Overview Contracting Milestones Period of Performance CLIN Structure Source Selection Approach Significant RFP Revisions
This information should answer a lot of the concerns we received as feedback from industry from the release of our draft RFP. I will provide our contracting milestones, period of performance, CLIN structure, Source selection approach, and significant RFP revisions.
Schedule of Events
| Draft RFP Release | 05 Feb 2010 | |||
| Revised Draft RFP Release | 11 Mar 2010 | |||
| Official Solicitation Release | 24 Mar 2010 | |||
| Past Performance Due | 26 Apr 2010 | |||
| Proposals Due | 10 May 2010 | |||
| Award Date | 15 Nov 2010 |
Here is our current planned milestones. These dates are not firm but we are working very hard to meet or come as close as possible to the scheduled timeline. We anticipate that there may be a delay to release of the official RFP due to our recent snowstorms, subsequent base closure and delay of the industry week. We still have a number of required reviews and approvals before clearance is granted for the release of the official RFP. But because we have made some adjustments based on industry’s feedback from the Draft RFP we have inserted an additional release of a 2nd Draft RFP on 11 March. But we do anticipate schedule adjustments as necessary. We hope for an award date of 15 Nov 2010.
Period of Performance
| Transition Phase In | 4 Months | ||
| Base Period (Multiple Year) | 3 Years | ||
| Option Years | 4 (1) Year |
Period of Performance: 7 years and 4 months Unique: 3 Year Multiple Year Base Period Termination Liability CLIN Contract Type: Firm Fixed Price
NAICS: 488190
The period of performance is for 7 years with a 4 month transition period. During the transition period the incumbent contractor is fully responsible for the VIPSAM requirement. We have a 3 year multiple year base featuring a Termination liability CLIN. We are utilizing O&M 3400 annual funds to fund the requirement and do no anticipate issues with funding the requirement for each program year. There is no risk of obtaining funds but required with the use of a 3 year multiple base we are establishing a termination liability CLIN should there be a need to terminate the contract for convenience during the base period. The remainder of the contract is 4 one-year options.
CLIN Structure
| X001 | Fixed Wing Aircraft Maintenance |
| X002 | Rotary Wing Aircraft Maintenance |
| X003 | UH-1N Functional Check Flight |
| X004 | Transient Aircraft Support |
| X005 | Munitions Support |
| X006 | Base Level Supply (Optional CLIN) |
| X007 | Fuel Services |
| X008 | Over and Above - Aircraft Maintenance (CR) |
| X009 | Consumables (Fixed & Rotary Wing) (CR) |
| X010 | Training (CR) |
| X011 | Travel (CR) |
| 0012 | Termination Liability CLIN |
Here is the VIPSAM CLIN structure. Munitions and Base Level Supply CLINS were both considered for government insourcing. Munitions has been removed from consideration and Base Level Supply is still in review. The CLINS are primarily FFP except for Over and Above Aircraft Maintenance for both the Fixed/Rotary Wing, Consumables, Training and Travel. The government will provide not to exceed costs in the RFP for these cost reimbursement CLINS. The inserted pricing will be evaluated in the overall total contract price.
Source Selection Source Selection Procedures Performance Price Trade-off (PPT) with technical evaluation factors Performance is more important than price Evaluation Criteria:
All subfactors are equal in importance and are not in descending order Mission Capability (Pass/Fail) Subfactor 1: Aircraft Maintenance Subfactor 2: Functional Check Flight Subfactor 3: Logistics Support Subfactor 4: Program Management Subfactor 5: Transition Phase In/Out Subfactor 6: Small Business Subcontracting/Participation Plan Past Performance Recent and Relevant Performance within 3 years from release of RFP Maximum of 5 contracts for prime contractor and maximum of 3 contracts for each proposed major subcontractor Price
Our selection approach is to select the offer providing the best value to the government through Performance Price Trade-off with technical factors. For this acquisition performance is determined more important than price. Our Factors are Mission Capability (Pass/Fail), Past Performance and Price.

And its purpose is to ensure the firm receiving the Government award, whether a SB or a large business, will include SBs in performance of the contract. Offerors will be required to identify SB firms by name and the products and services to be supplied in the instant procurement. Finally offerors will provide the estimated total contract dollars planned to be furnished by the SBs.
