VIPSAM Question Resolution Matrix
Questions 31-42
Question Government Response
31 Is the USAF considering “breaking up” the upcoming requirement’s task areas into multiple contracts and setting them aside for SDVOSB, Small Business, and 8(a)?
No, although the Government does specify target goals for supporting small business.
32 DRFP Section B. Will there be CLINS for
Transition Phase-In and Transition Phase-out?
Transition Phase-In requirements will be included in CLINS 0001 through
0011; there will not be a separate Phase-In CLIN.
Additionally, as Phase-Out costs are contingent on future planning these costs will need to be negotiated at a later date and, if necessary, a new
CLIN may be established.
33 DRFP Section B, CLIN xx03. Suggest the
Government consider eliminating CLIN xx03, UH-1N Functional Check Flight Operations, by rolling this requirement into CLIN xx02.
These CLINS will remain separate.
34 DRFP Section B, CLIN xx05 should be labeled
OPTIONAL CLIN like CLINxx06 per the in-sourcing discussion on page 2.
Section B, page 2 of the RFP, was revised and the reference to the possible in-source of Munitions has been removed as it is no longer being considered. Accordingly this CLIN is no longer Optional.
35 DRFP TE-4e. Does this fuel data include both
USAF and USN requirements?
Yes. Fuels supports all JBANW customers and tenants.
36 DRFP - USN Transient Alert (TA) Workload
Data. When will the Government provide USN
TA workload data? USN data was in the previous draft but is missing in the latest DRFP.
The PWS has been revised and the Navy TA requirements have been removed.
37 DRFP TE-6c – Will any US Navy technical manuals be added to this tab?
No. The PWS has been revised and the Navy TA requirements have been removed.
38 DRFP. Do TEs-9a, 9b, 9c, 9d, 9e(1), 9e(2), 9e(3), 9e(4), 9f, 9h, 9i, 9j include the USN TA GFE that was listed in TE-10k of the previous draft? If not, when will the USN GFP/GFE list be provided?
No. The PWS has been revised and the Navy TA requirements have been removed.
39 DRFP, Section H-012. This paragraph states that
“… the contractor shall be fully liable as an insurer for any loss or damage to such equipment or property while in contractor care, custody or control arising from any cause whatsoever and contractor agrees to reimburse the Government in full.” This statement appears to assign contractor liability for situations that may be beyond the control of the contractor such as acts of God, damage that may be caused when Government personnel use GFE as required in PWS 11.3.2.1 or damage or lost may be caused when
Government personnel check out tools from the contractor. Please clarify the Government’s intent.
a. Is it the intent of the Government to increase the cost of the contract to the Government by not sharing in the cost of losses of GP and have the contractor bear the full cost of all losses as declared in Section H, Clause H-012?
b.Is it the intent of the Government to negate the contractor’s limited liability provided for by
DFARS Clause 252.228-7001 Ground and Flight
Risk cited in Section I?
c. Is it the intent of the Government to negate the contractor’s limited liability for provided for by
This local clause has been removed.
FARS Clause 52.246-25 Limitation of Liability
Services cited in Section I?
d. Is it the intent of the Government to only include Government Property and exclude
Government Furnished Property (GFP) in H-012?
FAR Clause 52.245-1, titled Government
Property, as cited in Section I, limits the liability of the contractor for GFP.
40 PWS 2.2.3. Significant workload changes are defined as variations greater than +/- 20%. The
+/-20% variation is large and likely to cause higher pricing to cover the associated risk on a
Firm Fixed Price CLIN. Suggest the Government reduce the variation to perhaps +/- 10%.
The Government has revised this variation to +/- 10%.
41 PWS 2.31.1. Please identify which publication defines the USAF standards for vehicle appearance and uniformity.
PWS 2.31 has been revised as follows and identifies the appropriate AFI that applies:
2.31 Vehicle Requirements. The contractor shall furnish all vehicles to meet the requirements of this PWS, not included in TE-9, as required.
The contractor shall maintain files of approved vehicle operators and shall ensure that all vehicles, Government or Contractor provided, are maintained and cleaned IAW AFI 23-302 Para 3.13 and meet appearance requirements as outlined in TE-12. Additionally, all vehicles shall have a conservative uniformed appearance.
PWS 2.4 Contractor Personnel Requirements.
Please clarify all Key Personnel requirements, the associated minimum experience levels and qualifications, and which positions require resumes.
Paragraph 2.4.3 has been revised as follows: “Identification and
Replacement Personnel. The contractor shall identify key personnel to the CO at time of proposal submission. Any changes or additions to key personnel will require a resume(s) to be submitted to the CO for acceptance prior to allowing the proposed individual to begin work on the contract.”
Para 2.4.3 defines Key Personnel as “project manager and management, responsible for overseeing the daily operations of the functional areas covered in this PWS”
