About this file
This document is a notification regarding the upcoming reacquisition of the Solid-State Phased Array Radar System (SSPARS) Level 1 Operations and Maintenance (O&M) contract in Fiscal Year 2026. It provides details about upcoming vendor events, including a classified document review session on July 25-26, 2024, and individual one-on-one meetings with the government on July 30, 2024. The notification outlines the government's priority scheduling rationale for these events, emphasizing that there will be no future opportunities for additional reviews or meetings. The SSPARS program consists of six geographically-separated units, including Upgraded Early Warning Radar (UEWR) sites and a Long Range Discrimination Radar (LRDR) site, all of which require 24/7 non-personal support services across various mission areas. The related federal contract opportunity is a pre-solicitation for the SSPARS Reacquisition in FY26, with the current contract's performance expected to conclude on April 30, 2026. The government plans to hold an industry day in early 2024 to facilitate market research and determine the best acquisition strategy.

Vendor Future Events Scheduling. A vendor desiring to attend one or both of the below future events, must email the Government’s Points of Contact listed in this announcement NLT July 15, 2024. The Government will prioritize the scheduling of interested vendors for the two events using ‘Attachment 5 – Summary Events Attendee List’ first. Those vendors who attended the industry site visit at Clear Space Force Station, AK in June 2024 will have first priority slotting. Second priority slotting will go to vendors who attended the Government’s industry day event in February 2024. Complementing the priority slotting rationale, the Government will use the date-time stamp receipt of the vendor’s email expressing its desire to attend one or both of the upcoming events.
Last priority slotting will go to other vendors who express an interest to attend, and their slotting will be prioritized based solely on the Government’s date-time stamp receipt of its email.

A vendor may have up to three (3) of its security clearance verified personnel review the classified documents. Personnel viewing the classified documents must provide:
1. Current security clearance verification
2. A completed SF-312 Form – Classified Information Nondisclosure Agreement
These documents must be provided to the Government’s Points of Contact listed in this announcement no later than July 22, 2024. During the 90-minute review of classified documents, all means of technology, to include a non-smart watch shall remain outside of the secure area.

There are seven (7) 45-minute time slots available. These meetings will provide a forum for vendors to provide feedback on the DRAFT RFP and ask additional questions as desired. All questions received which are not proprietary will be summarized, answered, and then published via SAM.gov for public view.
The location for both of the above July 2024 events will be held at the following location:
