Section B - Supplies or Services and Prices

SPECIAL INSTRUCTIONS

NOTE TO POTENTIAL OFFERORS:

Anticipated Period of Performance (POP) is a 4 month phase-in period, 3 year (multiple year base) and 4 one (1) year options. FAR 52.217-2 (Cancellation Under Multiyear Contracts) and DFARS 252.232-7007 (Limitations of Government’s Obligation) are incorporated in this solicitation and any resultant contract.

While this is a Firm-Fixed-Priced (FFP) Contract, all Contract Line Items (CLINs) relating to Over and Above, Consumables, Training and Travel will be cost-reimbursable. Potential offerors are not to propose to these CLINs.

INSOURCING POTENTIAL FOR VIPSAM SUPPLY AND MUNITIONS REQUIREMENT AS IDENTIFIED IN THE PERFORMANCE WORK STATEMENT:

DoD has announced an initiative to re-balance the Department's workforce and reduce the percentage of contracted services as compared to the Department's organic workforce, as well as increase Government performance, oversight & control of critical services. This initiative is commonly referred to as "in-sourcing" and is consistent with the Department's Congressionally mandated statutory requirements under the Fiscal Year 2008 National Defense Authorization Act, as well as President Obama's call for Government contracting reform in his March 4, 2009 memorandum.

"In-sourcing" is defined as the conversion of any currently contracted service or function to DoD civilian or military performance, or a combination thereof. The Department conducts in-sourcing from a total force perspective, strategically assessing contracted services as part of its requirements determination process. The in-sourcing initiative does not target individual private sector companies or employees. In-sourcing is a collaborative effort across the Department's core lines of business, bringing together key stakeholders from the personnel, financial management, acquisition, manpower, and various support communities.

All potential offerors are advised the USAF is analyzing the potential to “in-source” the entire VIPSAM supply requirement. All CLIN’s associated with this function will be included in any resultant contract as OPTIONAL CLIN’s based on the Government’s decision.
