1.3. Goals and Objectives. The Service Provider (SP) shall:
1.3.1. Provide customers with serviceable aircraft/equipment for training requirements.
1.3.1.1. Meet Air Education and Training Command (AETC) contract and surveillance performance thresholds (standards); (See Section 3-2, Paragraph 3.2.1., Table 3.2.1., for performance thresholds and calculation methods.) Note: These performance thresholds and calculations may be adjusted periodically by the Government.
1.3.2. Meet our customer needs; field unit/MAJCOM objectives and customer satisfaction.
Continually improve the quality of our training processes; both training experience and results; ensure timeliness of the graduates; and endeavor to meet established completion dates.
1.3.2.1. Ensure one-hundred percent (100%) readiness of SP personnel and equipment to meet mission requirements.
1.3.3. Be environmentally responsible.
1.3.4. Preserve Team Sheppard resources through a proactive safety program.
1.3.5. Establish a culture which integrates risk management in all operational decisions.
1.3.6. Conduct daily operations in a professional/courteous manner.

Section 2-1
2. Description of Services/General Information
2.1.1. All Services. The service provider (SP) shall meet all requirements and responsibilities in support of Ground Instructional Training Aircraft (GITA), Historical Static Display
Aircraft, trainers, support equipment, Aerospace Ground Equipment (AGE), and munitions services at Sheppard AFB (SAFB), TX and 359th Training Squadron Detachment 1 , NAS
Pensacola, FL. The SP’s staff shall be fully trained, qualified, and knowledgeable professionals who are customer service oriented and conduct daily operations involving customers in a professional/courteous manner. The SP shall ensure quality work performance in accordance with (IAW) applicable performance thresholds. The SP shall partner with the Sheppard community to continuously improve the quality of all programs and services offered in support of the 82 TRW mission.
2.1.1.1. For the purposes of this document all references to the SP will include any and all subcontractors if applicable.
2.1.2. Hours of Operation. Operating hours established by the SP shall be consistent with meeting the contract performance requirements or as directed by the Contracting Officer (CO).
Duty hours for supporting the maintenance functions shall be IAW applicable, Air Force (AF), AETC and local directives and the daily/weekly-training schedule, to ensure accomplishment of training projections and support requirements.
2.1.3. Personnel. The SP shall:
2.1.3.1. Exercise management and operational control over all SP personnel and retain full responsibility for performance requirements set forth in this Performance Work Statement (PWS).
The Government will not exercise any direct supervision over the SP’s employees’ performance. Government observations will be conducted as indicated in paragraph 2.1.25 of this PWS, the Quality Assurance Surveillance Plan (QASP) IAW Mandatory Procedures (MP)
5301.602-2d and Air Force Intruction (AFI) 21-101, Aircraft and Equipment Maintenance
Management, and any other clauses included in the contract.
2.1.3.1.1. Qualification of Personnel: Provide properly trained, qualified, and certified technicians to meet mission requirements. The SP’s personnel shall be able to read, write, speak and understand English. The SP shall hire personnel that have the technical background/expertise to perform the maintenance tasks required to meet the Performance
Objectives of this PWS. Due to the diverse nature of maintenance required to meet the requirements set forth in this PWS, an On-the-Job-Training/Cross Utilization Training
(OJT/CUT) program is acceptable to complete full task qualifications. The OJT/CUT program guidelines shall be included in the required Training Program and shall be sent to the CO no later than the pre-performance conference for approval.
2.1.3.1.2. Submit the names of its company officers, parent companies, and parent company
2-1-2 officers to include sub contracts (if applicable) to the CO not later than the contract pre-performance conference. Changes to the list shall be submitted to the CO within 30 days after the change. This information may be provided to any Government agency or activity for official use only.
2.1.3.1.3. Submit the names and phone numbers of the contract manager and all SP management and supervisory personnel (key personnel) to the CO, Chief Contracting Officer
Representative (COR) and Functional Commander (FC) not later than the contract pre-performance conference. The CO, Chief COR and FC shall be notified within one workday whenever changes are made to the SP’s key personnel. If requested by the CO, the SP shall validate the credentials for replacement personnel prior to employment.
2.1.3.1.4. Submit the names of its employees to the CO, m o n t h l y . The SP shall also submit to the CO, its subcontractors' names and addresses. Changes to these listings shall be submitted to the CO within 15 days after the change. This information may be provided to any
Government agency or activity for official use only.
2.1.3.2. Provide an on-site contract manager or alternate(s) to be physically present during normal hours of operation. This individual shall be responsible for the overall management and coordination of this contract and shall act as the central point of contact with the Government.
I f r equi red , the manager or designated alternate(s) shall be available on-site within one hour of notification when contract work is being performed at times other than normal hours of operation.
2.1.3.3. Ensure the contract manager or alternate(s) shall have full authority to act for the SP and sub-contractors on all contract matters relating to daily operation of this contract. The contract manager or alternate(s) shall have full authority to submit cost proposals and negotiate changes, up to $500,000.
