UPDATE POST, EFFECTIVE 29 AUGUST 2024
The purpose of this updated post is the following:
1. Post the DRAFT SF33 Solicitation and its associated attachments for this requirement for interested contractors. Reference the table below for a list of the DRAFT SF33’s attachments.
2. Provide additional instructions, events, and dates.
3. All 17 attachments which accompanied this announcement from 11 January 2024 through 23 August 2024 have been removed from SAM.gov and archived. This was necessary due to SAM.gov’s aggregated file size limitation and the need to post the DRAFT SF33 solicitation and its attachments with this updated post.

4. All documents provided with this updated announcement can change up till the publication of the formal solicitation.
5. The current Procurement Instrument Identifier (PIID) shown in this SAM.gov announcement is FA251823R0021_2. Upon issuance of the formal solicitation, this PIID will no longer be used.
Instead, a fiscal year 2025 PIID will be generated and used. The FY25 PIID is not yet known and will only be available upon the solicitation’s formal publication.
6. The formal solicitation will be published through the Solicitation Module via the Procurement Integrated Enterprise Environment (PIEE). When the solicitation is formally published through PIEE, it will push a formal notification with the new PIID to the Government’s Point of Entry (GPE), SAM.gov. Attachment 14 – PIEE Solicitation Module and Attachment 15 – Posting Offer in Solicitation Module are included with this DRAFT and will also be included with the solicitation’s formal publication.
7. The DRAFT SF33 Solicitation attached in this updated post currently reflects PIID FA251824R0040. This is only a placeholder which automatically generates within the Government’s contract writing system. Again, once the formal solicitation is published a newly generated FY25 PIID will be reflected in the SF33 and respective attachments.
8. These DRAFT documents provide interested contractors the opportunity to:
a) Preview and identify items or areas of question for potential contractors to address to the Government.
b) Use the instructions for requesting access to the Bidder’s Library
9. Many documents in the ‘Bidders Library’ include Export Controlled, Controlled Unclassified Information (CUI), Controlled Technical Data, and other sensitive documents. Therefore, the Defense Logistics Agency (DLA) requires contractors to have an active Joint Certification Program (JCP) and an approved DD Form 2345 on file to gain access. The following procedures apply to all contractors wanting access to the ‘Bidders Library. The below procedures are only valid UP UNTIL THE RELEASE OF THE FORMAL SOLICITATION. Thereafter, contractors shall follow the instructions outlined in Attachment 04 – Section L (Solicitation Instructions, conditions, and notices to offerors):
a) Provide current JCP status and DD Form 2345 to both the Program Manager, Mr. Kenneth Friesz at kenneth.friesz@spaceforce.mil and Mr. Steven Dyer at steven.dyer.5@spaceforce.mil.
b) Provide two points of contacts’ (POCs) email address and contact number via email to the Program Manager and Contracting Officer.
c) Once a contractor’s current JCP status and two POCs are received by the Program Manager and Contracting Officer, the information will be validated. If the information provided is found to have an ‘active’ JCP and valid DD Form 2345 the contractor will be approved to receive the Bidder’s Library.
mailto:kenneth.friesz@spaceforce.mil mailto:steven.dyer.5@spaceforce.mil
d) The Government will provide the entire Bidder’s Library via ‘DoD Secure Access File Exchange (SAFE)’ (https://safe.apps.mil/) to the contractor’s two designated POCs. Further instructions will be provided to the contractor’s POCs once all the required information from the contractor is received and validated.
e) IMPORTANT: Contractors interested in receiving the Bidder’s Library should provide all above information at their earliest opportunity. On/about 05 September 2024 the Government plans distributing the contents of the Bidder’s Library to all contractors who have been cleared to date. Any contractor who does not provide the above information and is not validated having an ‘active’ JCP and DD Form 2345 will not be provided access to the requirement’s Bidders Library. It is in a contractor’s best interest to obtain access to the Bidders Library as early as possible. There is an extensive number of documents equating to approximately 2.7 gigabytes of data.
f) Contractors who have not provided their JCP, two POCs, a current DD Form 2345 and have not been validated for receipt of the Bidders Library are not precluded from submitting a proposal once the formal solicitation is published; nor are they precluded from gaining access to the Bidders Library after 05 September 2024. A contractor would still need to complete these items and be validated thereafter. Fulfilling these items thereafter would then permit a contractor to obtain access. However, receipt of the Bidders Library would be later than other contractors who had already fulfilled the access requirements. Again, it is in a contractor’s best interest to obtain access earlier than later.
10. A video/teleconference will be hosted by the Government for all interested contractors on Thursday, 19 September 2024. During this teleconference the Government will open the call to receive and answer contractors’ questions solely regarding the DRAFT SF33 Solicitation, its attachments, and select inquiries regarding the Bidder’s Library. The Government will also demonstrate certain tools, functions, and instructions that are available in the DRAFT solicitation and its attachments (i.e, Attachment 10 – PWS Labor Categorization Tool and Attachment 11 – Pricing Workbook). This conference will be facilitated through the Microsoft Teams platform to allow all interested contractors to participate.
11. Potential contractors interested in participating in the video/teleconference scheduled for Thursday, 19 September 2024 should email the Government’s Program Manager and Contracting Officer all personnel who will attend, their company (prime / subcontractor), title / function, and email address no later than Wednesday, 11 September 2024.
