PWS 3.1.1.2 states “The SP shall perform scheduled and unscheduled inspections, troubleshooting, repairs, overhaul, operational checks, modifications, calibrations, installation, corrosion control, servicing, washing and fabrication…”
App 3B does not appear to provide workload estimates for PMEL work.
Please clarify if the SP is to perform PMEL work and if so, please provide the associated workload data.
The Precision Measurement Equipment Laboratory (PMEL) workload will not be a part of this requirement. PWS para 3.1.1.2, refers to calibration as it relates to user calibration only. All other calibration will be accomplish by the local PMEL which will be under a different contract.

The 3B-1 workload table provides annual man hours for Corrosion Control/Paint of
13,231. 3B-1 also shows PMB module maintenance of 1200hr/year.
1. Please verify that there is no overlap in work between these two areas and that the hours in each area are additive toward the total man hour requirement.
Table 3BA-1 shows a man hour requirements for painting each MDS but does not state the number and types of aircraft to be painted each year.
Please clarify if the paint requirements provided in Table 3BA-1 are included as part of the Corrosion Control/Paint annual man hours (13,231) or if the Table 3BA-1 man hours are separate and should be added to the 3B-1 man hour to obtain the total program man hours. In other words, a.Are all the man hours associated with the workload data in Table
3BA-1 already accounted for in the 3B-1 workload table?
2. If the latter is true, then please provide the Government’s annual estimate for the painting by MDS for each year of the contract.
3. Please clarify if the man hours in Table 3BA-1 are the Government’s estimate for the entire contract period of performance or if these hours are annual estimates.
The Corrosion Control/Paint of 13,231 hours does not include the PMB module maintenance of 1200 hrs. The 13,231 corrosion control hours are direct labor hours and the 120 hours are additive direct hours.
(Note: The 1,200 hours was a typographical error, it should be 120 man hours not 1,200 hours). The PWS will be revised to depict 120 mh/per year.
The number of aircraft that will require full paint will be based on a paint scoring system outlined in the PWS. The USG will provide the offeror's a current paint scoring at the RFP similar to the one provided in Appendix
3BA, page 3BA-3.
The BEQ Paint Hours per aircraft located in Appendix 3BA, Table 3BA-1 are the estimated paint hours it has historically taken to perform full paint per aircraft within each MDS since the start of the current contract.
These corrosion control manhours (13,231) include the hours located in
Appendix 3BA, Table 3BA-1. Yes, all man hours associated with the workload data in Table 3BA-1 are already accounted for in the 3B-1 workload table.
The BEQ paint hours per airframe in Table 3BA-1 are the hours that it has taken to perform a full paint on each applicable MDS not the entire contract period or annual hours as referenced in the question.

In order to price custodial services, SPs will need to know the square footage of each SP space. Please provide the square footage for each SP space listed in Appendix 3FA.
Please confirm that the spaces listed in Appendix 3FA do not include shared spaces or
Government spaces.
Appendix 3FA does include shared/Government spaces, however the
USG will revise the PWS to include the square footage for each SP space listed in 3FA.

The workload data in Appendix 3B does not appear to address the following areas:
1. Fuels
2. Environmental
3. Pensacola
4. Wing historical/static display
Please clarify that the SP is to provide these functions and please provide the associated workload data
The workload data in Appendix 3B covers the workload for this new requirement.
This requirement does not include Aircraft Fuel Systems maintenance (In-tank maintenance) and the Fuels distribution school is covered under
Appendix 3B, Table 3B.1, under item 16, Civil Engineering, Liquid Fuels
Maintenance/Plumbing.
The Environmental workload will not be covered under Appendix 3B since it is an indirect labor function. That is, the Environmental Monitor does not perform maintenance on an aircraft. They support the maintenance operations through management all of the Federal, State and local environmental protocols. Please reference PWS Section 2-1 for Environmental requirements.
Pensacola NAS workload is located in Appendix 3B, Table 3B.1 under item 5.
The Wing Historical/Static Display workload is captured in Appendix 3B, Table 3B.1 under all the maintenance shops.

Please verify the numbers and types of aircraft that the workload data presented in the
3B-1 table is associated with. Does this workload data represent the level of effort for the same MDS and number of GITA and static display aircraft as listed in Table 3BA-1?
If not, please identify the MDS and numbers which are associated with the workload data.
What is the time period and dates for which the workload data is derived?
The workload presented in Appendix 3B is the level of effort required to support all MDS and number of GITA, Static Display aircraft as listed in
Table 3BA-1. The workload data derives from FY12 & FY13.

Para. 3.1.5.1
The BEQ Paint Hours per Airframe numbers vary significantly from the hours provided by the Government in the 2010 RFP and in all cases the BEQ Paint Hours per Airframe numbers have increased. The table under tab "Table, T-11" shows the comparison with the 2010 to 2015 delta shown in the last column.
1. Please verify the BEQ Paint Hours per Airframe numbers.
2. Please provide clarification as to why the workload hours have increased so significantly in a 5 year period of time. We can see that the aircraft variant has changed in some cases but that should not significantly change the number of hours to paint each
MDS.
The Government provided workload data is critical for determining staffing levels and is necessary for a fair competition against an incumbent who knows the staffing level for this program.
The BEQ paint hours per airframe derive from the information loaded into
IMDS from the start of the current contract and is the most current information available. The USG has verified paint hours.
dPWS-C-01 N/A Please verify if there will be a Small Business requirement and if there is one, that that requirement will be evaluated as a percentage of the total subcontracted value.
Large business offerors will be required to submit a Subcontracting Plan.
The Subcontracting Plan addresses small business and will be expressed in terms of dollars and percentages of subcontracted dollars.