2.1.3.3.1. Contractor Manpower Reporting (CMR): The SP shall report ALL labor hours
(including subcontractor labor hours) required in the performance of services provided under this contract via a secure data collection site. The The SP shall completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30
September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. SP may direct questions to the Contractor
Manpower Reporting Application (CMRA) help desk.
2.1.3.3.1.1. Notify the contracting officer via e-mail when all prime contractor and subcontractor inputs are complete.
2.1.3.4. Reserved.
2.1.3.5. Maintain a safe and efficient work environment and protect military operations. SP employees who are involved with illegal drugs, other controlled substances or who abuse alcohol pose unacceptable risks to safe and efficient operations.

2.1.3.5.1. The SP shall have a program to prohibit employees from using, abus in g , possessing, being under the influence, or otherwise being involved with illegal drugs/controlled substances, IAW Defense Federal Acquisition Regulation Supplement
(DFARS) 252.223-7004, Drug-Free work force. The SP shall conduct random drug tests on two percent of the entire workforce monthly.
2.1.3.5.2. SP employees shall be subject to substance abuse testing when an individual’s actions or inactions are suspected as factors in a mishap. The CO may identify the employees to be tested and the drugs for which those employees must be tested.
2.1.3.5.3. The SP shall accomplish the specified testing using a certified medical substance abuse testing facility that meets Department of Health and Human Services (DHHS)/Substance
Abuse and Mental Health Services Administration (SAMHSA) certification) medical substance abuse testing facility. Results of the test(s) shall be provided to the CO for the purpose of completing an investigation IAW AFI 91-204, Safety Investigations and Reports.
2.1.3.6. In accordance with DFARS 211.106 the service provider shall require all SP personnel to identify themselves as SP personnel by introducing themselves or being introduced as SP personnel and displaying distinguishing badges or other visible identification for meetings with
Government personnel. The service provider shall require all SP personnel to appropriately identify themselves as SP employees in telephone conversations and in formal and informal written correspondence.
2.1.3.7. The SP shall not employ any person who is a spouse or dependent of a Department of
D e f e n s e employee (military or civilian) when such employment would create an actual or perceived conflict of interest.
2.1.3.8. Tobacco Policy: The SP shall comply with the Air Force Tobacco use policy as described in AFI 40-102, Tobacco Use in the Air Force, paragraph 2.2, and Sheppard AFB local policies.
2.1.4. Personal Appearance.
2.1.4.1. SP personnel shall present a clean, neat, professional appearance, and be easily recognized as SP personnel. Management and office staff are not required to wear distinctive clothing, but shall present a conservative business appearance at all times. These personnel shall wear SP-provided name tags or photo ID badges depicting company name, employee's name, and employee's title. All apparel worn by SP employees shall be in good repair and, if issued, in its’ original configuration. Any clothing, in the judgment of the FC or CO, that could present an unfavorable image is unacceptable.
2.1.4.2. Clothing for SP employees, other than management and office staff, shall clearly depict the company name and the employees’ last name. Company/union logo or insignia and company/union name is permitted on outer- wear (shirt, jacket/coat, cap/hat, watch cap or ski mask) at no cost to the Government. Logo insignia must not exceed 13 square inches in size.
Letters and numbering shall not exceed 2 inches in height. If incorporated, logo and lettering
2-1-4 must maintain a professional image and must be permanently attached.
2.1.4.3. SP employees may wear FC and CO approved gray or blue pocketed sleeved T-shirts bearing the company name and union logo on the back, along with the individuals’ last name on the front. SP employees may wear approved blue uniform shorts providing the wearing of shorts does not present a safety hazard as determined by the company, FC, and CO and is not in violation of applicable Technical Orders, AFIs, or Occuptional Safety Health Administration
(OSHA) requirements pertaining to the particular task being accomplished. If caps are worn on the flight line they must adhere to AF/AETC and OSHA Foreign Object Damage prevention directives.
2.1.4.4. The SP, FC, and CO will determine the appropriate dress for situations not covered above or which an interpretation must be decided. S P personnel shall be in distinctive issued clothing/uniform not later than (NLT) 60 days following contract start date and NLT 30 days for newly hired employees.
2.1.4.5. The following apparel SHALL NOT BE WORN: apparel in a ragged and frayed condition, caps/hats (other than issued clothing), tank tops, halter tops, crop tops, sleeveless shirts, mesh and see through garments, exposed clothing with obscene or advertising logos or undergarment type shirts worn as exterior clothing (except crew neck t-shirts as authorized in above paragraph), gym or sweat suit apparel, or any clothing that in the judgment of the
Government could present an unfavorable image or cast discredit upon the installation, its personnel, or the United States Air Force.
