1 T 3-1-8, 3.1.5.1 3.1.5.1 states “Implement and manage a Tool and Equipment Management Program (also known as Composite Tool Kit (CTK) Program) IAW AFI 21-101. The SP shall use the web-based application TC Max Tool Asset Management Software. The SP shall implement the TC Max Tool Asset Management Software within 90 days of contract start. The cost of the software will be included in the Service Provider's price. The Government will retain the rights to all computer software and licenses at the end of the contract.”
Government response dPWS-T-05 states “Currently no Government compatible barcode, scanners, label printer are available.
For implementation of TCMax, will the Government provide the scan guns and printers (software support equipment) or is the SP expected to purchase these items?
If the SP is expected to purchase these items, will the cost be covered as a reimbursable cost?
Will TCMax be hosted on Government computers?
The SP will be required to provide all software support equipment for TC Max software implementation. The cost of the equipment will be included in the service provider’s price.
TC Max Tool Asset Management Software will be hosted on Government Computers.
2 T 3-1-1, 3.1.1 3B. Workload Estimates 3.1.1.2. The SP shall perform scheduled and unscheduled inspections, troubleshooting, repairs, overhaul, operational checks, modifications, calibrations, installation, corrosion control, servicing, washing and fabrication to provide full mission capable training equipment IAW applicable technical data, AFI 21-101, AETC Sup and SAFBI 21-208 for trainers, GITAs, historical/static displays to meet Aircraft Utilization and Requirements List (AURL) training equipment.
Government stated during Pre-Proposal Conference that GITA and Static Display aircraft washes were suspended as of December 2013.
Do the workload Estimates provided include hours for washing GITA and Static Display? If not, please provide the workload estimates for GITA and Static Display washings.
Yes, the workload estimate includes hours required for washing GITA and Static Display aircraft. The current waiver is a temporary waiver until the draught conditions in the Wichita Falls area no longer exist.
3 T 2.1.2 3B. Workload Estimates 2.1.2. Hours of Operation. Operating hours established by the SP shall be consistent with meeting the contract performance requirements or as directed by the Contracting Officer (CO).
Duty hours for supporting the maintenance functions shall be IAW applicable, Air Force (AF), AETC and local directives and the daily/weekly-training schedule, to ensure accomplishment of training projections and support requirements.
Please identify for each school the hours of instruction so bidder can staff shifts accordingly. The 82 TRW technical training school house hours of operation is based on student load and training requirements. At this time the only support required after day time hours is Aerospace Ground Equipment support. However, in accordance with the PWS duty hours could vary to meet training projections and contract support requirements.
4 T Appendix 3FC, 3FF Site Tour Please verify the large tugs in Building 1360 are contractor property. If the contractor is required to supply the tow tractors, please provide the towing capacity required.
Large tugs in Building 1360 are service provider property. See PWS paragraph 2.1.22.11.7.2.for equipment required to support heavy aircraft tow operations. Also, please reference Appendix 3BA for the type of aircraft that will be towed during the performance of this contract.
5 T 3.1.3.3.1 The 3 level priority system provides timeframes for repairs. In all levels the timeframe states “or until a demand has been placed on supply”.
Please clarify the intent of that statement. Is “a demand on supply” meant to imply an order has been placed for the parts and materials to fix the item or the receipt of the ordered parts/materials?
Yes, the parts or materials have been placed on order through the supply system to repair the end item; therefore, a valid backorder has been placed on supply.
6 T PWS Is there IMDS access at NAS Pensacola? Yes.
