1. Amendment 0002, new para 7.3.4.1 states "The percentages are based on total subcontracting dollars and first, second and third tier subcontracting dollars can be counted towards meeting your small business participation goals." | PWS 5.33.1 and 5.33.2 |
2. Amendment 0002, PWS paras 5.33.1 and 5.33.2 now show an increase in time to perform inspection yet there is no change to the TE-4h workload data.

TE-4h is not affected by the changes in paragraph 5.33.1 and 5.33.2.

| PWS 5.23 and 5.46 |
1. Amendment 0002, PWS paras 5.23 and 5.46 number 18 have been changed to reflect a new requirement of at least 80% FMC helicopter availability. Historically, there is always one helicopter in Phase, one helicopter awaiting FCF, and one often in depot repair. 80% of 19 aircraft equals 15.2 which we assume would be rounded up to 16 aircraft. 80% of 18 aircraft equals 14.4 which we assume would be rounded up to 15 aircraft. Assuming one aircraft in phase, one awaiting FCF and one in depot, the contractor is already at the limit without taking into account the impact of daily flight operations. Every time any of the remaining aircraft returns from a flight in a Code 3 status the contractor will fail the 80% requirement.
Additionally, it is our understanding is that PMAI aircraft do not include aircraft under depot repair yet PWS para 5.11.8 states "the contractor shall not expect relief from the daily aircraft requirement for TDY, depot, AOG or off-station aircraft.”
We expect that the 80 percent will be rounded down. (Ex: 18 will equal 14, 19 will equal 15 and so on if we get additional airframes.) This requirement was established by the 316OG/CD.