2.1.4.6. SP employees TDY for school, seminars, conferences, etc., shall maintain a neat, clean and professional appearance.
2.1.5. Contingency, Emergency Plans & Services. The SP shall:
2.1.5.1. Develop and maintain a strike plan that establishes procedures to cope with labor disputes among its workforce IAW AFI 64-106 AETC Sup 1, Air Force Industrial Labor
Relations Activities. The SP’s Strike Plan shall be provided to the CO for acceptance and
Government distribution not later than the pre-performance conference. Changes to the plan shall be submitted to the CO as they occur.
2.1.5.2. Participate in the development of Government plans that involve SP controlled resources.
2.1.5.3. Support all AF, AETC, SAFB, 82 TRW emergency/contingency plans and operations whether real world or exercise. In addition, the SP shall support all other plans and provide weather evacuation/protection to Government owned property under the SPs control.
2.1.5.4. Provide support for functional requirements outlined in SAFB Operational Plans
(OPLANS) identified in Appendix 3H and any future OPLANS developed in support of
Sheppard AFB.
2.1.5.5. The SP may be required to support emergency services, to include an activation or
2-1-5 exercise of contingency plans, shipment of high priority cargo, TDY, etc. outside normal duty hours. When directed by the CO, the SP shall respond to emergency situations (i.e. structural fires, accidents, etc.) in accordance with CO’s written change over. Any extended service hours will be negotiated under the "Changes" clause.
2.1.5.6. On occasion, the SP’s service may not be required, or required at reduced level of service (i.e. alerts, disaster situations, or other situations as required). The CO will notify the SP if this should occur. The SP shall use the priorities established by 82 TRW Operations Plans if the activation of contingency plans generates conflicting support requirements. The Government will not take remedial action against the SP for non-support of lower priorities. A surge in the contract requirements beyond the capability of the SP may be augmented by the Government at its option when the Government perceives that mission accomplishment is endangered.
2.1.6. Information Systems (IS): The SP shall:
2.1.6.1. Ensure that personnel accessing information systems have the proper Information
Assurance (IA) certification to perform IA functions in accordance with DoD 8570.01–M, IA
Workforce Improvement Program. The SP shall meet the applicable IA certification requirements, including:
• DoD approved IA workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01–M
• Appropriate operating system certification for information assurance technical positions as required by DoD 8570.01–M.
2.1.6.2. The SP shall ensure personnel maintain current documentation supporting the IA certification. SP personnel who do not have proper and current certifications shall be denied access to DoD information systems.
2.1.6.3. Information Assurance Technical (IAT) Certification Level 1, shall be required for personnel managing/updating electronic technical orders and e-Tools in the Enhanced Technical
Information Management System (ETIMS).
2.1.6.4. Perform all Information Technology Equipment (ITE) custodial responsibilities IAW
AFI 21-101, Air Force Computer Systems Manual (AFCSM) 21-556 (V2), TO 00-25-254, 33
Series AFI’s and environmental requirements as identified.
2.1.6.5. Be responsible for establishing and maintaining accounts, access, clearance, and passwords to network providers to include: Internet, and other locations where required information is required to be downloaded, uploaded, or viewed in performance of this PWS.
This will include Secret Internet Protocol Router Network (SIPRNET) if required.
2.1.6.6. The SP shall use, manage, and support the Maintenance Information Systems (MIS)
IAW AFI 21-101, AETC Sup. The SP shall support Integrated Maintenance Data System
(IMDS) and AETC automated status reporting/scheduling/technical systems, including

Comprehensive Engine Management System (CEMS), Reliability and Maintainability
Information System (REMIS), Enhanced Technical Information Management System (ETIMS)).
The SP shall support and participate in surveys, studies and tests of system upgrades and changes relating to MIS and communication squadron hardware, software, systems, etc.
2.1.6.7. Implement and manage a maintenance status reporting program IAW AFI 21-103, Aircraft and Equipment Maintenance Management, AFI 21-101. The SP shall establish a method to ensure actual status of GITA are reflected in the active GITA forms and match the status reflected in the MIS.
2.1.6.8. Ensure data entered into MIS Programs and, DD, AF, AFTO Form 781/244 etc. is accurate and complete IAW AFI 21-101, 00-20 series TOs, and applicable directives. The SP shal l develop a data integri ty process to ensure documentat ion is accurate
IAW TO 00-20-2 and AFI 21-101, AETC Sup.
2.1.6.9. Use MIS products and perform all MIS input tasks IAW AFI 21-101, AFI 21-103, TO 00-25-254-1, AFCSM 21-556 (V2), AFCSM 21-303 (V2) and 00-20 series TOs.
