About this file
This document is a set of questions and answers following a site visit for the Solid State Phased Array Radar System (SSPARS) reacquisition opportunity. Key details include:
The UEWR system will undergo a digital upgrade with an estimated completion date of FY 2030. The government does not have a confirmed schedule for turning over the remaining LRDR systems or whether the power supply module upgrade will be completed prior to turnover. The government may provide a facility layout diagram for the Cheyenne Mountain site as part of a classified publications review in July 2024. The government will not provide government-owned/contractor-operated (GOCO) vehicles, and will not adjust the 25% small business subcontracting requirement to be based on total subcontracted dollars or labor dollars instead of total contract value.
The related federal contract opportunity is a pre-solicitation Request for Information (RFI) for the SSPARS reacquisition, with a forecast contract completion date of April 2026. The government plans to hold an industry day in early 2024.

CSFS Vendor Site Visit
| QUESTIONS PROVIDED | GOVERNMENT RESPONSE |
| It was stated that UEWR will be going through a digital upgrade. Can the Government elaborate on this upgrade and provide a completion date for this effort? Will there be information in the Bidder’s Library regarding this upgrade and how it will impact maintenance requirements? | UEWR will likely be undergoing a digital upgrade of the receive chain. This includes modern digital signal processing equipment, modern switches, and re-hosted software onto the new equipment. Estimated completion date is FY 2030. All applicable documentation (to include maintenance needs) will be understood and provided before or in tandem with the hardware’s installation at each site. |
| It was communicated that the LRDR real property was turned over May 2024. What is the schedule for turning over the remaining systems for LRDR and will the power supply “module” upgrade to the phased array panels be completed prior to turnover? | The Government does not have a confirmed or projected schedule when the remaining LRDR systems will be turned over nor whether the power supply module upgrade will be completed prior to turnover. |
| Since the government is not planning on having a site visit at Cheyenne Mountain, will the government provide a facility layout diagram inclusive of Ops area, training suite, workstations, conference rooms, and additional support spaces? What is resident in the planned SCIF and what is not? | The Government may provide this as part of the Government's scheduled review of Classified Publications. This review is scheduled for July 25 and 26, 2024. Interested vendors will be allocated 90 minutes to review the available documents. |
| Will the Government provide the number, and type, of Government owned/contractor operation (GOCO) and contractor owned/operated (COCO) vehicles and “heavy” equipment (forklifts, ambulance, tractors, etc.) that are required at each SSPARS location? | The bidder's library will contain the listed GFP/GFE/GOCO upon release of the solicitation. Vendors should assume that contractor owned/operated (COCO) vehicles will not be provided. This is not a deliverable or requirement mandated by the Government. |
| In the last SSPARS acquisition there was a requirement for 25% of total contract value to be allocated to Small Business. As a percentage of total contract value, the SB requirement spans not only the labor dollars but also all ODC’s which are often procurements, travel, etc. Would the Government consider adjusting the Small Business requirement for this acquisition to be a percentage of Total Subcontracted Dollars, or Total Labor Dollars? | The Government will not adjust the small business subcontracting requirement for this acquisition to be a percentage of total subcontracted dollars, or total labor dollars. |
Example of Total Contract Value: If Total Contract Value (TCV) were $5,000,000 x .25% = $1,250,000 required subcontracting to SB.
Example of Total Subcontracted Dollars: Total Subcontracted Dollars (LB & SB): $2,000,000 = 40% of TCV. If the Government required 25% of the total subcontracted dollars for the SB’s, the amount would be significantly lower (.25% x $2,000,000) = $500,000 versus $1,250,000.
In accordance with FAR 52.219-9(d)(1)
(d) The Offeror’s subcontracting plan shall include the following:
(1) Separate goals, expressed in terms of total dollars subcontracted, and as a percentage of total planned subcontracting dollars, for the use of small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns as subcontractors. For individual subcontracting plans, and if required by the Contracting Officer, goals shall also be expressed in terms of percentage of total contract dollars, in addition to the goals expressed as a percentage of total subcontract dollars. The Offeror shall include all subcontracts that contribute to contract performance, and may include a proportionate share of products and services that are normally allocated as indirect costs. In accordance with 43 U.S.C. 1626:
NOTE: Vendor will make a statement of indirect costs (included/not included) and methodology used to determine proportionate share of indirect costs for each category.
