VIPSAM Question Resolution Matrix
Questions 179-190
Question Government Response
Post Industry Week Submitted Questions
179 Section B, pg 2, 1st para. The Period of Performance is still listed as "anticipated". Are the periods listed now finalized?
The first sentence of the reference provided has been revised as follows:
The Period of Performance (POP) includes a 4 month phase-in period, 3 year (multiple year base) and 4 one (1) year options.
180 Section B CLIN 0003 and recurring CLINS. Please clarify that this CLIN is to include the aircrew and scheduling requirements described in PWS 6.1.6.
CLIN 0003 represents all costs associated with Paragraph 6 of the
PWS, to include paragraph 6.1.6.
181 DRFP Section B, Pg 8, CLIN 0011. The descriptions of the “VIPSAM Travel Cost” CLINs X011 indicate that “no overhead, G&A or profit will be paid under this CLIN”. This conflicts with the statements on
Section G, page 45, paragraph 3.a.i. of the draft RFP that states “General and Administrative (G&A) expenses (when applicable) will be allowed“ and on page 45, paragraph 3.a.ii. of the draft RFP that states
“Applicable burdens are allowable if travel is normally part of the specific allocation base”. Our company's approved Disclosure Statement indicates that indirect costs (i.e. appropriate overheads and
G&A) are allocated to direct costs, which would include travel costs. Please clarify the discrepancy.
Overhead and G&A are allowable under this CLIN. Profit is not. This
CLIN, along with all the other Travel CLINs have been revised.
182 DRFP Section B. Will the Contractor be able to load indirect costs (i.e. material handling, appropriate overheads, G&A) onto the cost of items funded out of the other non travel related “cost-reimbursable”
CLINs (i.e. X008, X009, X010) in accordance with approved disclosure statements?
Indirect costs and overheads are applicable to these CLINS.
183 DRFP Section L pg 90, para 4.3.4e requires a Quality
Assurance Plan as part of the proposal. PWS pg 38, para 2.37 Deliverables does not address a Quality
Assurance Plan. Please clarify the actual requirement.
If a Quality Assurance Plan is to be required as part of the proposal, recommend that it be submitted as an attachment that does not count against the proposal page count.
The PWS has been revised to include the Contractor’s Quality
Assurance Plan as a deliverable.
184 Section L, Pg 91, . 5.0, b(1) states: “Provide a completed relevancy matrix for your company, including each subcontractor and/or teaming partner.
Develop a matrix based on proposed team composition and number of citations provided for each. Identify the proposed work effort for
Subcontractors and teaming partners in terms of PWS requirements to be performed to permit the
Government to appropriately attribute relevance to the past work in light of proposed roles on this acquisition. “ Does the Customer want the matrix to include all 108 PWS references (the high level functions and ALL sub functions) in the matrix or stay with the 10 higher level PWS functions?
Please submit the higher level PWS functions.
185 RFP Section L, pg 95, para 7.1 requires a signed copy of the Model Contract and Sections A through K.
Please confirm that the submitted proposal will become the Model Contract and that there are no other additions other than Sections A through K.
The contractor’s proposal will become the model contract.
186 DRFP Section L, pg 95, Para 6.2. Please provide the
“attached pricing matrix” referred to in the Section 2 discussion.
Pricing matrix will be provided at time of formal RFP release.
187 Section M, pg 110, subpara c Assigning Ratings.
Table 3 is missing.
Table 3 is included on page 111. Reference to page number will be added.
188 Recommend plans (QA, Strike, …) not be counted against page count but be submitted as attachments.
The Quality Assurance Plan and Contingency Strike Plan will not be counted against the page count. Additionally, all plans, included in the deliverables list found in paragraph 2.38 of the PWS, that are required to be submitted at time of proposal submission shall not be counted against the page count, and should be submitted as attachments to the offerors proposal.
189 PWS Para 6.2.1 states in part: Pilots must have an
FAA commercial pilot certificate with rotorcraft and instrument ratings, satisfactorily completed a proficiency check, either military (US Army's UH-1H
Maintenance Test Pilot Course or USAF Functional
Check Flight Certification) or FAA test flight program, in the UH-1N or Bell 212 within the previous twelve months, ...
Please clarify that the 12 month requirement refers only to the completion of the proficiency check and not to the completion of the military or FAA test flight program. For example, we could decide to hire a FCF pilot who has been performing FCF test flights for the last 3 years but completed the test flight program 3 years ago.
This is correct; the 12 month requirement applies to the proficiency check.
190 PWS 6.1 and 6.1.6. What are the security clearance requirements for the FCF pilots and the aircrew and aircraft scheduling personnel?
The PWS has been revised and the following two paragraphs have been added to provide clarification:
6.1.1 Functional Check Flight Aircrews shall have a current SECRET security clearance.
6.1.7.1 Scheduling personnel shall have a current Top-Secret
clearance.