2.1.7. Protection of Safety and Competition Sensitive Information.
2.1.7.1. During the performance of this contract, the SP shall access Government information in the Joint Deficiency Report System (JDRS), in order to initiate, send, track, and respond to deficiency reports as specified in TO 00-35D-54. Access to any specific databases will be controlled by the Government based on mission requirements. This system supports, or will support, one or more "competition-sensitive" SP’s past performance evaluation and rating systems. "Competition-sensitive" information is all quality data listed in any Government databases. This data may be used by the Government as a source selection evaluation factor or an evaluation factor in another solicitation evaluation technique, accumulated to compute a quality performance rating or a computed rating. The SP shall not use information obtained from any Government database or system for any purpose other than performance of this contract.
2.1.7.2. In addition, the SP shall limit access to the number of SP employees required to perform these functions.
2.1.7.3. The SP shall obtain a written agreement from each employee working under this contract which states the employee will not disclose “competition-sensitive” information except to other SP employees requiring access to the information for performance or management of this contract. The agreement shall continue in effect after completion or termination of this contract.
2.1.8. Financial Management.
2.1.8.1. The SP shall provide a budget management function which shall serve as the primary focal point for interfacing with the Government’s Resource Management Office on expenditures of Government funds. The SP’s budget management function shall assist the Government in planning, programming, budgeting, executing and managing costs associated with the acquisition of aircraft parts, equipment, special tools and other associated Government furnished material
2-1-7 provided under this contract.
2.1.8.2. The SP budget management function shall account for supply and equipment expenditures. The Government Resource Management Office and COR, through the CO, will provide the SP with annual budget allocation information, amounts of any withheld funds, i.e., not to exceed Contract Line Item Numbers (CLINS), the reasons for the withhold, and assign an annual budget (distribution) for each area. It is this distribution that the SP shall manage as the maintenance complex annual operating budget. Copies of all correspondence and reports shall be submitted upon request to COR, Resource Management Office and the CO.
2.1.8.3. The SP expenditures shall be tracked by a Government accepted SP developed tracking system for items incurred in the day-to-day operations. The SP shall provide the tracking system for Government acceptance NLT the Pre-Performance Conference. Changes or potential problems in requirements that will have a significant impact on funding shall immediately be brought to the attention of the Government Resource Management Office, Resource Advisor
(RA), Chief COR, and the CO for approval of funds obligated in Operations and Maintenance
(O&M) and maintenance Depot Level Repair (DLR).
2.1.8.3.1. NLT the end of the second month of each quarter the budget management function shall perform a financial status assessment of the account and coordinate additional funding request through the Chief COR to the RA. A financial status evaluation is essential to ensure necessary base funded materials and services are available to support the production activity and determine if expenditures are progressing as planned.
2.1.8.3.2. The SP shall provide accurate monthly invoices and monthly tracking data within 10 days of previous month’s activity. All reimbursable CLIN invoices shall be submitted within 30 days of SP’s payment. In the event that the SP is unable to submit the invoices within the 30 days, the SP shall notify the Chief COR and CO to provide estimated closure date.
2.1.8.4. The SP budget management function shall prepare and submit supply, repair, inspection and equipment requirements not addressed in the current contract budget for inclusion in the 82 TRW Financial Plan, budget estimates, and operating budget no later than
30 January each year. Fifteen days prior to the beginning of each quarter, the SP shall forward quarterly funding requirements and projected purchases to the Chief COR. The SP budget management function shall prepare and submit the Budget Execution Report and the Financial
Plan to the Chief COR.
2.1.8.5. Service Provider Simplified Purchased Program (SPP). The SP shall:
2.1.8.5.1. Operate a simplified purchase program to sustain the Government provided property, equipment and special tooling at the level required for contract performance. See AFI 64-117, Air Force Government–Wide Purchase Card (GPC) for authorized appropriated funds purchases. SP shall request approval from the CO f o r all single item thresholds exceeding $3,000. Approval up to the $3,000 threshold may be granted by the Chief COR.
2.1.8.5.2. The SP shall develop a plan to effectively monitor and manage the simplified
2-1-8 purchase program within their organization. This plan shall be submitted to the CO NLT 30 calendar days after contract start for review and acceptance by the Government.
2.1.8.5.3. SP purchases shall be made from commercial market place. The invoice cost will be reimbursed without overhead burdens or profit under the reimbursable CLINS.
Reimbursement shall be provided to the SP on a monthly basis. The SP shall notify the
Government Resource Advisor (RA) and Chief COR when funding on the Reimbursable CLIN is 75% expended.
2.1.8.5.4. Any additional fees or finance charges incurred through no fault of the Government will not be reimbursed.
2.1.8.5.5. Upon acceptance by the SP title to all items procured and reimbursed under this
CLIN shall transfer to the Government and be considered “SP Acquired Government Property.”
The SP shall manage and account for this property in accordance with FAR Clause 52.245-1, “Government Property.”
2.1.8.5.6. The SP shall maintain, update and provide a copy of the Government Property Listing to COR office as the property list changes and as purchases are made. The inventory format shall meet the contents of Appendices 3F.
