VIPSAM Question Resolution Matrix

Questions 43-178

Question Government Response

Industry Week, Day 1 Questions

43 Will there be any restrictions on NAICS codes used by small businesses to included in the Small

Business Plan

The prime may designate the NAICS for its small business subcontractors, however, it is incumbent on the offeror to ensure they are applying the appropriate NAICS for services as it applies to this requirement as both the Small

Business Subcontracting Plan and the Small Business Participation plan will be evaluated for award.

44 What is the potential to in-source this competition?

Other than the possibility of supply requirements, no other area will be in-sourced. There is no set timeline for this decision; therefore we have included it as an option CLIN.

45 Ms. Johnson mentioned the munitions CLIN being eliminated in her briefing, please elaborate.

The munitions CLIN will remain, however as it is no longer being considered for

In-Sourcing it will cease to be an “option” CLIN and instead become a permanent

CLIN.

46 How will bidders be expected to propose on the supply requirement?

We will treat the supply requirement as a permanent part of this requirement until otherwise directed. Although it may be an Option CLIN at this time, it will still be evaluated and carry as much weight as the other CLINS in the RFP.

47 Will the Government post today’s briefings on the

Federal Business Opportunities (FBO) Website?

To include the photographs previously mentioned?

All briefings will be posted on the FBO website following Industry Week.

Although we have taken some photographs, there release may be sensitive depending on the location, so the Government would ask that if there is something you would like a photograph of to request it and we will request authorization for release.

48 Ms Johnson said the munitions CLIN was removed and the supply services was optional?

Please clarify. Is the Supply service a contract requirement?

The munitions CLIN is no longer an OPTION CLIN as it is no longer being considered for In-Sourcing. It will remain as a permanent CLIN in the RFP.

Although an Optional CLIN, Supply is a requirement at this time and should be treated as such.

49 Please provide a re-review of the contracting/proposal schedule.

The briefed schedule has slightly changed as the RFP release is TBD, however the below is being provided for planning purposes:

Industry Day 4, One on One Questions

135 Why are deciding to go with Past Performance

Price trade-off?

It has been determined that this is in the best interest of the Government.

136 How are we going to evaluate Past Performance?

Based on the current “Relevancy” definition, it will be difficult to meet the requirements.

Sections L and M of the RFP will define how past performance will be evaluated.

Relevancy definitions have been revised.

137 How will you “level the playing field” for new offerors relative to the incumbent as it applies to the transition CLINS and associated costs?

The Government intends to evaluate the 4 month transition costs in CLINS 0001 thru 0011 as a part of total price evaluation.

138 Why past performance tradeoff vs. full tradeoff? It has been determined that this is in the best interest of the Government.

139 If I am not hitting all the subfactors how are you rating me?

Section M of the RFP provides relevancy definitions.

140 If I can provide the experience over multiple contracts how will I be rated?

As it applies to relevancy, “contracts” has been replaced with “performance,” therefore it is possible to rated relevant if performance on multiple contracts fulfills the relevancy definition.

141 At what point will be made to in-source supply? No timeline has been determined at this time.

142 Last May we heard a lot of focus on small business, but in the RFP it says 16%, but the AF is

23%? Why is it so low

The Government is increasing this goal from 16% to 23%.

143 The Government has no issues, with the contractor subing out to small business?

No.

144 No phase in CLIN? CLINS 0001 thru 0011 cover the 4 month phase-in period. All proposed costs for phase-in should be included in these CLINS.

145 Workload data, we need sortie history vice flying hour history?

The number of Sorties flown by Aircraft MDS will be provided in TE-4

146 No workload data for back shops? If it’s in CAMs then there should be data available

The Government will provide estimated man-hours for all back shops in TE-4.

147 Will there be flexibility to consolidate hanger and/or shops?

Although the mission or environmental concerns may dictate requirements, the

Government is definitely open to consolidation as long as all requirements of the

PWS can be met.

148 No information to deduce staffing requirements for typical MMH/FH for flight line maintenance.

Can you provide?

TE-4 is being revised to allow offerors to determine staffing requirements.

149 Need more detailed workload data. The TE’s don’t provide turn time for each aircraft, standard maintenance per flight hour. How many people are required for cleaning, polishing jets?

The Government will revise TE-4 to include workload data for Aircraft Cleaning.

150 We need workload data to support calculation of the number of the contractor owned vehicles or e.g. who gets a vehicle, # of de-ice operations, usage of cranes) number and types of current vehicles

The Government will provide the list of GFE, however it is the contractor’s responsibility to determine and provide all other equipment and vehicles needed to support this requirement.

151 Deicers, there is no workload data for de-icing TE-4 has been updated with historical data, however de-icing is contingent on weather and can vary greatly from year to year.

152 Are there any restrictions on the consolidations for entire areas?

Yes, there may be restrictions based on mission requirements, security concerns, or environmental issues. However, the Government is open to consolidation of areas as long as the requirements of the PWS are met.

153 What type of shift coverage do you really need? PWS Para 2.6 provides hours of operation for service areas.

154 Are you on schedule to release the RFP? The proposed release date has been moved to 31 Mar 10.

155 Can we define what it takes to turn an airplane? The PWS outlines the requirements necessary for turning aircraft.

156 How does the work flow in surges? TE-4 is being addressed and will identify surges where necessary.

157 Very little definition role for flying crews and crew chiefs, will the PWS be revised to further define these roles?

Government is reviewing this observation and will revise the PWS if required.

