
Government Property provided under this clause as, “Deicer Vehicles, See TE-9(h)” this will be changed in a forthcoming amendment to
“Government Furnished Vehicles as listed in TE-
8h.”
13 PWS
2.4.16.1, page 12, G PWS 2.4.16.1, page 12, says aircraft mechanics and electronics technicians require an A&P. While we understand the A&P requirement for the fixed wing aircraft which are commercial variants, we do not clear why there would be an
A&P requirement for
Government helicopters.
Q: Please clarify why there is a requirement for A&P certificate for helicopter mechanics.
This is the Government requirement and provides a recognizable standard level of training and experience.
14 PWS, page
70, para
6.2.1.
PWS, page 70, para 6.2.1. This paragraph says the applicant must have completed "either military (U.S. Army's UH-1N
Maintenance Test Pilot Course or USAF Functional Check
Certification) or FAA test flight program for the UH-1N or Bell
212 within the previous 12 months."
There are many qualified
Maintenance Test Pilots who have attended one of these courses but who have done so outside the "within the previous
12 months" window. The previous 12 month stipulation will significantly limit the pool from which to hire quality test pilots.
Recommend deleting the following: "within the previous
12 months"
The Government has revised this paragraph to state the following and will be included in a forthcoming amendment: “Aircrews must meet the training and qualification requirements of AFI 10-220 and
DCMA 8210.1. Pilots must have a FAA commercial pilot certificate with rotorcraft, instrument ratings and satisfactorily completed a proficiency check within the previous twelve months. Pilots must have completed either the U.S.
Army's UH-1H Maintenance Test Pilot Course, the
USAF Functional Check Flight Certification or the
FAA test flight program, in the UH-lN or commercial equivalent. Pilots must possess a current FAA Medical Certificate Second Class (at the contractors expense) and must have a minimum of 1500 hours first pilot with 500 hours experience in helicopters, of which at least 250 hours must have been in the UH-lN or commercial equivalent prior to performing FCFs.”
15 G Recommend the Government include a surveillance plan for the Contracting Officer
Representations that governs the
COR's processes to ensure the
Government and the Contractor are on the same page for surveillance procedures, processes, compliance and rules
Attachment 3 of the RFP is the Performance Plan
IAW AFI 63-124, PERFORMANCE-BASED
SERVICES ACQUISITION (PBSA) which is another name for a Quality Assurance Surveillance
Plan.

16 PWS 2.9.2.1 S PWS 2.9.2.1, last sentence states
"In addition, the contractor shall possess an approved property control system pursuant to FAR
52.245-2, Government Property
(Fixed-Price) Contracts, incorporated by reference in
Section I of the resultant contract." The FAR reference should be
52.245-1 to make it consistent with the language and with the
52.245-1 clause listing in
Section I on page 118.
See response to question 12.

S Section I, page 127/128, Clause
52.245-2 (e), states that the contractor will be responsible for replacing the only Deicer

11.3.1.1, 2nd sentence states
"The contractor is also responsible for maintaining and replacing, as is, Government furnished vehicles in accordance with FAR 52.245-2 at the contractors own expense."
Q1: Recommend changing TE-

Q2: Please verify that the only
A1: This has been revised; see response to
Question 12.

18 PWS
11.3.1.1
G PWS 11.3.1.1, states that "If any of the vehicles fail or become no longer usable, the contractor will deliver them to DRMO for disposition." Section I, page
127/128, Clause 52.245-2 (c), states "Unless the Contracting
Officer determines otherwise, the Government abandons all right and title to unserviceable and scrap property resulting from contract performance.
Upon notification to the
Contracting Officer, the
Contractor shall remove such property from the Government premises and dispose of it at
Contractor expense."
Q: Please clarify whether the contractor will be given title to the Government Deicer Vehicles when they become unserviceable or whether they will be required to go to DRMO.
All Government provided vehicles listed in TE-8h that “fail or become no longer usable” will be delivered to DRMO; the Contractor will not be given title to these vehicles.
19 PWS 6.1.7.1 G PWS 6.1.7.1 states Scheduling personnel shall have current