2.1.9. Program Cost.
2.1.9.1. Notwithstanding any other provisions of the contract, the SP shall be reimbursed:
2.1.9.1.1. When a modification is issued which brings about additional cost for work under this
PWS.
2.1.9.1.2. For directed acquisitions including facility projects.
2.1.9.1.3. Costs for travel, per diem and fees for conferences, seminars, and training classes as indicated in Appendix 3FG. and coordinated through the Chief COR and approved by the CO prior to travel. When travel is required, the SP shall submit a request NLT 15 days prior to travel to the COR Office and the CO identifying the purpose, location, dates, and personnel (name and title) requested for the official travel. Travel shall be conducted in accordance with FAR 31.205-
46, Travel Cost, and Joint Travel Regulations (JTR) Vol. II, Appendix E, Part 3, Gov’t
Contractor’s/Contractor Employees’ Travel. Travel conducted that does not follow the procedures above and the mandatory travel guidance shall not be reimbursable to the SP.
2.1.9.1.4. Cost reimbursement for travel, per diem and fees for conferences, seminars, classes, etc. that are not listed in Appendix 3FG, may be covered with proper coordination through the
Chief COR and approval by the CO. Excluded from reimbursement are internal, employee initial, certification, and qualification training.
2.1.9.1.5. For repair or rep lacement of damaged Government property caused by events such as fire, weather, disaster, civil or military action when repair of such damage is beyond
2-1-9 the capabilities of the SP, as determined by the CO.
2.1.9.1.5.1. SP will not be reimbursed for damage caused by the negligence of the SP, i.e.
not protecting Government equipment, property, facilities etc. as per applicable publications, Sheppard plans, or this PWS may be deemed as negligent. All damage incurred because of SP negligence will be at the SP expense.
2.1.10. Training.
2.1.10.1 Technical Training: Personnel assigned shall be fully trained/qualified to a level of performing without direct supervision prior to being declared position qualified. All training required as a result of this PWS, including Federal, or State requirements to maintain certification or qualification will be the responsibility of the SP, unless specified in Appendix
3FG. Any training expenses required by the appointee to meet the qualifications shall be borne by the SP or individual. Loss of certification which leads to retraining will be at the SP’s expense.
2.1.10.1.1. The Government will provide technical training for new equipment requirements/technologies not addressed in this PWS, as determined by the FC or COR Office and with final approval of the CO. This training will be provided only to an initial cadre of SP personnel requiring specialized formal training, not to exceed 2 individuals of the target population or as funds allow.
2.1.10.1.2. SP employees are eligible to enroll in Air Force Institute for Advanced Distributed
Learning (AFIADL) courses and participate in Air Force training courses requiring TDY when it is of direct benefit to the Government as approved by the CO. Such training will be provided
IAW Air Force criteria and funding will be determined by provisions of the contract. Use of
Government quarters at prevailing rates are encouraged when available. Expenses (meals, lodging, taxi fare, plane tickets, etc) shall be incurred by the SP.
2.1.10.1.3. Requests for training will be IAW AETC Education and Training Course
Announcement website, https://etca.randolph.af.mil, instructions and submitted a minimum of
90 calendar days prior to class start date by the SP through the COR office to the CO. The
Government will fund actual training costs (e.g. conference, seminar, and class fees as approved by the CO), per diem, and travel at Government rates IAW Joint Travel Regulations (JTR). To ensure that SP employees retain suitable and adequate qualifications, selected personnel shall be afforded training as above for such things as seminars, workshops, and educational courses. Any deviations by the SP from the JTR must be approved in writing by the CO before incurring the expense. Allowable costs will be reimbursed under the Travel CLIN.
2.1.10.1.4. The SP agrees to indemnify and hold the United States Government harmless, whether in tort or in contract, for any and all loss or liability for injury to or death of SP personnel in transit to or from or during the period of attendance at any training or school provided by the United States Government, whether such training or schooling is provided for under contract with or by the United States Government. This indemnification and hold-harmless agreement shall apply whether or not the training or school is provided for under https://etca.randolph.af.mil/
2-1-10 contract between the parties to this agreement.
2.1.10.2. Training Business Area (TBA) The SP shall:
2.1.10.2.1. Use the Air Force portal web-based application, TBA for training documentation in accordance with AETCI 21-112, AETC Civil Service and Contractor Aircraft Maintenance
Training Programs.
2.1.10.2.2. Accomplish the tasks of training management IAW AETCI 21-112.
2.1.10.3. Develop, and submit to the CO and COR office, a comprehensive
Training/Qualification/Certification Plan NLT the pre-performance conference containing procedures to ensure employees are trained, task proficient, and task certified prior to being declared position qualified for each duty position. The plan shall meet requirements of this PWS, AFI 21-101, AETC Sup and AETCI 21-112.
