8 T 2.1.11.3, 2.1.15.4 PWS paragraphs reference TMDE responsibilities. It was briefed at the pre-proposal conferences that PMEL has been removed from the contract.
Please validate the tasks in these paragraphs and that NAICs 811219 is still the appropriate industry classification for this contract.
The Air Force Enterprise Contracted (AFEC) Precision Measurement Equipment Laboratory (PMEL), through a host/tenant agreement will provide PMEL support functions for assigned TMDE. However, the TM service provider will still be required to manage the TMDE and perform user calibration as outlined in TO 00-20-14. The Government does not anticipate changing NAICs codes.
9 T 3.1.1.2.5. Is there a list of Nuclear Certified Equipment? If so, what is the historical hours for maintaining this equipment. Is the contractor responsible for required movement?
Nuclear Certified Equipment hours are captured in Appendix 3B, item 4, under the Weapons Release category. Additionally the Nuclear Certified Trailers workload is captured under Appendix 3B, Item 1, Aerospace Ground Equipment (AGE) maintenance. The contractor is responsible for movement of the trailers.

Hours of Operation
2.1.2 and 3.1.18 PWS references " Duty hours for supporting the maintenance functions shall be IAW applicable, Air Force (AF), AETC and local directives".
Can the government provide the applicable local directives that dictate the operating hours for the Munitions Support Area (MSA)?
The established hours of the MSA currently being operated is 0700-1100 and 1200-1600 Mon-Fri. Excluding holidays. These details are outlined within Courtesy Storage Agreements with the custodians that store assets within the MSA. It does not include any operations that are outside the normal daily requirements. These do happen but they are rare. This historical workload data is captured within Appendix 3B.
Additional specific duty hours are determined by the 82 TRW in the event of a contingency/exercise within the Installation Defense Plan (IDP) and or Base Support Plan (BSP) or as designated by the CO as written within the PWS Para 2.1.2., 2.1.5.5.
The contractor is also required to respond to alarm activations as designated within the PWS Para 3.1.24. This historical workload data is captured within Appendix 3B.
