Reference: Section M, Evaluation
Factors For Award
Paragraph: 3.0 Past Performance
Factor, RFP Relevancy Definitions, Background: The evaluation criteria in the RFP Relevancy Definitions appear to eliminate credible competition. An example of this is:
Aircraft Maintenance (Subfactor 1) states:
RELEVANT: Contract(s) involved with Operations and Maintenance
(O&M) responsibility for aircraft
(rotary and fixed wing) which must include any of the following DoD or
Commercial Equivalent aircraft, C-
20, C-32A, C-37A, C-37B, C-40B, or the UH-1N (DoD) and experience
The Government has reviewed this suggestion and has provided the following revision:
AIRCRAFT MAINTENANCE (Subfactor 1):
RELEVANT – Performance which includes as a material requirement of the PWS Operations and Maintenance (O&M) responsibility for aircraft (rotary and fixed wing), as a material requirement, which must include UH-1N (or Bell 205, 212 or 412 helicopters) and any of the following DoD or Commercial Equivalent aircraft, C-20, C-32A, C-37A, C-37B, or C-40B, and experience in all of the following areas:
1) Consistently sustained mission capability and departure reliability rate requirements, for contract(s) performed, on a monthly and annual basis,
2) launch and recovery of aircraft,
3) phase and isochronal inspections/checks,
4) plans and scheduling to meet a daily, weekly, and monthly flying schedules and
5) providing transient aircraft maintenance and servicing.
in all of the following areas: 1) meeting mission capability rates in
TE-3a and meeting or exceeding an average annual departure reliability rate of 95% or higher, 3) launch and recovery of aircraft, 4) providing launch processing for distinguished visitor (O-7 Equivalent or higher), 5) plans and scheduling to meet a daily, weekly, and monthly flying schedules and 6) providing transient aircraft maintenance and servicing.
Comment: Since the experience requirements stated for Aircraft
Maintenance (Subfactor 1) are not specific to the aircraft listed, the same experience with “similar” aircraft is just as relevant.
Question:
Would the Government consider revising the RELEVANT criteria for
Aircraft Maintenance (Subfactor 1) to read as follows?
RELEVANT: Contract(s) involved with Operations and Maintenance
(O&M) responsibility for aircraft
(rotary and fixed wing) which may include any of the following DoD or
Commercial Equivalent aircraft, C-
20, C-32A, C-37A, C-37B, C-40B, or the UH-1N (DoD), or similar aircraft, and experience in all of the following areas: 1) meeting mission capability rates in TE-3a and meeting or exceeding an average annual departure reliability rate of
95% or higher, 3) launch and recovery of aircraft, 4) providing launch processing for distinguished visitor (O-7 Equivalent or higher), 5) plans and scheduling to meet a daily, weekly, and monthly flying schedules and 6) providing transient aircraft maintenance and servicing.