This plan shall include, as a minimum:
Qualification standards/requirements for each position in all work center
Specific training record documentation procedures
The anticipated number, specific areas, and position of those personnel that will require training, qualification or certification
Specific milestones, frequencies, and intervals, as to when any training, qualification, or certification will occur
Specific methods and procedures as to how training, task qualification/certification will be accomplished, documented, and by whom
The extent or level to which the training, qualification or certification will be accomplished and documented
Training and qualification levels/standards commensurate with specific aircraft and associated equipment maintenance tasks. These standards shall parallel those acceptable to the Air Force, commercial aircraft and avionics industry
A Special Certification Program IAW AFI 21-101, AETC Sup, and AETCI 21-112 (See
Appendix 3I)
Procedures to ensure only qualified production supervisors/inspectors clear Red X conditions, NRTS, danger tags, and IPIs using special certification and training listings.
Plans of Instructions (POI) will be developed for SP formal classroom and POIs will be part of the training plan
2.1.10.4. Maintain individual training records in TBA on each employee to include the position and title. As a minimum, those records shall contain all tasks on which the individual is qualified to perform maintenance/inspections, initials of the individual who provided the training, initials of the employee, and the date training was conducted/completed. Each training record will include a method to clearly identify each employee and trainer through use of a signature/initials identification system. Primary and alternates shall be trained in all tasks to prevent one-deep manned difficulties. Training records shall be made available to the
Government upon request. All ancillary/recurring training and special certifications shall be
2-1-11 documented in MIS or an Air Force accepted SP database.
2.1.10.4.1. No employee in training shall be allowed to accomplish maintenance on any equipment they are not task qualified on unless accompanied by a qualified trainer, until the employee is task proficient and task certified.
2.1.10.5. Individuals selected for duty positions that meet requirements stipulated in the PWS shall have their prior experience and qualification records reviewed by the supervisor and the training manager and individuals training records annotated accordingly. If prior experience and qualifications are specifically related to position being filled, a supervisor and training manager determination for refresher training and completion of a position task evaluation/certification process is required. This previous experience shall be of similar type equipment (MDS) and within the last 3 years.
2.1.10.6. Individuals selected for duty positions that have prior training and experience on similar aircraft and equipment such as Navy, Army equipment, or current employees transferring to other maintenance sections, shall have their prior experience and qualification records reviewed by the supervisor and the training manager and individuals training records annotated accordingly. As a minimum, these individuals shall complete a work center/task specific formal classroom Familiarization Training, a structured equipment specific OJT program and a position task evaluation/certification process.
2.1.10.6.1 To provide the Government the opportunity to surveil qualification process, the SP shall schedule and notify the Chief COR prior to employee’s getting task qualified/certified.
2.1.10.7. In the event the follow-on contract is awarded to other than the incumbent and the successor SP hires incumbent SP employees, the following training/qualification/certification minimums are established:
2.1.10.7.1. The incumbent SP shall provide employee training records to the employee NLT the last day of contract performance.
2.1.10.7.2. As reflected by appropriate records and MIS products, the incumbent SP employees’ qualification/certification will be considered valid for a period of up to 120 calendar days, beginning on contract performance start date. Within this 120 calendar day period, the successor
SP (other than the incumbent) shall verify the qualification/certification of former incumbent SP employees and ensure qualification/certifications are current and documented for those personnel. All such qualification/certification actions shall be IAW provisions of this PWS. To provide the Government the opportunity to surveil qualification process, Chief COR will be notified when these actions are being performed.
2.1.10.7.3. Annual or greater interval certification requirements shall be accomplished when next due and may exceed the 120-day criteria listed above and shall be documented.
2.1.10.8. All other training/qualification/certification shall be accomplished in accordance with provisions of this contract.

2.1.11. Quality Control System (QCS):
2.1.11.1. The SP’s Quality Control System shall be administered in the same manner for the 82 TRW at SAFB, TX and the 359 TRS Detachment 1, Naval Air Station Pensacola, FL.
2.1.11.2. The SP’s Quality Control System is one of the most important aspects in maintaining contract compliance. The SP’s QCS is the cornerstone for meeting mission requirements, customer expectations, and reduced contract costs and must continuously strive to improve the quality of maintenance and evaluation processes. Inability to maintain expectations or failure of the SP’s QCS is one of the most serious contractual violations. The SP shall continually promote a proactive process/product/service improvement program, a safe working environment, and quality initiatives. The QCS shall allow management emphasis to be placed where and when necessary to resolve or correct identified negative trends and problem areas.
2.1.11.3. The QCS shall be designed to improve mission readiness by ensuring personnel, GITA, trainers, support equipment, TMDE, supplies and other Government assets meet or exceed established performance standards.