158 Is the contractor responsible for meeting OSHA standards?

Yes.

159 Will the C-20 requirement be removed? No.

160 Are their separate contracts for the following aircraft? Boeing, Gulfstream

For COMBS Supply and Depot Maintenance., yes.

161 Can you look at the NAICS codes, specifically:

336411?

This NAICS code does not apply to this requirement. 488190 will remain the primary code for Aircraft Maintenance.

162 Are COMBs OEM Ran? Yes.

163 Where is the Depot for Helicopters? There are only two place that helicopter go for depot, Marine Corp Air Station

Cherry Point, North Carolina , and Corpus Christy Army Depot, Texas

164 There is no Depot level maintenance done for helicopters on site?

No.

165 PWS 2.2.2. TE-2 Support Agreements listed are not current?

The Government is reviewing these Support Agreements.

166 PWS 2.4 Contractor Personnel Requirements.

Please provide those positions the Government determines are Key Personnel and the associated position requirements, the minimum experience levels / qualifications, and resumes requirements.

PWS Para 2.4.3 has been revised to provide the following definition of Key

Personnel: “project manager and management, responsible for overseeing the daily operations of the functional areas covered in this PWS.”

167 PWS 2.7. How will the Government determine the award of Option Years? What is the criterion and which Government office makes the final decision?

4 option years are already included in the requirement vice the previous contract that had award term option years.

168 DRFP TE-4a. Please verify the estimated workload data which appears to be low.

TE-4a is being reviewed and revised.

169 DRFP TE-3a.

a. Please define “Aircraft Availability”? How is this determined / measured? How does this differ from MC rates?

b. Please confirm the MC rate of 89.2% for

UH-1N aircraft is correct in light of the increase in flying hours projected in the DRFP.

c. Please confirm that all of these standards listed are equally important in evaluation of contractor performance.

d. Please provide formulas and examples for calculations for each category listed in this

a. Aircraft Availability is described in AFI-21-101 AMCSup 1, pg 30 Para

1.15.3.3 and reads as follow; Aircraft availability. Percentage of a fleet not in a

Depot possessed status or NMC aircraft

(that are unit possessed). NOTE: The metric may be created at the Mission

Design (MD)/

MDS level or may be grouped by fleet (e.g., Aggregate, Bombers, Fighters) to determine “Aircraft Availability”.

Availability rate = MC hours* x 100

b. MC rate for UH-1N has been changed to 78.9%.

c. TE-3a will no longer be used for the basis of evaluation, the relevancy definition has been revised in section M.

d. Response is forthcoming.

exhibit.

170 DRFP TE-4b. Please verify the fixed wing flying hour forecast?

The flying hours in TE-4a have been reviewed and verified.

171 PWS 2.23.2. In order to determine the requisite number of crash and recovery team members, please provide more definition of the requirements.

Response is forthcoming.

172 PWS 11.6.3. Will it be a Government requirement that contractor key personnel to carry Blackberry or equivalent devices in order to maintain connectivity 24/7?

The contractor’s project manager along with the top five members of their staff

(or their alternates) shall carry a Government provided Blackberry® (or similar device). They are expected to answer calls 24 hours a day, seven days a week

173 PWS 5.39.5. No Fault Found. Will the

Government provide historic No Fault Found data to include the number of items and the cost to repair each items?

Response is forthcoming.

174 PWS 2.3.1 requires contractors to comply with all directives. Since changes to directives may impact the contract, recommend the following wording be added: "Changes to directives that result in cost changes to the contract will be negotiated between the Government and the contractor and / or any additional costs will be charged as over and above with approval from the

CO."

The Government has reviewed this suggestion and the paragraph will remain unchanged. If a change to a directive is so significant that a contractor believes an equitable adjustment is appropriate they should submit it to the Contracting

Officer for determination.

175 PWS 2.5.7 states that the contractor "shall control and monitor access into restricted areas under their responsibility at JBANW…" Please define the areas the Government considers restricted areas.

Many of the Aircraft Maintenance and back-shop facilities are located along the flight line which is a restricted area. Additionally there are many other areas in the munitions and fuel storage areas that are restricted. This requirement is not to provide security personnel, but is to make it a responsibility of personnel to monitor access and safeguard restricted areas.

176 PWS 2.7.7 states that the "contractor shall inspect the required services identified in TE-5." How are these AQL established? What is the process for out year adjustments should it be determined that the AQLs need to be adjusted up or down? Is there an USAF instruction that governs this process?

The AQL’s are methods and tools used to measure contractor compliance which is a requirement of the performance plan that is developed in accordance with

AFI 63-124. AQL’s are established based on identified requirements. To address out-year adjustments PWS Para 2.7.9 states that “AQLs may be adjusted due to changing mission requirements or to address areas of substandard performance or non-compliance issues. All changes will be coordinated through the CO and require a contract modification.”

177 PWS 5.7 states that "all contractor employees shall be responsible for ensuring aircraft cleanliness."

Since there are union position descriptions and administrative positions not involved with aircraft work recommend this be reworded to specify only those contractor personnel who work on aircraft.

This paragraph has been revised, to state those employees who work on or around aircraft are responsible for aircraft cleanliness.

178 Is the De-icing equipment in the GFE? As well as other vehicles?

Yes.

File details come from the government source that posted it. Updated .