2.1.11.4. The SP’s QCS shall meet FAR 52.246-4, Inspections of Services – Fixed-Price, and shall include all representations made to the Government during source selection. The SP’s QCS shall detect quality program problems and defects, identify root causes for quality related problems/defects, correct the root causes of detected problems/defects, and implement checks and balances to ensure quality related problems/defects do not reoccur. Furthermore, the SP shall be proactive on quality issues concerning maintenance responsibilities identified within this contract and will not rely on COR surveillance to detect their problems. The role of the COR function is to verify if the SP’s QCS is in place and meets the contractual requirements; not to be a primary or secondary source of detecting SP problems/defects.
2.1.11.5. As part of the SP’s QCS, the SP shall identify how they will meet all contractual requirements, develop applicable metrics for each contract requirement, and provide a comprehensive inspection schedule to inspect each contractual requirement. The QCS must have a clearly defined, independent, unbiased inspection process that will effectively measure how well the maintenance organization meets or exceeds standards in all areas of performance. All
QCS activity shall be thoroughly documented and maintained through the life of the contract and provided to the Government upon request.
2.1.11.6. The SP shall accomplish at least the minimum number of inspections identified within the Quality Control Baseline Standards (See Table 3.1.7.14.1). However, simply accomplishing this number of inspections doesn’t guarantee the SP has met the quality control system requirements of this contract and of FAR 52.246-4.
2.1.11.7. As a minimum, the SP’s QCS shall encompass local manufactured tool program, deficiency reporting, product improvement, impoundment, technical order distribution office, Foreign Object Damage (FOD) and the One Time Inspection (OTI) program.
2.1.11.8. Government actions for contract QCS non-conformity: If CORs routinely detect contractual non-conformities that have not been detected by the SP, the SP’s QCS will be considered to be contractually non-conforming. The Government reserves the right to hold the

SP accountable for any non-conformity of their QCS. As such, the CO may apply FAR
52.246-4(e) (2) when executing all or some of the following Government actions for quality system non-conformity:
Give the SP an opportunity to re-perform
If the SP is directed by the CO via a Corrective Action Request (CAR) to re-perform a quality control system non-conformity, the SP will be given no more than 15 days to develop a plan to prevent future recurrence of identified quality system non-conformity
If the SP developed plans fail to prevent future recurrence of previously identified quality control system non-conformity, the government reserves the right to reduce contract price for the first, and all future instances, of quality control system non-conformity
2.1.11.9. The intent of the Government is to ensure the SP is continually motivated to proactively implement their QCS. However, the Government corrective process may be applied for all other contractual non-conformities.
2.1.11.10. The following are examples of what the Government considers (but is not limited to) to be contract QCS non-conformities;
CORs finding contract problems/defects which the SP has not detected
SP not implementing permanent fixes to QC or COR detected problems/defects
SP not implementing fixes by proposed “get well” dates
2.1.11.11. The SP shall develop a formal Quality Control Plan to implement and manage the
QCS using AFI 21-101 as a guide to ensure the requirements of the PWS are managed as specified, ensure SP compliance with technical data and applicable AF directives. A copy of the SP’s complete plan shall be provided to the Chief COR and CO not later than the pre-performance conference. In the event that sections of the Quality Control Plan are rejected by the CO, the SP shall make necessary changes within ten (10) working days of the notification of non-acceptance.
2.1.11.12. The SP shall submit changes to the Quality Control Plan within 3 working days for
Government acceptance prior to implementation throughout the life of the contract.
2.1.11.13. The QCS shall address how the SP will evaluate the quality of maintenance and the compliance of focus areas, programs, and processes. The Quality Control Plan shall contain a detailed Root Cause Analysis (RCA) process and its components to deal with SP QC and
Government identified discrepancies. The Quality Control Plan shall address its ability to identify conditions adversely affecting the quality of services provided to the Government. The p l an shall o u t l i n e the SP’s T r en d A n a l ys i s p r o ce s s an d describe i t s ’ m et h o d o l o g i e s . T h e p l an shall be designed to collect data to provide an overall picture of maintenance quality, capability, program compliance and process effectiveness. The SP shall use the data collected to proactively monitor and control the quality of maintenance and adherence to programs and processes. Findings will be used to focus the SPs’ attention on correcting/preventing maintenance and program issues. By using collected data to identify
2-1-14 problems and negative trends, the SP shall implement corrective actions to eliminate or minimize these problems and negative trends. The Quality Control Plan shall have provisions for:
Identifying the extent and cause of nonconformance
Analyzing adverse trends including root cause analysis
Implementing methods for improvements and corrections across the maintenance activity/complex
Determining adequacies of corrections and the effectiveness of procedures through continued monitoring across the maintenance activity/complex
Establishing effective procedures for key and lock combination control across the maintenance activity/complex
Detecting potential deficiencies through an active self-inspection program
Prevention of Foreign Object Damage (FOD) across the maintenance activity/complex
Establishing effective data integrity procedures
2.1.11.14. The QC Plan shall be developed, implemented and maintained by S P d e f i n e d functional areas. The p l an shall describe the SP’s approach and policies pertaining to quality control, applicable procedures, QC organization, method for accomplishing corrective actions and documentation of inspections, including follow-on actions if required.
2.1.11.15. The plan shall be designed to promptly detect errors and omissions in day-to-day performance and to identify and correct conditions adversely affecting the quality of products and services provided to the Government.
2.1.11.16. The SP shall support and participate in AFSO21 events and Air Force Lean initiatives if applicable.
2.1.11.17. The SP QC plan shall ensure that Emergency and Contingency base PLANS are followed during exercises and real world applications to the extent instructed by COR in coordination with the CO, or directed by the CO. Selected SP personnel shall be required to perform functions of oversight to ensure SP employees fulfill this requirement.
2.1.11.18. Government verification inspections of services shall not constitute acceptance, nor replace the SP inspection program or in any way relieve the SP of any responsibility to take all actions necessary to assure the highest quality of services rendered.
2.1.11.19. 82 TRW Customer feedback shall be utilized as a method to establish SP compliance with the requirements of the PWS. Customer feedback will be evaluated by the Chief COR and validated by the CO.
2.1.12. Occupational Safety and Health. The SP shall:
2.1.12.1. Establish a safety and occupational health program consistent with requirements of the Occupational Safety and Health Administration (Title 29, Code of Federal
Regulations) and AFPD 91-2, Safety Programs. SP shall not be required to comply with
A i r F o r c e O c c u p a t i o n a l S a f e t y H e a l t h ( AFOSH) standards except as
2-1-15 needed to protect Government resources, e.g. facilities, to include hangars and industrial areas, equipment, and Government personnel. The SP shall comply with AFI 91-203, AF
Consolidated Occupational Safety Instruction. E x i s t i n g G o v e r n m e n t Bio-
Environmental Engineering (SGPB) evaluation results may be used in support of the SP program. The SP s h a l l perform required personal exposure assessments and medical surveillance. The SP shall provide personal protective equipment and training consistent with applicable standards.
2.1.12.1.1. All references to Government Bioenvironmental Engineering or Government
Public Health agencies within required documents for contract personnel, should be interpreted to mean a reference to the SP provided industrial hygiene services for the SP’s personnel. Any reference pertaining to personnel hazards and recommendations to obtain
Bioenvironmental Engineering determinations or support in applicable Technical Orders is interpreted that SP personnel must obtain such support from the SP’s industrial hygiene function.
2.1.12.2. Identify and report safety hazards and mishaps IAW AFI 91-204, AFI 91-204, AETC Sup 1, and AFI 21-101, AETC Sup. The SP shall implement and manage a system that will immediately identify and report safety hazards, mishaps, and reportable incidents involving Government facilities, GITA, or equipment IAW applicable directives to the Chief
COR, CO and Safety Office. The SP shall assist the appropriate Safety Office in the investigation and reporting of mishaps.
2.1.12.3. The SP’s safety hazards and mishap reporting procedures shall be submitted to the
CO for acceptance and Government distribution as part of the Safety Plan not later than the pre-performance conference.
2.1.12.3.1. Mishap investigation and reporting of accidents involving only SP employees shall be the responsibility of the SP. The SP shall immediately notify the Chief COR, Safety
Office, Wing Command Post, and CO of any serious injury or an on-the-job death of SP employee. These notifications shall NOT precede notification to emergency services.
2.1.12.3.2. Take action to correct unsafe conditions/hazards. The SP shall accomplish the functional manager hazard abatement responsibilities for the maintenance complex.
2.1.12.4. The SP shall provide a mishap prevention plan as part of the Safety Plan IAW AFI 91-
202, para 1.5.14.15.
2.1.12.5. Ensure all protective equipment and safety devices (rails, guards, shields, wheel brakes, ram locks, etc.) are used at all times on Government work sites.
2.1.12.6. Ensure anti-tripping devices/mats/bridges are used in walking and high traffic areas within hangars and facilities.
2.1.12.7. Implement and manage a Lockout and Tag-out Program IAW AFI 21-101, AETC Sup, AFI 91-203 and OSHA Standards 29 CFR 1910.147, Control of Hazardous Energy

(Lockout/Tagout).
2.1.12.8. Comply with base traffic instructions. Seatbelts will be used in all vehicles that are equipped with them. The speed limit is 10 MPH when driving around formations IAW AFI 31-204, SAFB Sup 1.
2.1.12.9. All SP personnel who operate Government owned vehicles (GOV) or authorized company vehicles on the flight line managed and operated by the 80 FTW shall be properly licensed, certified, and authorized IAW AFI 24-301, Vehicle Operations and AFMAN 24-306, Manual For The Wheeled Vehicle Operator and other applicable directives. SP’s personal or privately owned vehicles are not authorized for use on the 80 FTW flight line.
2.1.12.9.1. All motorized vehicles operated on the SAFB GITA Training ramp shall be operated IAW SAFBI…
